Afghanistan, 1989-1996: Between the Soviets and the Taliban A thesis submitted to the Miami University Honors Program in partial fulfillment of the Requirements for University Honors with Distinction by, Brandon Smith May 2005 Oxford, OH ABSTRACT AFGHANISTAN, 1989-1996: BETWEEN THE SOVIETS AND THE TALIBAN by, BRANDON SMITH This paper examines why the Afghan resistance fighters from the war against the Soviets, the mujahideen, were unable to establish a government in the time period between the withdrawal of the Soviet army from Afghanistan in 1989 and the consolidation of power by the Taliban in 1996. A number of conflicting explanations exist regarding Afghanistan’s instability during this time period. This paper argues that the developments in Afghanistan from 1989 to 1996 can be linked to the influence of actors outside Afghanistan, but not to the extent that the choices and actions of individual actors can be overlooked or ignored. Further, the choices and actions of individual actors need not be explained in terms of ancient animosities or historic tendencies, but rather were calculated moves to secure power. This study, which the author undertook PEACE PROCESSES as an independent researcher supported by the Asia Center at the US Institute of Peace, is based on a survey of the academic literature on insurgency, civil war, and negotiated peace, as well as on interviews the author conducted in Afghanistan in 2019 and 2020. ABOUT THE AUTHOR Andrew Watkins has worked in more than ten provinces of Afghanistan, most recently as a political affairs officer with the United Nations. He has also worked as an indepen- dent researcher, a conflict analyst and adviser to the humanitarian community, and a liaison based with Afghan security forces. The Politics of Disarmament and Rearmament in Afghanistan
[PEACEW RKS [ THE POLITICS OF DISARMAMENT AND REARMAMENT IN AFGHANISTAN Deedee Derksen ABOUT THE REPORT This report examines why internationally funded programs to disarm, demobilize, and reintegrate militias since 2001 have not made Afghanistan more secure and why its society has instead become more militarized. Supported by the United States Institute of Peace (USIP) as part of its broader program of study on the intersection of political, economic, and conflict dynamics in Afghanistan, the report is based on some 250 interviews with Afghan and Western officials, tribal leaders, villagers, Afghan National Security Force and militia commanders, and insurgent commanders and fighters, conducted primarily between 2011 and 2014. ABOUT THE AUTHOR Deedee Derksen has conducted research into Afghan militias since 2006. A former correspondent for the Dutch newspaper de Volkskrant, she has since 2011 pursued a PhD on the politics of disarmament and rearmament of militias at the War Studies Department of King’s College London. Sa’di’s Rose Garden: a Paean to Reconciliation ‘An Exploration of Socio-Political Relations, Human Interactions, Integration, Peace and Harmony’ Mohamad Ahmadian Cherkawani (Iman) Doctor of Philosophy in International Relations Department of Politics School of Geography, Politics, Sociology 01/2018 i ii Abstract The core purpose of this PhD has been to investigate the reconciliatory thought of a 13th century Persian poet named Sa’di Shirazi. Although Sa’di’s prose poetry is not set out in the systematic form of a comprehensive political theory, profound insights were extracted from it that convey a powerful message regarding the necessities of harmonious behaviour as a precondition for a healthy society, and the dangers of not adhering to it. The Rose Garden of Sa’di, his most prized work and a pillar of Persian literature which is one of the oldest in the world, was the focus of this thesis. I revealed that deep within the Rose Garden, there exists a concept of human integration or reconciliation leading towards an ideal state that Sa’di envisions and the name of the book denotes. This concept lies at the heart of his concern for human well-being and prosperity. The thesis is developed in five stages: first, I describe Sa’di’s personality and life experiences; second, I show how recently there has been an aesthetic turn and a local turn in our understanding of present-day politics and peace, demonstrating how poetry, especially indigenous poetry, can have a significant impact on political behaviour and understanding; third, I deal with -

A Joint Evaluation Evaluation A Joint A Joint Evaluation Afghanistan was a troubled country in 2001. Not only is Afghanistan one of the poorest HUMANITARIAN 2001-05 AFGHANISTAN, ANDTO RECONSTRUCTION ASSISTANCE countries in the world, but protracted armed confl ict since 1978 had forced 6 million HUMANITARIAN AND out of a population of some 25 million people to fl ee to neighbouring countries, caused massive destruction of infrastructure and paved the way for warlords to rule over large RECONSTRUCTION ASSISTANCE parts of the country. The 2001 11 September attack by Al Qaeda placed Afghanistan at the centre of international politics and provoked the US-led ‘Coalition of the Willing’s attack on 7 October on Al Qaeda bases in Afghanistan in collaboration with a loose alliance of TO AFGHANISTAN, 2001-05 Northern Afghan groups and the subsequent overthrow of the Taliban regime. After the international military operation and up to mid-2004 Afghanistan received close FROM DENMARK, IRELAND, THE NETHERLANDS, SWEDEN to Euro 3.2 billion in total of humanitarian and development aid to rebuild the country. Of this, 25 % - Euro 791 billion came from fi ve bilateral donors: the United Kingdom, AND THE UNITED KINGDOM the Netherlands, Sweden, Denmark and Ireland. In 2004 the fi ve donors decided to commission a joint evaluation of their aid programmes 2001-2005. The evaluation was carried out by a consortium led by Chr. Michelsen Institute, Bergen, Norway, contracted by Danida’s Evaluation Department on behalf of the fi ve donors. The donors’ support to Afghanistan was not just another humanitarian operation. It was a multi-dimensional intervention combining the objectives of development co-operation with broad foreign and domestic policy objectives, where the donors – of whom some had taken an active part in ousting the old regime – also aimed at supporting Afghanistan’s new start through putting into place a new and democratically elected government and market economy.
