It has not been my intention to produce a complete '' family history " of the A venese de Forests in Europe and in America. That would be a more serious labor than I care to confront. I have merely purposed to discover the origin of the family ; to trace it from that origin down to its establishment in the New World ; to indicate the lineages which sprang from the ancestral emigrant ; and to push one lineage down to the middle of the nineteenth century. Obviously, whatever de Forest can prove his relationship to that lineage will thereby ally himself to the founders of the house of Avesnes,* or wherever future research may establish the ultimate birthplace of our stock and name. Debates in political science and economics in the late 1980s and early 1990s considered whether a Europe ofthe Regions provided a model for the future economic and political order of Europe. Although these debates informed our understanding ofEuropean Union policy making, they have now moved on. The theoretical framework for this thesis tests the extent to which European integration can be explained by processes of multi-level governance, and not by the previously dominant systems of intergovernmentalism. Furthermore, much of the previous theoretical work on European integration has drawn from the earlier stages of policy making (on budgetary decisions, and on institutional and regulatory design). This thesis considers instead the neglected area ofthe implementation ofthe Structural Funds in two regions (Yorkshire and Humberside, and Lorraine). Using policy networks tools of analysis it tests the explanatory capability of multi-level governance in the following areas: the variation in policy implementation between the United Kingdom and France; the patterns of resource mobilisation in policy implementation; and the formation ofregional economic strategies.

We are neither Gauls nor Germans; we belong at once to both of them.” -- from an eleventh-century necrology, Saint-Lambert de Liège2 Strasbourg, 1827—After having resided peaceably in this city since his Alsatian estates were restored to him by the Congress of Vienna in 1815, the Prince of Salm-Salm was required to leave France by the new Conservative Catholic Royalist government. His crime? He had declared his intention to convert to Protestantism. The issue at stake, however, was whether or not the formerly sovereign prince was to be considered an alien or a citizen and thus subject to French law. In his defense, the prince produced example after example of his ancestors’ and his own service to the French crown in the preceding centuries. His uncle was a French field marshal who had raised troops from Alsace for Louis XV at his own expense, and his younger brother had worked to keep the northeast frontier loyal to Louis XVI as bishop of Tournai.3 But examples could be provided in equal numbers of his ancestors’ service to the Empire. His own father, the French field marshal’s brother, had been an Austrian field marshal and governor of Luxembourg.4 Two brothers, two careers; one French, one Austrian. For a princely family hailing from the borderlands between France and the Empire, this scenario was entirely commonplace, a standard family practice for survival between larger powers.

The map shows the region shortly after the 1679 Treaties of Nijmegen divided up the County of Hainaut. French Hainaut is one of two areas in France that form the département du Nord, the easterly area. It corresponds roughly with the Arrondissement of Avesnes-sur-Helpe (east), Arrondissement of Cambrai (south-west) and Arrondissement of Valenciennes (north-west). Until the 17th century it was an integral part of the County of Hainaut, ruled by the Burgundians and later the Habsburgs. In a series of wars between France and Spain, this southern part of Hainaut was conquered by France, together with the adjacent smaller Cambresis or the Bishopric of Cambrai to the south-west, loosely associated with it, and the similar area to these two combined in the west, southern Flanders, which borders on the English Channel (French: la Manche). Together these formed the French province of Flandre immediately before the French Revolution, which became the current Nord département. The 1659 Treaty of the Pyrenees and the 1679 Treaties of Nijmegen cut the County of Hainaut in two parts.

A comparative study of Lima and Lille Abstract: In this study we compare language shift (from Quechua to Spanish) among Andean migrants to Lima in the late 20th century to the abandonment of Flemish by 19th century Belgian migrants to Lille and the abandonment of the traditional Romance vernacular, Picard. After sketching language policy and the economic and social conditions which prompt migration, we seek to show how migration is a self-improvement project which appears incompatible to the subjects concerned with maintenance of the ancestral language, despite its clear symbolic value. While the abandonment of Quechua in Lima generally happens suddenly (as opposed to a more progressive decline in rural areas), the gradual eventually complete desocialisation of Picard in Lille has been transformed into a top-down scenario through a surprising series of cultural phenomena in the early 20th century. 1. Introduction At first blush, this may seem to be the most arbitrary of comparisons. To be sure, the idea of comparing currently ongoing language shift among Quechua-speaking migrants in Lima (Peru) (Marr, 1998; 2011) with historic language or dialect shift (in the late 19th and early 20th centuries) in Lille (Pooley, 2004) derives in part from the search for synergies among researchers with highly disparate interests being thrown together in a research centre covering an academic area labelled for administrative convenience 'languages'. On closer examination, however, the influx of Flemish-speaking migrants in the late 19th and early 20th centuries into the area now known as Lille-Métropole appears to manifest parallels to the Peruvian case in that the abandonment of a clearly differentiated tongue and the consequent linguistic and cultural assimilation occurred rapidly.

The result of the merger of Nord-Pas-de-Calais and Picardy (themselves created in 1972), it was first provisionally called Nord-Pas-de-Calais-Picardy. It covers 31,806 km2 and includes five departments: Aisne, Nord, Oise, Pas-de-Calais and Somme. It has been chaired by Xavier Bertrand since 4 January 2016 and its capital is Lille, the region's main city and previously the capital of Nord-Pas-de-Calais.

The calcareous plateaus of Laon, Soissonsand Valois rise to the east. The Somme River flows from the east Nord-Pas-de-Calais the northwest across Nord-Pas-de-Calais of the area. The estuary of the Somme River and the bay of the Somme occupy a large part of the low-lying coast. The Aisne River flows from Nord-Pas-de-Calais to west to join the Oise Riverwhich flows southwestward Nord-Pas-de-Calais the region. An oceanic climate prevails. The population declined by almost one-fifth between andas did that of most of rural France during this period. It has subsequently grown at a rate above the national average. Oise has benefited from its proximity to Paris, which has led to an influx Picardie population and commerce. Nord-Pas-de-Calais of the population lives Picardie towns with fewer Nord-Pas-de-Calais 15, inhabitants, and the countryside is relatively densely populated. Agriculture is highly mechanized and productive. The average farm is large for France, approaching acres 80 hectares. Crops include sugar Nord-Pas-de-Calais, wheat, barley, and potatoes. Picardie husbandry is of less importance. Traditional industries, such as weaving at Saint-Quentin and the production of mirrors at Saint-Gobain, which dates from the 17th century, are in decline. Major industries, located predominately at Amiens and along the Picardie valley, include metalworking and the manufacturing of automotive parts, chemicals, plastics, Picardie rubber.

The research was conducted between May and September 2012. This case study has been drafted by Dr Georges Mercier and Estelle Floirac. The authors are grateful to a considerable number of individuals in the Nord-Pas-de-Calais who participated in the study and provided valuable insights as well as assistance in tracking down other interviewees. The complete list of interviewees is listed in Annex IV at the end of the report.
