Chair Larry Burns called the meeting to order. Minutes as follows: 1) Call to order and roll call Committee members present: Larry Burns, Jeff Deppe, Edna Sowards, Bob Westpfahl Committee members absent: Ed Langdon, Ginny Shelton, Richard Morthland, Robert Reagan Others Present: Bill Long, John Massa, Larry Wilson, Josh Boudi, Pat Koranda, Ken Maranda, Jim Snider, Louisa Ewert, Darren Hart, Dewayne Cremeens, Brian Vyncke, Kurt Davis, Chuck Layer 2) Public Comments-none 3) Approval of the minutes from the September 10, 2018 meeting Motion: Robert Westpfahl 2nd: Edna Sowards Voice vote Motion carried 4) Reports to the Committee GIS-Josh Boudi reviewed his GIS report. Bi State and Loud Thunder are working on grant for new camping sites. Also tax maps are ready for pickup, and only $16,000 was received from reporter fund. Motion to approve report: Jeff Deppe 2nd: Robert Westpfahl Voice vote Motion carried Jim Snider reported structural engineering report for attic not yet received but should be fine. They will give us layout of where books should be stored. Sheriff has still been working on and having discussions regarding move for Corners office. He introduced Jennifer Ryder the new administrative assistant to the committee. Macy is returning and moving to HR and then hiring another new person. Thanks to Angie Williams for her help. Low bid with trade-in was from Martin equipment for $131,500. Two other bids were higher. Purchased machine is a 2014 excavator 250G Other bid was for cutting blades for snowplows –had 3 bids and low bid was Winter Equipment for $2,546.60 Last item is supplemental engineering agreement for County Highway 11 Bridge. Additional work is not to exceed $17,737.58. Need to readjust the plans and resubmit reports to idot.     Multi-Jurisdictional Risk Assessment As described in the previous section on Profiling Hazards, each of the participating jurisdictions evaluated the hazards identified for the planning area. Each jurisdiction was asked to score the hazards profiled based on the methodology in Attachment III-1 for the following categories: --Historical Occurrence --Probability --Vulnerability --Maximum Geographic Extent --Severity of Impacts --Speed of Onset Each jurisdiction was asked to score the hazards based on their own local perspective and to note any additional information for the profile specific to its jurisdiction. The individual community scores were combined and averaged to provide the basis for determining the ranking and priority of the identified hazards for the whole planning area. The following individual jurisdiction risk assessments provide comparable data regarding population and land area. A geographic summary notes specific features that distinguish the jurisdiction from the planning area as a whole. The hazard priority provides a list of the top ranking hazards based on the hazard profile scoring and adjusted as needed based on local experience. This section also explains any differences in hazard ranking compared to the planning area. Finally, the Critical Facilities section summarizes structures identified as important to the jurisdiction that may be vulnerable to hazard impacts. The specific lists of Critical facilities were mapped in relation to the 100-year floodplain as presented in Map_(insert map reference as appropriate_____ Andalusia --2000 Census population 1,050 -- 0.7% total County population --Ranks 11 of 16 jurisdictions in size --Land area 1.17 sq. miles --0.2% total planning area --Rank 12 out of 16 jurisdictions Geography: Andalusia is located in the lower southwest portion of Rock Island County on the Mississippi River below the confluence of the Rock River.

    Rapid Damage Assessment of Infrastructure Components in the Central United States Report No. 09-02 Fikri Acar Post-Graduate Research Associate Department of Civil and Environmental Engineering University of Illinois at Urbana-Champaign August 2009 ABSTRACT A number of destructive earthquakes have occurred in the central United States on the New Madrid Fault at the beginning of the 19th century. In the eight central U.S. states included in this investigation, rivers intersect major land routes of importance to commodity flow. The Mississippi River, for example, divides the US into two parts, namely the Eastern and Pacific parts. There are many different long-span bridges crossing these rivers. Moreover, most of the major dams were built on these rivers, and at least thousands of storage tanks are located in cities and towns in the central U.S. If earthquakes occurred in the New Madrid seismic area as large as the historic 19th Century series, some of these major structures would likely suffer at least slight-to-moderate damage. Bridge damage would interrupt the transportation network, and floods caused by dams failures would result in further destruction to regions already devastated by earthquake shaking. As part of the ongoing impact assessment project funded by FEMA, this study deals with the rapid damage assessment of these major river crossings (MRCs) and dams, as well as levees and storage tanks that frequently hold hazardous materials. As a result of a broad classification, six types of MRCs, two types of dams and several types of steel storage tanks have been identified. The majority of the bridges fall into the ‘multispan simply supported and continuous steel truss bridges’, while most dams are classified as ‘earth and concrete gravity dams’.
