    6.1 Nebraska pilot test Effective Designs for the Administration of Federal Elections Section 6: Research report: Nebraska pilot test June 2007 U.S. Election Assistance Commission 6.2 Nebraska pilot test Nebraska pilot test overview Preparing for an election can be a challenging, complicated process for election offi cials. Production cycles are organized around state-mandated deadlines that often leave narrow windows for successful content development, certifi cation, translations, and election design activities. By keeping election schedules tightly controlled and making uniform voting technology decisions for local jurisdictions, States aspire to error-free elections. Unfortunately, current practices rarely include time or consideration for user-centered design development to address the basic usability needs of voters. As a part of this research effort, a pilot study was conducted using professionally designed voter information materials and optical scan ballots in two Nebraska counties on Election Day, November 7, 2006. A research contractor partnered with Nebraska’s Secretary of State’s Offi ce and their vendor, Elections Systems and Software (ES&S), to prepare redesigned materials for Colfax County and Cedar County (Lancaster County, originally included, opted out of participation). The goal was to gauge overall design success with voters and collaborate with experienced professionals within an actual production cycle with all its variables, time lines, and participants. This case study reports the results of voter feedback on election materials, observations, and interviews from Election Day, and insights from a three-way attempt to utilize best practice design conventions. Data gathered in this study informs the fi nal optical scan ballot and voter information specifi cations in sections 2 and 3 of the best practices documentation.

In 2013, Tommie Frazier became the 16th former NU player selected to A stand alongside the six former Husker coaches inducted into the Hall. Frazier will be officially inducted into the Hall of Fame in December of 2013. Before Frazier, the last Husker to be honored among the elite field was offensive guard Will Shields, who was a member of the 2011 College Football Hall of Fame Class. Former All-America tackle Ed Weir claimed the honor as the first Husker player enshrined, while coaches Fielding Yost and Dana X. Bible were also inducted the same year (1951). I created and ran the Legends Poll for 10 years from 2005 through 2014. We had 23 retired coaches participate over those years. Of this group 21 are in the HOF. Bill Mallory was a charter member and served all 10 years as a voter in the Legends Poll. The roster of Legends Poll coaches is stunning in its composition. Bobby Bowden, Tom Osborne, Frank Broyles, John Cooper, Fisher DeBerry, Bo Schembechler, Terry Donahue, Vince Dooley, Pat Dye, LaVell Edwards, Don James, Hayden Fry, John Ralston, Dick MacPherson, Don Nehlen, John Robinson, Bill Snyder, R.C. Slocum, Gene Stallings, George Welsh, Frank Kush, Bobby Ross…and Bill Mallory. Bobby Ross and Bill are the two non-HOF coaches. Everyone of our Legends Poll coaches believe Bill Mallory belongs in the HOF. However, since 2010 no coach has been granted a waiver for eligibility from the 60% winning percentage minimum rule, despite the fact that there are 31 non-60% coaches in the HOF with over 200 coaches enshrined there. I have been lobbying for Bill for over 4 years now to have the National Football Foundation reinstate the waiver procedure. I believe we have our best chance now because I have created an Index called the Curtin Coach Index (CCI) which I have provided to you herewith. It awards points to coaches for playing Top 25, Top 10 and Top 5 teams and is then averaged by years of service.
