In the first episode, Vice President Selina Meyer keeps asking her secretary whether the president has called. He hasn’t. She then walks into a U.S. senator’s office and asks of her old colleague, “What have I been missing here?” Without looking up from her computer, the senator responds, “Power.” Until recently, vice presidents were not very interesting nor was the relationship between presidents and their vice presidents very consequential—and for good reason. Historically, vice presidents have been understudies, have often been disliked or even despised by the president they served, and have been used by political parties, derided by journalists, and ridiculed by the public. The job of vice president has been so peripheral that VPs themselves have even made fun of the office. That’s because from the beginning of the nineteenth century until the last decade of the twentieth century, most vice presidents were chosen to “balance” the ticket. The balance in question could be geographic—a northern presidential candidate like John F. Kennedy of Massachusetts picked a southerner like Lyndon B. -

6.1 Nebraska pilot test Effective Designs for the Administration of Federal Elections Section 6: Research report: Nebraska pilot test June 2007 U.S. Election Assistance Commission 6.2 Nebraska pilot test Nebraska pilot test overview Preparing for an election can be a challenging, complicated process for election offi cials. Production cycles are organized around state-mandated deadlines that often leave narrow windows for successful content development, certifi cation, translations, and election design activities. By keeping election schedules tightly controlled and making uniform voting technology decisions for local jurisdictions, States aspire to error-free elections. Unfortunately, current practices rarely include time or consideration for user-centered design development to address the basic usability needs of voters. As a part of this research effort, a pilot study was conducted using professionally designed voter information materials and optical scan ballots in two Nebraska counties on Election Day, November 7, 2006. A research contractor partnered with Nebraska’s Secretary of State’s Offi ce and their vendor, Elections Systems and Software (ES&S), to prepare redesigned materials for Colfax County and Cedar County (Lancaster County, originally included, opted out of participation). The goal was to gauge overall design success with voters and collaborate with experienced professionals within an actual production cycle with all its variables, time lines, and participants. This case study reports the results of voter feedback on election materials, observations, and interviews from Election Day, and insights from a three-way attempt to utilize best practice design conventions. Data gathered in this study informs the fi nal optical scan ballot and voter information specifi cations in sections 2 and 3 of the best practices documentation. -

Climate change advocacy online: Theories of change, target audiences, and online strategy Luis E. Abstract Widespread adoption of the Internet has transformed how most U.S. political advocacy organizations operate, but perhaps more important has been the formation of new types of advocacy organizations. These ‘Internet-mediated advocacy organizations’ tend to have smaller, geographically dispersed and networked staffs, behave as hybrids of traditional political organizations, and emphasize the use of online tools for offline action. The climate change debate has spurred formation of many such organizations—including 350.org—that now advocate for climate action alongside legacy/environmental organizations. How do these organizations differ from their legacy/environmental counterparts? What does their rise mean for climate change political advocacy? I explore these and other questions through in-depth interviews with top online strategists and other staffers at Environmental Defense Fund, Natural Resources Defense Council, Sierra Club, Greenpeace USA, Energy Action Coalition, 1Sky, and 350.org. Interviews revealed broad agreement among Internet- mediated/climate groups regarding core strategic assumptions about climate advocacy, but some divergence among legacy/environmental organizations. They also revealed connections between these assumptions, audience segment targeting, and strategic use of the Internet for advocacy. I discuss implications for the future of U.S. climate advocacy.
