PREFACE

Mount Vernon has one of the highest property tax rates in New York State and some of the neediest people in the county of Westchester. Our residents fall within all categories of the economic scale and our housing stock Like so many other communities, the city’s bond rating has gone down and there are no additional revenue sources to ease the burden on overwhelmed taxpayers.

While the job of government is growing daily, the city has seen a decrease in revenue streams that help fund its activities. In order to meet its municipal objectives and keep adequate staffing levels to provide the services taxpayers expect, the city had to make hard choices to develop a budget that is as lean as possible.

The effects of the economic downturn that began in the fall of 2008 continues to have an impact on our government finances. The pace of the recovery is still slow and a lack of confidence in the broader economy still persists. Sales tax and property tax are still below their peak before the recession and other revenue sources, including building permits and interest, remain depressed.

In 6 short years the City of Mount Vernon has gone from a $20 Million surplus to having only $2.4 Million in its undesignated fund balance. In developing the 2014 budget, the city had to make adjustments that most other communities have already taken in order to ease the financial stress placed on taxpayers. Many would have preferred to see no tax increase at all but further cutting would come with devastating consequences – a reduction in essential services.

Balancing the budget while preserving core services became priority. Our staff’s hard work and creativity has enabled us to continue providing residents with the quality services they expect and deserve. Mount Vernon is well positioned to build an even greater future for our community which we predict residents will start seeing next year.

John Stevens believed that people could improve their condition in life through vision and hard work. When he assembled with the other hard working men and women who formed the Industrial Home Association #1 on the old Purdy farm on 4th Street to pull for lots that would become the City of Mount Vernon, everyone present knew that hard work and sacrifice would achieve results. They had no idea that their vision would affect the lives of so many in future generations.

Today, as the city endures the economic downturn the people of Mount Vernon have renewed vision and brace themselves for the hard work that lay ahead. In spite of the challenges, Mount Vernonites look toward a bright future, knowing that they have the resiliency to endure the hard to come.

People who were born in the city and those who have decided to make it their home know that Mount Vernon has something to offer. There is a richness of cultural exchange within this community that encourages residents to share experiences because of its rich diversity. The city possesses small town charm despite being situated on the border of the world renowned metropolis s of New York City.

Mount Vernon is a city that believes in its people, their vision and most importantly, their wherewithal to rebuild its 4.2 square miles into a world class community.

THE STEVENS HOUSE

Home of the City’s Founder, John Stevens

The Stevens House holds the distinction of being the residence of the first "First Family of Mount Vernon." Its significance to the establishment of the City of Mount Vernon is unquestionable. It stands as a symbol of Mount Vernon's early days as a village. It is a well-known landmark that sits imposingly on the corner plot at Sixth Avenue and Fourth Street. The following excerpt is compiled from "The Story of the Stevens House" by Louise Stevens Miller, granddaughter of John Stevens.

When John Stevens brought his family to their recently completed new home in Mount Vernon in 1851 what they saw was the new house, sitting amidst stately elm trees. In back of the house stood the old farmhouse, still standing with barns and at the rear. Two large cherry trees, an oxcart laden with shining fruit and baskets piled high and running over with more fruit added to the joy of their first homecoming.

The house is a perfect example of the architectural methods used when the colonists built their New England homes. The exterior of the house has changed very little over the years. The great hand-hewn oak timbers of its frame are fastened securely to its heavy stone foundation, and each pair of sturdy roof timbers meeting at the roof's peak is mortised and pinned together with stout wooden pins. That the roof stands straight and true after over one hundred and fifty years of wind and weather seems a strong argument in favor of this form of roof structure. In 1850 - 1851, time was not of the essence, and much of the work was done by hand. The Doric columns on the front porch are entirely hand-wrought.

HOW GOVERNMENT WORKS

Mount Vernon is governed by a mayor and a city council. The city court has three judges and one senior judge which handle many of the city’s civic cases. The Comptroller, elected on a citywide basis for a four-year term, recommends financial policies and advises the Mayor and the City Council in the preparation of the budget.

The Mayor is the chief executive officer of the City of Mount Vernon. The person holding this office has the responsibility of overseeing the operation of city departments. The mayor is chosen by a citywide election for a four-year term. The Mayor has a leadership role in budget-making, authority to organize and reorganize administrative agencies and to appoint and remove their heads, and a strong veto.

Legislative authority is vested in the City Council, made up of 5 members, who are elected for four-year terms. The presiding officer is the Council President. He or she is elected for a one-year term at the statutory meeting of the City Council (first public meeting of the year). The Council President is the spokesperson for the City Council and appoints the heads of the various Council committees to one-year terms. The Council introduces and enacts all laws and approves the budget and it can override a mayoral veto by a vote of four-fifths of all the members.

The Board of Estimate and Contract is composed of the Mayor, the Comptroller and the President of the City Council. In order for expenditures to be approved by the Board, they must be approved by a majority of members. Legislation is then enacted authorizing the expenditure. The Board of Estimate and Contract convenes following meetings of the City Council.

PROPERTY TAXES

Each year property owners receive a bill for levies imposed by three governing authorities – the local school district for school taxes, the City of Mount for local property taxes and Westchester County for county property taxes. Each authority requests a different percentage of the entire amount owed that is clearly defined in the bill.

The real property tax is a tax based on the value of real property and the location of the parcel being taxed. The City of Mount Vernon cannot set the tax rate without the assessed value of property that will be taxed. Property owners are taxed at a uniform percentage of the market value of the property. The New York State Real Property Tax Levy (Tax Cap) affects all local governments, most school districts in New York State, except New York City, and a host of other independent taxing entities such as library, fire and water districts. Under the law, the cap limits the growth in the local property tax levy and caps it at 1.66 percent or the rate of inflation, whichever is less, with some exceptions. Localities can override the 1.66% tax cap because of increasing demands on local governments caused by the high cost of employee benefits and mandates established by the state as well as rising costs and increased expenses for things such as supplies, equipment, gas and oil.

Assessed valuation is dollar value assigned to a property for purposes of calculating applicable taxes. This value tends to be lower than the appraisal fair market value of a property. The figures above take into account all properties in the city.

When mortgage money is not available many people are locked out of the market and when there is a large supply of homes to sell coupled with a large number of foreclosures, property values can be

kept down until the oversupply is gone.

SALES TAXES

Sales taxes, the tax paid to businesses for the sale of 16,900,000 Sales Tax Revenue goods and services, is a major revenue stream that 16,800,000 can be used to offset the liability imposed on 16,700,000 taxpayers.. Economic development can be considered those actions taken to improve the conditions of the persons residing in the community with respect to their standard of living and economic health.

Economic growth, one aspect of the economic development process, must be pursued if the city is to remain viable. Mount Vernon has been attempting to increase the job pool by attracting businesses and employers that have the ability to put people to work. Mount Vernon has been working hard to attract businesses and developers to take an interest in the city and has created an environment that is more development friendly, facilitating the process for businesses to create jobs and achieve their goals.

When more residents have an opportunity to earn a living and spend it locally and the city is able to attract business that people are eager to patronize, its economic growth potential will be improved, resulting in additional funds available to operate city government lessening the burden on taxpayers.

Transfer taxes , tax on the transfer of title to real property based on the purchase price paid by the buyer of property in the city , are a source of revenue. Mount Vernon’s Tax Rate is 1% of consideration in excess of $100,000.00 and the tax is payable by the seller.

This is revenue generated from people paying at the parking meters both on street and in city parking lots. With the passage of increased parking meter fees and aggressive collection of overdue fines, the city should realize an increase in revenue that can be used to help ease taxpayer burden.

The city has gotten much more aggressive in its effort to collect overdue paring payments, working hard to make sure people who get the tickets actually pay the fines imposed on them. Vehicles b ooted, locked in place

by a wheel clamp until their outstanding tickets are paid, are included in the collection figures.

MOUNT VERNON

PUBLIC LIBRARY

The Mount Vernon Public Library, the sixth largest free library in New York State with a 500,000 volume collection, is an independent educational corporation chartered by the Regents of the University of the State of New York. It is the Central Library for the Westchester Library System.

Funds for building the library were part of a grant Andrew Carnegie donated in 1886. The Mount Vernon Library is the Central Library for the Westchester Library System. The collections include more than 500,000 volumes in over 70 foreign languages. The Children's Room has more than 76,000 volumes. Federal and State documents, and a local history room, The Mills Law Collection and the George E. Haynes Collection. The Rotunda of the building was part of a WPA works projects and includes a magnificent stained glass skylight.

The library takes a leadership role in the community around areas that are its special province: literacy, reading, culture, and the life of the mind. Mount Vernon Public Library pays special attention to early childhood education and adult learning, as it endeavors to meet the information, recreation, and education needs of the community through books, music, film and other library materials.

Most of the money paid to the city for taxes is spent on salaries and wages, closely followed by payments for employee benefits. In order to provide services, the city must hire employees, a majority of whom are members of collective bargaining units.

The City Council consists of five representatives, one of which is the City Council President. The Emergency Management Office works closely with emergency responders to provide assistance to residents in the event of natural and DIRECTOR man-made disasters. • TYPIST

The Veterans Service Agency acts as a liaison between veterans, their dependents and the U.S. Department of Veterans Affairs.

The single largest source of revenue for local governments in New York State is real property taxes. In the standard budget process, property taxes are used to cover the difference between appropriations and estimated non-property tax revenues. The City, under statutes of the New York State Constitution, is restricted to the amount of taxes that can be levied for operating purposes. A 2% limit of the average assessment for the past 5 years exists and is determined by calculating the full average assessment. The special assessment rate percentage used in calculating the full assessment is supplied by the State based on real market conditions over the past 5 years. Statutes intended to enforce these constitutional provisions require the State Comptroller to withhold certain local assistance payments if taxes are levied in excess of a municipality’s tax limit.

Appropriation The authorization by the governing board to make payments of incur obligations for specific purposes. The term is often used interchangeably with "expenditures".

Assessed Valuation the estimated value placed upon real and personal property as the basis for levying property taxes.

Bond a written promise to pay a specified sum of money (principal of face value) at a specified future date (maturity) along with periodic interest paid at an agreed specific percentage of the principal.

Bond Anticipation Notes Short-term interest-bearing notes issued by a government in anticipation of bonds to be issued at a later date. The notes are retired from the proceeds of he bond issue to which they are related.
