This report parallels and complements our 2012 Annual Report. This report is written in accordance to the Global Reporting Initiative (GRI) G3.1 Guidelines and GRI’s Airport Operators Sector Supplement (AOSS). The content of this report has been verified by an independent external agency to ensure accuracy and reliability of this report. The third party verification institution has assured that the report conforms to the “C+” application level of the G3.1 and AOSS guidelines. In order to avoid duplication of information, some requirements of GRI are reported in our 2012 Annual Report as indicated in our GRI Index on Page 29. Power-Sharing by Pakatan Rakyat in Selangor State Government from 2008-2013: an Analysis from the Consociational Approach
POWER-SHARING BY PAKATAN RAKYAT IN SELANGOR STATE GOVERNMENT FROM 2008-2013: AN ANALYSIS FROM THE CONSOCIATIONAL APPROACH BY MUHAMMAD AZZUBAIR AWWAM MUSTAFA A thesis submitted in fulfillment of the requirement for the degree of Master of Human Sciences in Political Science Kulliyyah of Islamic Revealed Knowledge and Human Sciences International Islamic University Malaysia MAY 2019 ABSTRACT This study examines the power-sharing practice by Pakatan Rakyat (PR) in Selangor state government from 2008 to 2013. It uses two components of consociational theory; grand coalition and proportionality to analyze the power-sharing of three parties in PR; Parti Keadilan Rakyat (PKR), Democratic Action Party (DAP), and Parti Islam Se-Malaysia (PAS). The data for this research are collected from interviews with PR‘s Selangor State Assemblypersons, Selangor State Assembly Hansard and online news. The findings can be categorized into three aspects. Firstly, the study suggests that the grand coalition of the three parties worked as an electoral pact prior to March 2008 elections and the inability of any party to gain absolute majority required the parties to practice power-sharing in administering the Selangor state government. Secondly, the study also suggests that the distribution of state electoral seats and State Executive Committee (EXCO) posts were done based on ethnic consideration rather than parties consideration. Position Paper on Malaysia's Airports Industry Structure
governance, POSITION PAPER MALAYSIA’S AIRPORTS INDUSTRY STRUCTURE DECEMBER 2019 This Position Paper outlines the Malaysian Aviation Commission’s position on an optimal structure for Malaysia’s commercial airports sector. EXECUTIVE SUMMARY The performance of the airports industry in Malaysia is influenced by the behaviour and decisions of the Government of Malaysia (GoM). This is due to the latter’s overlapping roles in the industry as policymaker, shareholder, and provider of capex funding. The structure and implementation of the Operating Agreement (OA) between the GoM and Malaysia Airports Holdings Berhad (MAHB), operator of more than 90% of airports in Malaysia, is emblematic of these overlapping roles. The OA underscores the fact that the airports are GoM’s assets. Meanwhile, Khazanah Nasional Berhad (KNB), a sovereign wealth fund, is a major shareholder in MAHB, which is also a publicly listed company. The GoM also determines the overall policy direction for the development of the airports industry. Therefore, there needs to be a more transparent and structured capex funding model for airports in Malaysia, as well as, to mitigate conflicts of interest which may arise from the GoM’s overlapping roles in relation to the Malaysian airports industry. The industry also faces issues arising from MAHB’s limited commercial behaviour which affects service quality to airlines and passengers. The recent failure of the Total Airports Management System is one of many examples of these. These issues and the lack of clarity in the airport funding model have adversely affected the competitiveness and attractiveness of the airports industry in particular, and the aviation sector in general. -

Saifuddin Nasution Ismail manakala rasmi melalui keputusan- gabungan PKR, DAP, Amanah dan manakala Mohamad Sabu, Tan Sri Mesyuarat juga telah memilih Bersatu pula diwakili oleh Datuk nya dalam Muktamar ke Bersatu minggu depan apabila logo Muhyidin Yassin dan Lim Guang Eng Saifudin Abdullah sebagai setiausa- Seri Mukhriz Mahathir, Tan Sri Abdul S63 hujung minggu lalu, Pakatan yang sesuai dipilih selepas peme- pula dinamakan sebagai naib-naib ha agung gabungan itu manakala Rashid Abdul Rahman dan Dr Shah- Harapan (PH) kini bersedia untuk gang jawatan dan perlembagaan pengerusi.
