Habitat, Population, and Distribution Study of Lake Sturgeon in The Population Characteristics and Adult Movement of Lake Sturgeon in the Lower Seine River System (Seine River downstream of Sturgeon Falls Generating Station) 2011-2014 Brian Jackson Amy Godwin Ontario Ministry of Natural Resources Atikokan Area – Fort Frances District May 2015 In memory of Myron Johnson (1965-2015) i Executive Summary Prior to 2010, there was little information available about the lake sturgeon population of the Lower Seine River System (McLeod, 1999). With lake sturgeon being identified as a threatened species under the Endangered Species Act in September 2009, there was a need to fill in the identified knowledge gaps regarding the species and its movements and spawning behaviour in the Seine River. There was also a requirement to assess effectiveness of changes to operation of the Sturgeon Falls Hydroelectric dam operation as part of the 2004 Seine River Water Management Plan (Boileau 2004). The project focussed on three information needs – adult population status, juvenile sturgeon monitoring and recruitment and adult sturgeon movement patterns. In addition, water level and temperature data was collected from two locations in the river to better understand how the Seine River flow and downstream lake levels may be interacting to affect lake sturgeon spawning habitat. Between 2011 and 2013, a study of adult lake sturgeon in the Lower Seine River System was initiated. Adult netting occurred out during the spring spawning window and again in the fall to gather information about the adult spawning population of the river. A total of 48 individual adult sturgeon were captured. Data from the three years of sampling the adult population have shown relatively low catches, with fewer older fish and fewer age classes suggesting a population that is less healthy and more at risk than other populations in the Rainy River watershed. Juvenile sturgeon monitoring occurred in spring of 2012, spring and fall of 2013 and fall of 2014. By focussing efforts on deep (>10m) holes in we were able to effectively capture sturgeon from age 0 to 5 years (71 individual sturgeon captured in 2013, 43 in 2014). Age and size of juveniles captured varied by location in the river. There was also considerable variation in year class representation although it is not clear at this time how much of this is influenced by vulnerability of different size/age groups to the capture gear and how much is due to differences in annual recruitment. The 2012-14 work has demonstrated an effective method to monitor juvenile sturgeon as an approach to assess impacts of Sturgeon Falls dam operation on recruitment of lake sturgeon in the Seine River and adjust mitigation actions as required. After monitoring movement of 14 sturgeon in the Seine River between spring of 2011 and fall of 2014 and an additional 10 fish for 2013 and 2014, we have confirmed that lake sturgeon move upstream into the Seine River from Rainy Lake to spawn downstream of the Sturgeon Falls generating station and potentially at the Highway 11 bridge site. The data indicates that most lake sturgeon are spending fall and winter in Rainy Lake with a portion moving into the river and up to spawning areas during the spring and then returning to Rainy Lake during the summer/early fall. This information will assist in defining when Sturgeon Falls Generating Station operation is most likely to impact sturgeon populations. There are also questions about the relationship between fish spawning in the Seine River and those spawning at other locations in Rainy Lake such as the Namakan River inflow (Squirrel/Kettle Falls) or the Turtle River (Sand Island Falls). It will also expand the baseline information available on lake sturgeon in the Seine River which is needed to monitor the effects of the operation of the stations on the species according to regulations under the Endangered Species Act. This will be accomplished by investigating habitat availability, population characteristics, recruitment and distribution and movement of lake sturgeon in the Lower Seine River System. There may be other factors impacting the lake sturgeon spawning population in the Seine River other than flow regime which is being investigated by this study. Information from this project will also be used to assess the relative impact of the flow and level management is having on the lake sturgeon population using the Seine River to spawn. Introduction Lake sturgeon (Acipenser fulvescens), also known as Name (Ojibwe), are Ontario’s largest and longest-lived fish species. They also have one of the lowest rates of reproduction and are sensitive to both over exploitation and habitat alterations. The life history traits exhibited by lake sturgeon, including large body size, late age of maturation, low natural mortality, longevity and high fecundity have allowed this species to survive short term extremes in environmental conditions and have contributed to the long term success of the species (Golder 2011). The species has exhibited a remarkable ability to adapt to change over periods of many centuries. The decline of this species over much of its range, over a relatively short period of time (e.g., since the late 1800s) suggests that lake sturgeon are not able to adapt rapidly to changes in their environment caused by multiple stressors (e.g., high rates of exploitation coupled with habitat loss). Adaptation by populations or groups of organisms is generally measured over several generation times. The same life history characteristics that have helped this species survive in the past may contribute to the inability of sturgeon to adapt rapidly to changes in their environment or to recover quickly from perturbation (Golder 2011). The iron ore was located at the bottom of Steep Rock Lake and water management was a key factor in developing the mines. Open pit mining required a massive water diversion scheme, including the diversion of the Seine River, draining of Steep Rock Lake, and construction of various dams and other diversion structures. In order to abandon the mine, the Province of Ontario required a suitable abandonment and long-term water management plan, and assessment of the condition of the various water control and diversion structures. Reclamation of the Seine River to its original course was not possible and, consequently, the water control structures, primarily dams and tunnels, will be operating in perpetuity. The water management during the development of the mines and during operations is described, as well as some insight into future water management options after abandonment. HOLZKAMM Treaty and Aboriginal Rights Research (TARR) Grand Council Treaty #3 INTRODUCTION The destruction of resources essential to the traditional Ojibwa economy has been attributed by many Algonquian scholars to the fur trade. Anthropologists and ethnohistorians have overlooked the destruc­ tion of the native economy from 19th-century flooding, and have not considered changes to the Canadian Ojibwa economy as part of a larger process of colonial transformation which appropriated Indian lands and resources. Indian Affairs records extensively illustrate how the diversi­ fied economy of the Boundary Waters Ojibwa was radically transformed by the damaging effects of colonial encapsulation. For Canadian anthropologists, flooding of Indian lands is usually seen as a 20th-century issue. In northern Canada, the impact of hydroelectric dams has been assessed for hunting bands. Mitigation, particularly in northern Quebec, has focused on the protection of a hunting-trapping resource base. A large literature has been generated on the contributions of hunting to the Cree economy (Charest 1982; Richardson 1975; Waldram 1988). Thus anthropological attention to flooding of hunting lands in the North in this century is well accepted. Surprisingly little attention has been paid to the effects of earlier flooding in southern Canada. During the late 19th century, dams were constructed in northwestern Ontario to facilitate navigation and the production of lumber, most destined for the Prairies. Before the arrival of anthropologists, dams caused immense damage to the Ojibwa economy, inducing shifts in settlement and subsistence.

His interest was initiated by exploration activity in the area. A Mr. Chapman of Upsala , while working on a sulphide occurrence, reported gold, copper and nickel values. The staking of claims by Mr. Vibert, on the east side of the Seine River Indian Reservation No.22 resulted in the discovery of a green fuchsite carbonate horizon associated with a volcanic- sedimentary suite of rocks striking east-west. The sediments contained several narrow magnetite iron formation bands. These magnetite bands are expressed as a high magnetic anomaly on O.G.S. Map 80533 (1980). Further power stripping and trenching in the area of the discovery exposed an 8-13 metre wide buff and green fuchsitic carbonate horizon.

    2.0 PARTICIPANTS IN ENVIRONMENTAL ASSESSMENT 2.1 Potentially Affected and Interested Stakeholders Rainy River Resources (RRR) has informed and involved the stakeholders in a variety of ways (Appendix D). The focus of early consultation was to introduce RRR, to inform citizens of the status of the exploration and potential mining-related activities, and to provide information regarding future consultation and engagement opportunities. Consultation activities then focused on gathering input for the Provincial and Federal Environmental Assessment (EA) process, and engaging stakeholders in the environmental baseline data collection as appropriate. Subsequent engagement was conducted to support the EA process and obtain feedback on the Rainy River Project (RRP) design and environmental mitigation strategies. The main stakeholders involved to date in the RRP include those with a direct interest in the RRP, and those who provided data for baseline environmental reports such as Municipal and Provincial government department representatives, community–based service providers, economic development agencies and other similar groups. The Provincial and Federal government representatives have been actively involved in the EA process to date. The range of stakeholders is expected to grow and will continue to evolve throughout RRP development to reflect varying levels of interest and opportunities over time.     Socio-demographic Profile of Rainy River District Riverside Health Care Facilities October 2012 Riverside Health Care Facilities 1.0 SOCIO-DEMOGRAPHIC PROFILE OF RAINY RIVER DISTRICT 1.1 Geography Covering the south-western corner of Northwestern Ontario, Rainy River District is bordered to the south by Rainy Lake and the American border with the State of Minnesota, to the north by Kenora District, to the west by the provincial border with Manitoba and to the East by Thunder Bay District (Figure 1). Figure 1 Spanning some 15,485 square kilometres, from its Eastern (Shebandowan) to Map of North West Local Health Integration Network and Western (Rainy River) border along Highway 11, the district stretches about 360 Rainy River District kilometres. By contrast, the distance between Windsor and Cornwall along Highway 401 is approximately 785 kilometres. 1.2 Population Distribution Almost four in ten people living in Rainy River District live in Fort Frances. Most of the remainder of the population lives in smaller communities along the Highway 11 corridor (Table 1). It is important to recognize that apart from the Couchiching First Nation, the overall population of Rainy River District decreased by almost 1,200 residents (5.5%) in the intercensal period (2006-2011). This population change is consistent with the rest of the North West region of the province: Kenora District (-10.6%) and Thunder Bay District (-2%). The population count of the City of Thunder Bay remained relatively the same (-0.7%). The District of Rainy River accounts for 9% of the population of Northwestern Ontario and about 0.2% of the Province of Ontario.
