Intergovernmental Grants as a Tactical Instrument: Some Empirical Evidence from Swedish Municipalities* Eva Johansson) June, 1999 Abstract Are grants to Swedish municipalities tactical? In this essay, I derive testable implications from a theoretical voting model and test these on a panel of 255 Swedish municipalities, 1981 - 1995. In order to decide which regions that are politically powerful, both election results, and survey data from the Swedish election studies are used. The results, although somewhat ambiguous, support the hypothesis that intergovernmental grants are used in order to win votes. Introduction In the field of political economics there is a growing literature claiming that redistribution is not performed on the basis of welfare maximization alone, but that it also, to a large extent, is tactically motivated (see, e.g., Meltzer & Richards, 1981; Lindbeck & Weibull, 1987; Dixit & Londregan, 1996; Grossman & Helpman, 1994). Most of the literature in this field is theoretical and it is by no means obvious how to test the models empirically since they partly build on variables such as ideological preferences, election promises and lobbying contributions that are difficult to observe and measure. The purpose of this paper is to take the step from theory to data and test empirically if intergovernmental grants to Swedish municipalities are used for pork barrel politics. -

‘New Gustavians’: Sweden, Europe and the Return of the Eighteenth Century during the 1990s Crisis By Andreas Mørkved Hellenes Abstract The early 1990s saw Sweden severely hit by financial crisis, electoral upheaval and a swift reorientation within political elites resulting in an application to join the European Union (EU). Based on a case study of the Swedish blockbuster exhibition project The Sun and the North Star in Paris during spring 1994, this article argues that the early 1990s represent a key transition period for the renegotiation of the relationship between business, politics and culture in Swedish foreign promotion and cultural diplomacy. In a wide-ranging campaign launched in France ahead of the Swedish referendum on European membership, political communication, cultural heritage narratives, and export promotion were brought together in an ambitious national identity political project that showcased a new, liberal-conservative and inherently European Sweden. Jobben är den viktigaste frågan för oss socialdemokrater. Full sysselsättning är det allt överskuggande målet för vår politik. Därför blir det så märkligt att lyssna på den regering som gick till val på frågan om jobben och som nu har bytt budskap. Det där med jobben, säger regeringen, kan man inte göra så mycket åt. Sverige och världen befinner sig i en djup ekonomisk recession. Det är ett mycket allvarligt ekonomiskt läge. I Europa är det bara i Estland och Lettland som ekonomin krymper snabbare än i Sverige. Arbetslös- heten stiger kraftigt. Den 15 april förra året stod en ganska självbelåten finansminister här i talarstolen och presenterade vårbudgeten. Han viftade bort alla bekym- mer. Anders Borg hävdade att om man lyssnade på oppositionen var det ”lätt att få intrycket att Sverige står inför en allvarlig nedgång … med massarbetslöshet … och förödda statsfinanser”. Han sade också att Öst- ros var ensam, möjligtvis med undantag för Nuder, i bedömningen att vi stod inför en nära förestående bankkris. Tydligare kan det inte bli. Ni har regerat som om högkonjunkturen skulle vara för evigt. Ni ärvde överskott på 70 miljarder kronor. Pengarna brände i fickan, och ni sänkte skatten med 85 miljarder kronor. I år går staten med stora underskott – 130 miljarder i lånebehov. Ändå fortsätter nu regeringen att sänka skatten för dem med högst inkomster, men nu med lånade pengar. -
