FACULTY

Wolfgang Aulitzky, MD is the Medical Director of the American Austrian Foundation. He is Associate Dean for International Medicine and Distance Learning, Adjunct Prof. of Clinical Urology and Adjunct Prof. of Clinical Reproductive Medicine at the Weill Medical College of Cornell University/New York Presbyterian Hospital. In 2016, he was appointed Adjunct Professor of Pediatrics in the Associated Faculty of the Perelman School of Medicine at the Children’s Hospital of Philadelphia. He is also Associate Prof. of Urology at the Medical University of Innsbruck and Visiting Professor at the Medical University of Vienna. Amongst others he is a member of the American, German and Austrian Societies of Urology and was awarded the Zuckerkandlpreis of the Austrian Society of Urology in 1989. In 1995 he received the Silver Medal, in 2007 the Golden Medal for Merits to the Republic of Austria and in 2014 the cross of honor of the Land Salzburg. As Director of the Medical Program of the American Austrian Foundation he has initiated the Open Medical Institute, a scientific and educational collaboration of Weill Cornell and the NewYork Presbyterian Hospital, the Children Hospital of Philadelphia, Duke University, Columbia University, the Cleveland Clinic and leading hospitals in Austria. Dr. Aulitzky earned his medical degree at the University of Innsbruck in 1977, was a research associate at the University of Uppsala, Sweden and the Rockefeller University, New York. He received his training as an urologist at the University of Innsbruck and the General Hospital of Salzburg. He is the author of more than 140 publications on Urology, Andrology and Health Care issues and is co-author of books on basic and clinical urology/andrology.

Judith W. Overall, JD, MS, MEd (Course Director) is the lead consultant for the ASPHER Human Rights in Patient Care (HRPC) initiative – a network of schools and faculty members in legal, medical and public health faculties – and the HRPC virtual Community of Practice.

She is the lead consultant for the OSF PHP Law and Health Initiative’s HRPC Practitioner Guides project (a series in 10 countries) and the international mentoring of HRPC Legal Fellows and Junior Faculty Scholars.

She is co-editor of the upcoming Public Health Reviews special issue on Human Rights in Patient Care (2017), a co- author of “Advancing Human Rights in Patient Care: the Law in Seven Transitional Countries” (2011),“Advancing Human Rights in Patient Care through Higher Education in Eastern Europe and Central Asia” (2013), and ASPHER’s “Public Health Capacity Building for the Future of Europe, Lessons Learned from the Project: Quality Development of Public Health Teaching Programs in CEE, 2000-2006” (2008), for which she was meta evaluator.

She is Senior Advisor to the Faculty of Medicine, University of Oslo, Norway, for collaboration with Russian health professionals and educational institutions in teaching and comparative research on palliative and elder care and geriatrics, and is co-chair of the Patient and Family Advisory Council for the largest rural hospital in the United States. She is an adjunct faculty member of the Fairbanks School of Public Health, Indiana University (Indianapolis).

As a former prosecutor, she directed cases of abuse of vulnerable adults in care facilities and cases of health care provider reimbursement fraud in the United States. She also has owned, managed, and consulted for health facilities. She is a former department chair and director of international programs of the Department of Health Systems Management at Tulane University School of Public Health and Tropical Medicine (New Orleans, USA), where she taught health law, public health law, health policy, principles of public/health administration/management, and long term care management. As the President/Chair of the Board of DOBRA, Inc., a non- profit organization whose mission was to improve quality of life of elderly, disabled and terminally ill, work included workshops during 10 years on “Nursing Care for the Older Adult” for Russian nurses and nurse educators in Moscow; staff training for nurses and social workers at the St. Petersburg City Geriatric Center and in Dubna and Kolpino; and lectures on elder care, rehabilitation services, and hospice care in Latin America and China. She was the advisor to the task force on problems of the elderly in the Yucatan, Mexico.

She has planned, directed, and consulted for programs in health management, public health, health law, human rights in patient care, palliative care, elder care, and paralegal studies - and has lectured on those topics in the U.S. and more than thirty countries in Latin America, Africa, Central Asia, Central/Eastern/Southeastern Europe, China and Taiwan.

Her first career was in teaching children with special needs. She holds degrees in law, health management, special education, and educational psychology.

Katarzyna Czabanowska, Dr. habil. (Co-Course Director) is Associate Professor at the International Health Department, School CAPHRI (Care and Public Health Research Institute), Maastricht University, the Netherlands. She directs Governance and Leadership in European Public Health programme. Her research focus is on public health workforce development in Europe and includes diverse topics such as: profesionalisation and devlopment of public health workforce, public health leadership, women leadership in health care, public health competences, innovative methods for transferring, practicing and measuring skill development and mastery, assessment and self-assessment methods, competence-based education, identification of skill gaps between the job market and taught curricula. Her research is reflected in many publications including: journal articles, books and book chapters. She holds honorary positions at: Jagiellonian University Medical College, Krakow, Poland and the University of Sheffield and the IU Richard M. Fairbanks School of Public Health, Indiana, the US. She is the President of ASPHER and Chair of the EUPHA Working Group on Public Health Leadership. She serves as a WHO expert in the area of Public Health Leadership and public health workforce development and planning.

Robert Otok, BBA, MPH, PCHE (Co-Course Director) is the director of ASPHER. He joined ASPHER in 2008/09. Responsible at the beginning for the setting up and organisation of the Association's office in Brussels, he now coordinates the work of the ASPHER executive board and manages the largest network of school of public health in the world. He studied public health/health policy at the Jagiellonian University in Krakow. He also holds a degree in business administration from the Polish Open University and a certificate in Higher Education from the University of Sheffield; he is also an alumni of the Leadership for European Public Health (LEPHIE) programme of the Maastricht University. During his professional career, he worked for the number of public health authorities and consultancies. He has also taught and participated in numerous research projects as a faculty member at the universities in Krakow (Poland), Sheffield (UK) and Utrecht (Netherlands).

Scott Burris, J.D., A.B. is Professor of Law and Public Health at Temple University, where he directs the Center for Public Health Law Research. His work focuses on how law influences public health, and what interventions can make laws and law enforcement practices healthier in their effects. He is the author of over 200 books, book chapters, articles and reports on issues including urban health, HIV/AIDS, research ethics, and the health effects of criminal law. His work has been supported by organizations including the Open Society Institute, the National Institutes of Health, the Bill and Melinda Gates Foundation, the UK Department for International Development, and the CDC. He has served as a consultant to numerous U.S. and international organizations including WHO, UNODC and UNDP. He is a founder of Legal Science, LLC, a private company dedicated to the social mission of improving access to legal information and the supporting the practice of policy surveillance. He has been a visiting scholar at RegNet at the Australian National University, and a Fulbright Fellow at the University of Cape Town Law School. In 2014, he was the recipient of the American Public Health Law Association Health Law Section Lifetime Achievement Award. Professor Burris is a graduate of Washington University in St. Louis (A.B.) and Yale Law School (J.D.). Burris has done extensive public health law development work for the Robert Wood Johnson Foundation. He founded and directed the foundation’s Public Health Law Research Program, a $20 million program that funded over 70 empirical research grants between 2009 and 2016. He was the founding director of the Policies for Action research program, and now directs a research hub on housing for the program. He also leads the Foundation’s Policy Surveillance Program, which maintains LawAtlas.org, a hub for publishing legal data and training researchers in policy surveillance techniques. His team works closely with the CDC’s Public Health Law Program to expand the field of legal epidemiology. Burris is the premier methodologist in the emerging field of legal epidemiology. With Alex Wagenaar, he is the editor of Public Health Law Research: Theory and Methods (Wiley 2013). He is currently leading the team writing a new text book in public health law for Oxford University Press.

Joaquin Cayon, PhD lives in Santander, Spain, and currently serves as director of the Research Group on Health Law and Bioethics at IDIVAL, and associate professor of health law at the University of Cantabria. He holds a PhD in Law with a doctoral thesis on the provision of healthcare services according to consumer law. He is combining his academic activities with the legal advice as head of the Legal Advisory Service at the Health Ministry of the Government of Cantabria. Is a member of the Advisory Board of the European Association of Health Law and serves as the Coordinator of the Executive Board of the Ibero- American Health Law Network. Has an international expertise in lecturing, networking and researching on health law issues, taking into account a multidisciplinary and comprehensive approach. More than 17 years of teaching and research experience with a wide list of publications (books, chapters and peer-reviewed articles) and oral presentations as a guest lecturer and speaker in different Latin-American, and European universities (Erasmus-Rotterdam, Toulouse III, Lyon III, Roma Tre, Coimbra, New Lisbon, Latvia, Innsbruck, etc). Also has an extensive practical experience in preparing drafts on legal rules regarding healthcare issues for different countries. He is also taking part of the advisory board of different Spanish, Brazilian and Polish law journals. His research activities are focused on different health law topics such as the patient-consumer approach, patients´ rights, healthcare systems, healthcare mediation, waiting lists, medical liability, reproductive technologies, and end-of-life decisions. Recent publications include the impact of the Brexit on healthcare entitlements, cross-border prescriptions, and global health law. He is currently taking part of a Jean Monnet Health Law and Policy Network funded by the European Commision (2017-2020).

André den Exter, PhD(1966) is a lecturer in health law at the Erasmus School of Health Policy and Management, Erasmus University Rotterdam, the Netherlands. André holds a Ph.D. in law. He is the holder of a Jean Monnet Chair of Global Health Law and has held several visiting professorships in international and European health law, including one at Danylo Medical University Lviv (Ukraine), and another at the National School of Public Health, Universidade Nova de Lisboa (Portugal). He has recently edited a handbook entitled European Health Law, published by Maklu Press Antwerp (2017) and covering the main aspects of health law from a European perspective.

Tobias Gantner, MD, PhD, MBA, LL. M. is a restless resident of different worlds: A medical doctor by training, a health economist and jurist by education, a philosophy aficionado by academic passion and curious by default. He has worked in a number of leading positions in hospital patient care and major industry companies such as Siemens (Consulting), Novartis (Strategy and Health Economy/ Health Policy), Bayer Healthcare (Head Market Access) and Johnson&Johnson (Director Market Access and Health Economics). Subsequently he followed his bliss and founded the ‘HealthCare Futurists’, a multinational network dedicated to innovation in medicine, healthcare and life-sciences with offices in Belfast, Los Angeles, Cologne and Bejing. Tobias holds a number of academic appointments e.g. at the Universities of Cologne and Duisburg and is a sought after speaker in topics related to the future of healthcare, medicine and life-sciences. He is strategic advisor to the European Connected Health Alliance, part of SCIANA, the Health Leaders Network at Salzburg Global Seminars. Andres Roman-Urrestarazu, MD, PhD combined expertise in psychiatry, mental health and health economics allowed him to make original contributions in the fields of substance abuse where he has developed a growing body of research in the field of NPS Policy. He is Assistant Professor at Maastricht University Department of International Health and concurrently holds the Gilling’s Fellowship in Global Public Health at the Institute of Public Health (IPH), University of Cambridge and the Institut Louis Pasteur (ILP) Paris. He currently co- supervises PhD students at the IPH in Cambridge and Maastricht University Department of International Health where he leads a project that studies the association between austerity, macroeconomic indicators and substance misuse. Concurrently with this policy agenda, his clinical work and research is based in the Autism Research Centre, Department of Psychiatry, University of Cambridge where he works on neurodevelopment disorders and more specifically ASD, disability, inequality and social policy. He has previously held appointments as Research Officer in Health Economics and Health Policy at LSE Health, London School of Economics and Political Science working extensively in the Middle East on behavioural risk factors for metabolic disease in collaboration with WHO, GIZ/GTZ and ILO among others, while also developing a teaching career in Trinity Hall, Cambridge where he was Director of Studies in Psychology and Behavioral Science. He has also worked in different government roles around the world having worked as Technical Lead at the Centre for Health Technology Evaluation (CHTE) in the National Institute for Health and Care Excellence and also as Medical Advisory Staff at the Ministry of Health Chile - MINSAL. He has published several papers in relation to NPS while also submitting evidence to the House of Commons for the 2016 UK PSA. In that occasion, he assisted the discussion around NPS with a comparative policy analysis, while also managing the engagement with the press for the dissemination of this evidence. His latest book, in co- authorship with Dr Ornella Corazza, discusses different global policy options for NPS having collaborated for this work with different international organisations such as the European Commission, UNODC, DEA, WADA, LSE Ideas, and various leading academics in the field of drug policy. Peter Schröder-Bäck, Dr. habil., HonMFPH is Associate Professor in the Department of International Health of Maastricht University which he joined in 2008. In his research school – Care and Public Health Research Institute (CAPHRI) – he is vice chair of the research line “Creating Value-Based Health Care”. Within Maastricht University, he served terms as programme director of the Master in European Public Health and the Bachelor in European Public Health. Peter graduated as Fulbright scholar with a Master’s degree from Georgetown University (Washington DC, 2000). He received a Dr. phil. in philosophy & ethics from Ruhr-University Bochum (Germany, 2003) and a venia legendi in Public Health and Health Sciences from Bremen University (Germany, 2012).

Prior to joining Maastricht University, Peter was a researcher at the Centre for Medical Ethics and member of the Graduate School “Criteria of Justice” (2001-2003) at Ruhr-University Bochum, Germany. Before joining the Institute for Public Health in North-Rhine Westphalia (2004-2008), Germany, where he worked as researcher on and coordinator of the EU projects “Benchmarking Regional Health Management II” and “Public Health Genomics European Network”, he was scientific fellow at the Centre for interdisciplinary Research (ZiF) of Bielefeld University (2003-2004). Peter is the president of the section “Ethics in Public Health” of the European Public Health Association (EUPHA) and spokesperson of the working group “Public Health Ethics” of the German Association for Social Medicine and Prevention.

29 October 2017, Sunday afternoon

Arriving in Salzburg after a difficult trip from Vienna, due to bad weather and storm, which caused the cancellation of both flights and trains from Vienna to Salzburg. The weather was not very friendly to me on my first visit to Salzburg, but the welcoming at Schloss Arenberg was very nice and warm. When I first walked into the beautiful building of Schloss Arenberg I was welcomed by kind and friendly team, which made sure to assist me on everything I needed. This made me feel very comfortable. Shortly before 19:00 o’clock we slowly started gathering by the reception where I had the opportunity to meet some friends from the Association of schools of Public Health in the European Region (ASPHER) and also to get familiar with new fellows from different countries who are also attending the seminar along with me. After the reception, where we enjoyed nice drinks, we were offered delicious traditional meals in a very hospital environment. The atmosphere was very nice and over dinner I had the chance to get to know better some of the new fellows I had just previously met. I was surprised to discover that most of the participants at the seminar were lawyers, just as me, working in interdisciplinary public health environment. After the end of the dinner, right when I was going to my room, I saw some other attendees to arrive with delay just due to the storm and the difficult weather conditions.

30 October 2017, Monday

On the first morning of my stay at Schloss Arenberg, I enjoyed nice breakfast right before the beginning of the program of the law and health seminar. The first morning session started right at 8 o’clock, where all faculty members introduced themselves following a short overview of the structure of the course. Right before the beginning of the first topics in the morning session, a self-assessment questionnaire dedicated to public health law services was given to all participants. Mr. Tobias Gartner captures our attention with a fascinating presentation on the future of healthcare, directly relating the public health with a multidisciplinary approach. After the end of the first lecture we were invited to take a group picture in front of the main entrance of Schloss Arenberg. We all went out, where the photographer captured our excitement from being here and having the opportunity to participate in such an interesting seminar. Following the photo session, we all enjoyed hot drinks, tea and coffee garnered with delicious sweets. The second presentation of the morning session was delivered by Scott Burris, who talked on the topic of law and health in regard to innovation. The third presentation was on European Health Law and was delivered by André den Exter from the Erasmus University in Rotterdam. Some of the main aspects of his presentation referred to patient mobility, professional mobility, pharmaceutical law and future perspectives. At lunch time, we tasted delicious plates with traditional food and had the opportunity to share our impressions from the day so far. The afternoon topic was dedicated to public health ethics and was interestingly presented by Peter Schroder – Back from the Maastricht University. He focused on the concept of human dignity in biomedical law and the relation between ethics and law. Right after the coffee break, we were divided into working groups with the assignment to prepare presentations on legislation related to HIV positive people from different social groups. At the end of the day an interesting presentation on Evaluation Research was given by Scott Burris, who introduces us to the characteristics of evidence based policy. Right after the end of his lecture, I had time to rest a little bit, before going to dinner with some of the other fellows who also attend the seminar.

31 October 2017, Tuesday

I woke up in the morning, excited to hear the presentations on today’s topics, as from the initial program I was left with the impression that many interesting hours are to be spend along the day.Had a nice breakfast with delicious fruits and hot coffee, the taste of which was still intensive even an hour after I had enjoyed it. Few minutes before 8 o’clock I entered the lecture hall, where André den Exter, as first presenter of the day, was ready for his speech. The topic prepared referred by his reffered to the main objectives of European Union E-Health law. Second for the day was Tobias Gantner, who presented the topic of digital health and its special connection to public health. After the coffee break, Scott Burris focused out attention to advocacy basics, as later on we were divided into 4 working groups, given each group a different topic to work on, as a result to which we had to prepare a presentation in regard to certain country of our choice, policy based approach and access to specific national and regional characteristics defining a proposal we had to come up with, in order to solve a significant problem.Being in the process of discussing possible solutions on the topic provided and the country chosen by the group, we had a short break for lunch where while tasting delicious meals we had the opportunity to discuss with other fellows our ideas as to the working group sessions. As the lunch ended with tasty sweets and fruits, we all entered the main lecture hall for the presentation of Scott Burris on the support for enforcing and defending legal solutions. Apart from the theoretical and practical information provided during the lecture, we had the opportunity to get some guiding lines as to continue with the group session work. After sharing our ideas and views on various legal approaches in regard to solving challenging issues on the topic given to our group, short after 17:30 we all had a break for concluding up for the day with a short talk by Scott Burris on policy surveillance and evaluation. To enjoy the dinner, despite the intensive day, was a beautiful feeling. Had the opportunity to talk with fellows on certain traditional Bulgarian meals and drinks we have at different regions of the country, as some of the people had already visited Bulgaria and shared their experience with me.

1 November 2017, Wednesday

The day began with working group session early in the morning, right after breakfast, as our group had to finish with the preparation of the presentation which was to be presented in the morning sessioin, shortly after 10 o’clock. After we were done with our presentation, we were excited to see what our colleagues had prepared on the topics they worked on. Everyone had done wonderful job on preparing and presenting their topics, so we enjoyed the lunch after the hard work. Right after our lunch meal, we continued with a lecture on drug policies, followed by discussion of national legal cases presented by several of the fellows. The second part of the afternoon session was dedicated to Human rights to patient care, as Judy Overall introduced us to the topic and outlined some of the main aspects of this interesting and not very familiar for all participants’ issue. Right before dinner I had some time to go out and enjoy beautiful Salzburg by night. I was impressed by the nice atmosphere of the old city and was waiting for Thursday afternoon when we had our free afternoon to explore the city during daytime.

2 November 2017, Thursday

This morning I had less time for breakfast as usual, as I slept a little bit longer, but I felt wonderful because outside was warm sunny, as I was excited for the day ahead of us. The morning lecture session was dedicated to the relationship between public health and human rights in patient care, as Mr. Joaquin Cayon from the University of Cantabria, captured our attention with an interesting lecture on that issue. Right after his presentation, some of our fellows who had long practice and experience working in the field of Human rights in patient care, dedicated their time to reveal to us some of the specific characteristics of this topic. At lunchtime, while enjoying the delicious local cuisine, we all were organizing the upcoming hours, planning to visit beautiful places in the city. According to our schedule, most of us would of spend some time to walk around city and enjoying the beautiful weather. For me, as it is my first visit to Salzburg, I tried to capture as most impressions as possible and also to explore as more places as possible. I am impressed by the atmosphere of the city and I definitely do like to come back again. A beautiful chamber music concert was organized for all participants at the main hall, shortly after diner, where we had the opportunity to enjoy excellent music and performance in a really unique atmosphere.

3 November 2017, Friday

On the last day of my stay, as attending such an interesting and useful seminar, I am really grateful for the opportunity to be in Salzburg and to meet such distinguished professionals. I would like to express my special thanks to the organizers of this forum, for taking care for our comfortable stay in such a beautiful place.

29 October 2017, Sunday

I arrived after taking the train between Rennes and Paris-Charles De Gaulle Airport, and two flights between Paris and Frankfurt, and Frankfurt and Salzburg!. My two flights were delated because of the weather, but I finally could landed, contrary to Robert Otok, the ASPHER’s Director, which flight must unfortunately return to Frankfurt because of the wind!. I spoke German, English and French with the taxi driver, who deposited me in front of this very nice and imposant Schloss Arenberg. It was a pity to lack the welcoming cocktail (!) but I managed to join the group for the diner. The Schloss is a great and imposant old and historic building, with a very interesting and attractive mix between old atmosphere and contemporary art, included comfortable rooms.

30 October 2017, Monday

The seminar began at 8 am so we woke up early. We were welcoming by Judith W Overall (coordinator of the Seminar), Katarzina Czabanowska (President of ASPHER) and Robert Otok (Director of ASPHER) in the large Mainroom. We had lessons during all the day with different approaches of Healthcare and Public Health especially relating to the future, ethics, European Union Health law. It’s my first time in a such one week Seminar on Law and Health, and the mix between doctors and lawers from 22 different nationalities is really a great experience! The main room is decorated with an nice exhibition of photography portraits. It’s great to work in this conditions. At the Evening, we met us in the most famous place of bear of Salzburg!

31 October 2017, Tuesday

This day was very intensive with talks included a projection in the future thanks to Tobias Gantner whith “Digital Health meets Public Health”!. We began our working group based on instructions gived by Scott Burris for “Using Law and Policy effectively in Public Health”. We had to work specifically on the topic of “men wo have sex with men”. Honestly, at the beginning, it seems to us really difficult to think and purpose a new law in a such short time. However, we managed and choose France to purpose reinforcing accessibility on HIV- Self tasting with a less price. After the dinner, we went in town walking and drinking in an Ireland pub. We watched a champion league match and it was Halloween evening.

1 November 2017, Wednesday

Weak up early again, it’s a shame to stay all the day indoor and discover a such nice town only by night. But the Seminar is intense with a conviviality in the group. This day, we finished our working group presentation. During the Fellow’s case presentations, I was very honored to play the role of Agnes Busyn, our new French Ministry of Health, for whom it’s a priority to support the subject of prevention.

It was a great moment and the 4 presentations were so different and interesting. After other and last talking, we went in town for a short time, dinner and I went directly sleeping. I was really tired .

2 November 2017, Thursday

A very interesting morning on the topic of patient rights beginning with the interactive approach of Joachin Cayon and a succession of short presentations including a useful Human rights and patients care practitioner Guide. We really enjoyed the free afternoon having finally the opportunity to visit Salzburg by day and to go shopping in the old town. The sky was and the temperature not so cold. There are several specifics Christmas and also chocolate shops. I burned a little candle in the big church in memory of my grandmother who was religious and so admiringly of Mozart. With Mariela from Bulgaria, we took a lot of photos, included the great Gold Glob Sculpture with a men on the top in a large place. After the dinner, we were so lucky to assist at a classical concert in the main room. A nice experience in the birth town of Mozart! To finish the evening, we had with all the group a very great time with laughs and sings!! It seems that we’ll have for our last evening a special choreography based on a mix with “We are the Champions” and “Yesterday”, so let’s see!. After Debussy and Schuman, a variety of art!

A really thanks for the so great welcoming and organization, facilities and good food in Schloss Arenberg, that I discovered for the first time.

29 October 2017, Sunday

I started my journey to Austria on Saturday at 6 am from Bishkek to Salzburg via Istanbul. I arrived in Salzburg in the evening of the same day and went to Schloss Arenberg. I was there before but every time I enjoy this beautiful town. The reception staff was very polite and helpful. On Sunday at 7 pm we met for Welcome reception. Co-course director Katarzyna Czabanowska introduced all Faculty members to us and then we were introduced to each other. Atmosphere was very friendly. As for me, it was interesting to meet so many lawyers on this seminar. Unfortunately, 13 fellows couldn’t attend this event because most flights were cancelled this day due to a powerful windstorm gusting up to 130-150 km/h across Austria and Germany. After the dinner, most of us spent the rest of the evening engaging in cheerful conversation in the lobby.

30 October 2017, Monday

At the breakfast, we met fellows who were late for dinner because of windstorm. The seminar started at 8 am. Course director Judith Overall and Co-course Directors Katarzyna Czabanowska and Robert Otok introduced the program and overview of the seminar. The first lection of Dr. Tobias Gantner was dedicated to the Future of Healthcare and Public Health. It was very interesting lecture for me. Before coffee-break we had a Group photo with Faculty. After break we listened about EU Health Law presented by André den Exter, who gave us comprehensive information on this issue. Dr. Peter Schöder-Bäck presented us Public Health Ethics. He used interactive method of information delivery. Then Scott Burris gave us lecturers on Law and Health and then instructions for working in Groups. All fellows were divided to 4 Groups. I was in Group 1 and we discussed the topic “HIV and Drug users” and we choose Ukraine as a model. We used casual diagrams and a Haddon Matrix for our activity. I liked this work very much! After dinner the first seminar day was finished with my new colleagues under pleasant conversation.

31 October 2017, Tuesday

After breakfast we started to work. First lecture of Andre den Exter was devoted to EU E-Health Law: expectations, advantages, risks and unresolved issues of E-Health. The next lecturer Tobias Gantner gave us a lecture on Digital Health. After coffee-break Scott Burris continued his lecture on Using Law and Policy Effectively in Public Health. He gave us the 5 Essential PH Law services concept and explain how we can put it into a practice. His lectures were very important to me for understanding how I can use this conception in my work. Then we continued our Group work a framework of 5 Essential PH Law services followed. We discussed advocacy strategy, enforcement and implementation issues, research and evaluation. And we began working on our presentation in PowerPoint file. It was a very collaborative work in the Group. After dinner I and my new friends from different countries walked around evening in Salzburg. Some of our friends visited an Irish Pub and joined to celebrate Halloween with locals.

1 November 2017, Wednesday

We began the day in our Groups with 2 more hours to finalize our research, proposal and presentation. We agreed in the Group who will present our work to the auditorium. After coffee-break we stated our presentations. We were first. I think all 4 presentations were very informative with creativity approach to the given issue. After every presentation we had interesting discussions. As for me, works in the Group was very helpful. Now I have knowledge how we can develop a proposal for a national law in my country. In the second part of the day Andres Roman-Urrestarazu gave us lecture on Drug policy: New insights of old problems. Then several fellows presented us their Case studies. After each Case we had constructive discussions. The final lecture on this day was devoted to Human Rights in Patient Care. Judith Overall gave us information on differences between HPPC and Patients’ Rights, Quality of Medical Care, Interrelations, Advocacy and PH Ethics.

2 November 2017, Thursday

In the morning we listened to the lecture Human Rights in Patient Care by Joaquin Cayon. I think his lecture was an extremely useful for me and my work in Palliative Care project, especially topics on Right to information and Right to informed consent. Unfortunately we didn’t have enough time for listening to another his lecture End-of-life decisions. And we got only printed copies of this presentation. Then some of our fellows (lawyers) provided their presentations which were devoted to different aspects of Human Rights in Patient Care. After that Judith Overall distributed of the Group work assignment on Friday. After lunch we had free afternoon! The weather was fine- warm and sunny and I together with several fellows went for a walk around the city. We visited Mirabel Park, Old Town and Hohensalzburg Fortress enjoying the charming pretty sights of Salzburg. In the evening we had Chamber music concert in Schloss Arenberg. The concert was amazing, and we thanked the musicians for the gift of listening to such beautiful music. After the concert, we went to the lobby where glasses of champagne and wine were awaiting us. We had another chance to talk with everyone: faculty and fellows.

3 November 2017, Friday

The last day of our Seminar we started to work in the same Groups. We tried to implement Human Rights and Patient Care for Drug Users in the context of HIV in Georgia. After 2 hours of preparing we presented our works and discussed each presentation. In the evening we attended to the Graduation ceremony where we got Certificates. Dr. Wolfgang Aulitzky, Medical Director of the American Austrian Foundation, greeted everybody and underlined the importance of these seminars in promoting medicine across the world as well as a long-lasting relationships with fellows and Faculty. Then we heard short speeches from Faculty. All of the fellows exchanged their contacts and promised to meet one day again which I hope that will be true.

Overall, it was an amazing and unforgettable week. A week that gave me the possibility to meet new, interesting people, to find out important and useful information in the field of Law and Health. I am sure this experience will improve my theoretical and clinical practice skills.
