This guide was first planned in 1986 when various organisations were having great difficulties in finding a conference venue with good access for disabled people.

A single-sheet questionnaire was posted to:

(1) all venues suggested by groups of disabled people (2) all venues suggested by district CVSs (3) all libraries in the GM area shown in the telephone books (4) all conference venues shown in the GMC conference guide (5) all district town halls and former town halls

A copy of the questionnaire is shewn at the back of this guide.

Some months later, after posting around 500 questionnaires and processing the replies (five pounds in weight!) this guide confirms those difficulties. However, while there is no single, perfect venue this guide does highlight some of the better buildings and indicate where improvements still need to be made. Above all, this guide is based on current provision and any inclusion in this guide does not mean the venue has the uncritical support of the publishers.

Inclusion in this guide is also based on self-definition: the people running each venue have written back to us with their own entry. Notes and diagrams were provided to help them do this but their own assessment is not necessarily accurate; for example, toilets described as accessible may not be, and vice versa.

Where possible their answers have been circulated to organisations of disabled people based nearby for their comments. Any corrections or deletions from such groups have been completely followed. Even so, there will still be some mistakes and you should find a freepost ENVELOPE inside this guide for your comments and further changes.

This guide is not intended as an hotel guide nor as an access guide. Access guides usually cover public and commercial facilities within a locality, such as a town centre, and are particularly useful for visitors. Within the Greater Manchester area there are access guides for some districts, although there is no complete hotel guide for the area with details for disabled guests. Hotels are mentioned here only if meetings can be held in them, maybe with some disabled participants staying overnight, but this is not a complete guide to accessible hotel bedrooms nor are prices shown. There is a danger that guides such as this one dwell only on "ramps and toilets". It 'is clearly important to get these right, but they are not enough. We also need to ask, has a meeting or conference been planned so as to be truly accessible to people, no matter what their impairment? Have disabled people been consulted? Have the needs of sensory-impaired people been considered? Is there a willingness to learn, to make changes and to accept alternatives?

It is the policy of GMCDP not to meet in day centres because this reinforces the concept of providing segregated facilities for disabled people, and therefore day centres are not listed here. However, the use of day centres for general community use (that is, meetings not primarily about disability issues) is to be encouraged as opening up to the general public those segregated facilities currently in existence, and also as a means of further reducing the segregation of disabled people. Room bookings for council-run day centres are usually handled by recreation and arts, or social services departments.

The words accessible and access are sometimes used loosely. For example, some venue managers may consider that assisted access (that is, access only with help from someone else) is sufficient, and call their premises accessible. Some disabled people will find this acceptable, others certainly will not. It is important that meeting organisers check with the venue managers just what - in detail - are the access arrangements and make these details clear to all potential participants in any publicity material prepared. A contact telephone number is also useful.

If you decide not to use a venue because access simply is not good enough, it would be good practice to tell the venue manager exactly why you are not booking that facility, thereby spreading awareness about access issues. It is the intention of the publishers to regularly update and reprint this guide, so feedback is most welcome, and indeed necessary.

Amendments are especially welcome from organisations of disabled people, and if there are any differences of opinion concerning a venue, the views of such groups will be followed.

Car Parking - located close to accessible entrance - desirably under cover - no more than 50 m from destination - bays one-third wider than standard - designated for disabled drivers, signposted from entrance

Kerbs - to be dropped to road level at intersections - to be dropped opposite main entrances - textured surfaces can help blind people

Paths - to be firm, non-slip, and well laid - avoid cobbles, tiles, gravel - edges to be defined - railings to have a low rail for detection by blind people using canes - handrails to extend beyond changes in level - colour contrast can assist partially sighted people - stable seats at regular intervals, choice of heights

Doors . - should be easy to open and close - minimum clear opening of 750 mm, 800 mm prefered (21 7") - unobstructed approach - light rising butts (hinges) preferred to prevent doors standing half open - clear indications on glass doors/high' contrast markings Ramps and Steps - to use a non-slip surface on all ramps and steps - the principal entrance to level or gently ramped - preferred ramp gradient 1 in 20, no more than 1 in 12 - where ramps are steep (over 1 in 20) steps also to be available - level platform in front of entrance door - handrails on both sides of steps and ramps - handrails to be easy to grasp - hardwood or nylon coated - all steps to be at least 280 mm deep, no more than 150 mm high - weather protection and strong lighting

6 Signs - to be clear and legible, thorough and consistent - strong colour contrasts (especially black on yellow) - tactile signs and plans for blind people

Lifts - to fit large wheelchairs with footplates attached (electric wheelchairs are often larger than self-propelled) - controls within reach inside and outside - audible floor indications inside, lift ready indications outside - all controls to be easily manipulated, with raised symbols and lights - always have a lift for use instead of an escalator

There is only full access to the Town Hall Extension, not to the Old Town Hall, even though the larger meeting rooms are in the older building. Work is in progress to improve access. Currently (May 87) there is level nou access and automatic doors at the St Peters -(ofl Square entrance to the extension building, and a access. ramp at the Lloyd Street entrance with swing doors.

16 Induction loops are available in committee rooms 1, 5, 9 and the Industry Room.

There are accessible toilets on the ground and third floors of the Extension, check arrangements for evening meetings to ensure connecting doors are not locked downstairs.

Parking is restricted and can be hard to find, although there are a few reserved places in St Peters Square near the automatic doors entrance.
