On the other hand, I think if they do go through, and we set up an international controls system, I think this might ,·ery well be the nucleus oi the kind of system that we will need in a worlu disarlllamenL :Cuba thing is a great tragedy because it bas inflamed again tbe ideological hopes of the Communist movement-! think falsely in the long rnu, but we are going to have to prove it's false. Ancl not only for the longrun reasons that were implicated but for very urgent reasons, including, 1 think, the reasons that will cause tl.Je Soviets to be more sincere about this disarmament business, I think we must increase our effort beyond what I Lhought would be necessary on that front. On disarmament negotiations themselves, I here would echo Dick Leghorn ; I don't think any of us, from the eYidence we have, can assess the weigl.Jt within total Soviet policy of the strand we were privileged to examine. But I think it's a high duty of the next admini~tration to find out what the specific gravity of this element is, and there's only one way we are going to be able to find out; which is to develop our own arms control and disarmament plans which we can tand up before the world with confidence, which will permit us to deal with whatever propaganda element there is here, and it is certainly present, but we must also have proposals that we are prepared to live with, should they prove acceptable. Mr. ~1ARTIN. Well, it has been a great pleasure to bear you give these views ancl I think it's probably greatly encouraging to think that such thought is now being given to this problem on our side. With that, I think we probably have to lea,·e it for the moment, aware of the many aspects of it that we haven't bad time to deal with tonight.
