    Nordic Council of Ministers TemaNord 2017:527 Women and men in the news and men in Women 2017:527 TemaNord Ved Stranden 18 DK-1061 Copenhagen K www.norden.org WOMEN AND MEN IN THE NEWS The media carry significant notions of social and cultural norms and values and have a powerful role in constructing and reinforcing gendered images. The news WOMEN AND MEN in particular has an important role in how notions of power are distributed in the society. This report presents study findings on how women and men are represented in the news in the Nordic countries, and to what extent women and IN THE NEWS men occupy the decision-making positions in the media. The survey is based on the recent findings from three cross-national research projects. These findings REPORT ON GENDER REPRESENTATION IN NORDIC NEWS CONTENT are supported by national studies. The results indicate that in all the Nordic AND THE NORDIC MEDIA INDUSTRY countries women are underrepresented in the news media both as news subjects and as sources of information. Men also dominate in higher-level decision-making positions. The report includes examples of measures used to improve the gender balance in Nordic news.     Afghanistan-Pakistan Media Affairs Challenges and Opportunities Rahimullah Yusufzai December 2018 The media in Afghanistan and Pakistan has never been so large, vibrant and independent. It has attained unimaginable power and become a key player in politics and other walks of life. Media is the fourth pillar of the state and democracy in both Afghanistan and Pakistan in the true sense of the word. Earlier, it was the mainstream print and electronic media that was dominant and had assumed unprecedented importance. Now the social media is making an impact in these two neighbouring countries and often taking the lead in breaking news even if it has lesser credi- bility than the mainstream media. The media has tended to be overly patriotic and at times even aggres- sive in context of the perceived national interests of Afghanistan and Pakistan. The poor relations between Afghanistan and Pakistan affect the work of journalists. There is generally lack of awareness about each other due to the virtual absence of Afghan media in Pakistan and Pakistani media in Afghanistan.     Statement of Ali Dayan Hasan Pakistan Director, Human Rights Watch: House Committee on Foreign Affairs, Subcommittee on Oversight and Investigations February 8, 2012 Hearing on Balochistan Balochistan: An overview Balochistan, Pakistan’s western-most province, borders eastern Iran and southern Afghanistan. It is the largest of the country’s four provinces in terms of area (44 percent of the country’s land area), but the smallest in terms of population (5 percent of the country’s total). According to the last national census in 1998, over two-thirds of its population of nearly eight million people live in rural areas.1 The population comprises those whose first language—an important marker of ethnic distinction in Pakistan—is Balochi (55 percent), Pashto (30 percent), Sindhi (5.6 percent), Seraki (2.6 percent), Punjabi (2.5 percent), and Urdu (1 percent).2 There are three distinct geographic regions of Balochistan. The belt comprising Hub, Lasbella, and Khizdar in the east is heavily influenced by the city of Karachi, Pakistan’s sprawling economic center in Sindh province. The coastal belt comprising Makran is dominated by Gwadar port. Eastern Balochistan is the most remote part of the province. This sparsely populated region is home to the richest but largely untapped deposits of natural resources in Pakistan including oil, gas, copper, and gold. Significantly, it is the area where the struggle for power between the Pakistani state and local tribal elites has been most apparent.3 Balochistan is both economically and strategically important: not only does the province border Iran and Afghanistan, it hosts a particular ethnic mix of residents, and is allegedly home to the so-called Quetta Shura of the Taliban in the provincial capital Quetta.4 The situation is further complicated by the large number of foreign states with an economic or 1 Census of Pakistan 1998, Balochistan Provincial Report; and World Bank, Balochistan Economic Report: From Periphery To Core, Volume II, 2008.

The baseline is that education institutions’ articulation with media organizations, media professionals, policymakers, and civil society groups is essential to achieve gender equality in and through media. Keywords: research – gender equality; media; gender-sensitive; indicators; GAMAG; alliance; training institutions Introduction ‘Grace and Frankie’, created by M. Kauffman and H. Morris, and ‘Borgen’, created by A. Price, are TV series that challenge gender stereotypes. Though these two series are by no means representative of the status of women in media, they are emblematic of growing attention to issues of gender. On TV, some realistic representations of women and men are beginning to appear. The percentage of stories highlighting issues of gender equality or inequality has also increased a bit in the news (Global Media Monitoring Project 2015) – in relation to 20 years ago. There has likewise been a very slight improvement in the quantity of women in governance and top management of news media industries (International Women’s Media Foundation 2011), which ‘reflects the limited understanding of pluralism that has prevailed so far’ (UNESCO 2014). Sadly, the advancement may be far too slight to spin off a change of gender values, attitudes and behaviour in society. Any progress made can even be considered relative since it varies according to the region of the world.

Defying Marginalization: Emergence of Women’s Organizations and the Resistance Movement in Pakistan: A Historical Overview By Rahat Imran1 and Imran Munir2 Abstract In the wake of Pakistani dictator General-Zia-ul-Haq’s Islamization process (1977-1988), the country experienced an unprecedented tilt towards religious fundamentalism. This initiated judicial transformations that brought in rigid Islamic Sharia laws that impacted women’s freedoms and participation in the public sphere, and gender-specific curbs and policies on the pretext of implementing a religious identity. This suffocating environment that eroded women’s rights in particular through a recourse to politicization of religion also saw the emergence of equally strong resistance, particularly by women who, for the first time in Pakistan’s history, grouped and mobilized an organized activist women’s movement to challenge Zia’s oppressive laws and authoritarian regime.
