Analysis of the Tunisian Tax Incentives Regime March 2013 OECD Paris, France Analysis of the Tunisian Tax Incentives Regime OECD mission, 5-9 November 2012 “…We are working with Tunisia, who joined the Convention on Mutual Administrative Assistance in Tax Matters in July 2012, to review its tax incentives regime and to support its efforts to develop a new investment law.” Remarks by Angel Gurría, OECD Secretary-General, delivered at the Deauville Partnership Meeting of the Finance Ministers in Tokyo, 12 October 2012 1. Executive Summary This analysis of the Tunisian tax incentives regime was conducted by the OECD Tax and Development Programme1 at the request of the Tunisian Ministry of Finance. Following discussions with the government, the OECD agreed to conduct a review of the Tunisian tax incentive system within the framework of the Principles to Enhance the Transparency and Governance of Tax Incentives for Investment in Developing Countries.2 As requested by the Tunisian authorities, the objective of this review was to understand the current system’s bottlenecks and to propose changes to improve efficiency of the system in terms of its ability to mobilise revenue on the one hand and to attract the right kind of investment on the other. The key findings are based on five days of intensive consultations and analysis. Key Findings and Recommendations A comprehensive tax reform effort, including tax policy and tax administration, is critical in the near term to mobilize domestic resources more effectively. The tax reform programme should include, but not be limited to, the development of a new Investment Incentives Code, aimed at transforming the incentives scheme. -

4.5 TUNISIA 4.5.1 Existing Situation The Tunisian Railway Network of SNCFT (Societe Nationale de Chemins de Fer Tunisien) is quite extensive in the north of the country, but there are no railways south and east of Gabès – though extensions to Mednine, Zarzis and the Libyan border are planned. The main route on the Tunisian Railways Network eastward is from Gharadimaou on the Algerian Border to Tunis (Route 18), and then Southward via Sousse (Routes 19 and 20) and Sfax (Route 21A) to Gabès (Route 22). This route could be continued onward to Libya via the proposed extension to Ras Ajdir (Routes 23 and 24). In addition to this, there are a number of subsidiary routes as shown at Figure 4.5.1. Proposed new lines are also shown. There is 1,674 km of metre-gauge route, and 468km of standard-gauge (plus 10km of dual / mixed gauge). Currently, rolling stock differences prevent through running between the northern and southern metre-gauge systems. 65 km of the metre-gauge railway is electrified at 25kv AC. There is a limited amount of double-track, including the line from Tunis to Sousse and Monastir (Routes 19 and 20). By examining typical heat consumer profiles in Tunisia, the analysis compares three different solar thermal technologies that can be used to replace conventional heat supply technologies and lead to fossil fuel savings. Simulations for different geographical locations are compiled and then compared to economic boundary conditions. A comprehensive sensitivity analysis enables the evaluation of the effect of changes in framework conditions (such as changes in subsidy, technology costs, fuel prices) on the profitability of solar thermal systems. The study gives an overview of present market segments and provides guidance with regard to the economic feasibility of respective systems. -

Zelin اﻟﻌﺮﺑﻴﺔ Also available in May 9, 2014 Security crackdowns will not be enough to eradicate jihadist networks in Tunisia and Libya, which have the patience and ideological conviction to weather drastic reorganization. Eight months ago, the Tunisian government officially designated Ansar al-Sharia in Tunisia (AST) as a terrorist organization. Since then, Tunis has cracked down on the group's activities, going after both its dawa campaign (i.e., proselytization and social-welfare efforts) and any links members have to terrorist plots. On the whole, AST's public response has been to keep relatively quiet. Yet recent developments indicate that the group may be rebranding itself as Shabab al-Tawhid (ST; the Youth of Pure Monotheism), a shift that would have important implications for efforts to counter Tunisian jihadists and their associates in Libya. SHIFTING GEARS Within a week of the August designation, AST largely ceased releasing updates about its dawa campaign in Tunisia. The group may still be conducting lower-level dawa in rural areas outside the state's reach, but if so, it is no longer publicizing such activity. The main messages it has put out via its Twitter account have been declarations of solidarity with arrested "brothers," repeated calls for patience, and quotes from both traditional Islamic sources (the Quran and sunna) and ideological figures (e.g., Ibn Taymiyah, Sayyed Qutb, and Abu Qatada al-Filistini). Indeed, AST has kept a low profile compared to its modus operandi before the designation; its only prominent announcement was leader Abu Ayyad al-Tunisi's message of support for the Islamic State of Iraq and al-Sham (ISIS), the jihadist group deemed too extreme by senior al-Qaeda leaders and their official Syrian affiliate, Jabhat al-Nusra.
