Resolved to RECOMMEND;

That, the Council agree to their resolution 1674, (7th December, 1972) being amended by the following addition after the last specificially named organisation entitled to attend meetings of the Libraries Sub-Committee when matters relating to Archives are on the Agenda:^ "or from such other Societies or Associations that the Libraries Sub-Committee may from time to time decide."

RECOMMENDATION II: Scales of Salaries for Teachers in Establishments of Further Education; Your Committee have considered, and are in agreement with, recommendation 1 of the report of their Schools and Further Education Sub-Committee of 26th July, 1973 (printed as an appendix to this report) and accordingly submit the following recommendation.

Resolved to RECOMMEND; That the Council approve a supplementary estimate of £44,300 for the financial year 1973/74 in respect of revised salary scales for full time Teachers in establishments of Further Education from 1st April, 1973, and that no compensatory savings be required as this results from an agreed national increase, (Note; The Policy and Resources Committee raise no objection to this, supplementary estimate),

RECOMMENDATION III; Students under eighteen years of age in Further Education Es tabli shments; Your Committee have considered, and are in agreement with, recommendation 3 of the report of their Schools and Further Education Sub-Committee of 26th July, 1973 (printed as an appendix to this report) and accordingly submit the following recommendation,

Resolved to RECOMMEND; That, as from 1st September, 1974, the Council agree to provision being made in the revenue estimates for books, stationery and consumable materials on a capitation basis at the rate for over sixteen year old students in schools, for those full time students at Further Education Establishments aged eighteen years and under (nineteen years and under for "o" and "A" Level Courses), thereby making them comparable with similar students at Junior Colleges,

RECOMMENDATION IV; Student Grants; Block Release Courses: Your Committee have considered, and are in agreement with, recommendation 4 of the report of their Schools and Further Education Sub-Committee of 26th July, 1973 (printed as an appendix to this report) and accordingly submit the following recommendation. That, as- from September, 1973 the Council agree 'that the rate to> Students attending part-time courses who are required to attend, Further Education Establishments outside their home areas on .a block release basis be increased Iron 67p per night to £1.30 per day, as recommended by the Conference of Education Officers for London and the Home Counties, 'being the same level as the term time study Grant regulations.

RECOMMENDATION" V: Visits to France for Linguistic and Cultural. Activities 'by Children of the new Middle Schools:, ',

Your Committee have considered, and are in agreement'with, recommendation 6 of the report of their Schools and Further Education Sub-Committee of 26th July, 1973 (printed as an appendix to this report) and accordingly submit the following recommendation.

Resolved to RECOMMEND':

That the Council agree to mixed parties of final year Middle School pupils participating - in visits to .France- in the Summer Term, 1974, in accordance with the details outlined in recommendation 6 of the report of the Schools and Further Education Sub-Committee of 26th July, 1973. That the Chairman of the Education Committee and the Director of Education be appointed as the Council's representatives on the Conference of Local. Education Authorities from September, 1973 tO' August,.. 1974.

RECQMMEN'DA.TI'ON _SII: of Further Education Governing

Further to their recommendation 1 (2) (b) (26th June, 1973), your Committee have considered, and -are in, agreement with, recommendation, 8 of the report of their. Schools and Further Education Sub-Committee of 26th July, 1973 (printed as an appendix to this report) and accordingly submit the following recommendation.

Resolved to aECOMBEHP: That the Council appoint Mr. J.,S, Dent, Regional Advisory Officer of the Civil Service Council for Further Education, to serve from 15th October, 1973 until the first ordinary meeting-of the Council in the-Municipal Year 1974/75 as a Governor,, appointed by the Authority after consultation, with the Principal, on the Governing Body of Harrow College of Further Education, E 177 Vol.3 EDUCATION

RECOMMENDATION VIII: Teachers Salaries - above Scale Payments: High Schools and Junior Colleges;

Your Committee have considered, and are in agreement with, recommendation 9 of the report of their Schools and Further Education Sub-Committee of 26th July, 1973 (printed as an appendix to this report) and accordingly submit the following recommendation.

Resolved to RECOMMEND:

That the Council agree:- (1) t'o eighty per cent plus ten per cent "pool" of the points score range being implemented with effect from September, 1974, in respect of High Schools and Junior Colleges; (2) to Group ten High Schools being classified as Group eleven High Schools for the purpose of their being allowed two Senior Teachers instead of one; and (3) in principle, to Stanmore Junior College achieving parity as far as possible with other Junior Colleges and that from 1st September, 1974 the Head, Deputy Head, the Second Deputy Head and Second Mistress be granted allowances equal to the difference ,in salaries between Groups 11 and 12, subject to the provisions of the next Burnham Report, (Note: As a matter of urgency, pursuant to Standing Order 51, His . Worship the Mayor approved this recommendation).

RECOMMENDATION IX: Reorganised Schools - Catchment Areas;

Your Committee have considered, and are in agreement with, recommendation 10 of the report of their Schools and Further Education Sub-Committee of 26th July, 1973 (printed as an appendix to this report) and accordingly submit the following recommendation.

Resolved to RECOMMEND:

That the Council agree:-

(a) the catchment'areas of re-organised Schools, as set out in the appendix to the report of the Schools and Further Education Sub-Committee of 26th July, 1973, and that these areas do operate from January, 1974 for those pupils entering school for the first time;

(b) that younger pupils retain the option of attending the same school as their older brothers and/or sisters, in both the Primary and Secondary sector, provided there is room;

(c) that pupils would normally transfer to the High School fed by their Middle School;

(d) to pupils already attending a First School subsequently divorced from their home address being offered the opportunity of transferring to the appropriate Middle School at eight plus years of age; and EDUCATION . ' ' Vol. 3, S178.

(e) to parents retaining the choice of any school provided; that accommodation is available in tliose schools not serving their home area, in accordance with tlie Education Act, 1944 and, the London Government Act, 1963,

Resolved to RECOMME1D:

That the Council authorise the Chief Executive and Town Clerk to issue Notices under Section 13 of the Education Act, 1944, as amended, in respect of:-

(i) the temporary use of Ihitefriars Secondary School as an annexe to Belmont Secondary School {Mount View High School) from September, 1974;:. and

(ii) the use of Camrose Secondary School as an annexe to Canoas High School from September, 1974,.

RECOMMENDATION' XI; Association of Teachers in, Technical Institutions. - Request for Joint Consultative Committee (Farther Education);

Your Committee have considered:, and are in agreement with, recommendation 14 of the report of their Schools and; Further Education Sub-Committee of 26th July, 1973 (printed as an appendix to this report) and accordingly submit the following recommendation,

That the Council approve, in principle, the establishment of a Joint Consultative Committee (Further Education) -

RECOMMEffiATIOliF XII: Provision of Mobile Classrooms - January, 1974;

Your Committee have 'Considered, and are in agreement with, recommendation 12 of the report of their Sites and Buildings Sub-Committee of 5th September, 1973 (printed as an appendix to this report) and accordingly submit the following recommendation.

Resolved to RECOMMEND'!

That the Council approve:- E 179 Vol.3 EDUCATION

(1) the hire of ten additional mobile classroom units (2^-ft by 2*fft) from I. Clifton & Sons Ltd., at a monthly rental of £31.50;

(2) a supplementary estimate of £9*f5 for the financial year 1973/7^» being the rental costs of the above units and that no compensatory savings be required as this expenditure could not have been anticipated when the Revenue Estimates for 1973/7^ were compiled; and (3) Capital Expenditure of £3,500 for the installation costs of the units and to this being met from the .Minor Capital Works Allocation 197V75- (Note: The Policy and Resources Committee raise-, no objection to the supplementary estimate and recommend that the Capital Expenditure in paragraph (3) be met by way of "Key Sector" loan). RECOMMENDATION XIIIt Telephones in School Caretakers* Houses; Further to Council Resolution 167^ (7th December, 1972), your Committee have considered, and are in agreement with, recommendation 14- of the report of their Sites and Buildings Sub-Committee of 5th September, 1973 (printed as an appendix to this report) and accordingly submit the following recommendation. Resolved to RECOMMEND; That further to their decision of 7th December, 1972 (Resolution l67*t)» the Council approve:- (1) the installation of 22 telephones in School Caretakers 1 houses and the payment of the rental for these telephones (provision for which has been included in the current Revenue Estimates); (2) the payment of rental charges for telephones already installed privately in School Caretakers1 houses; and (3) the payment for private calls being .charged for in a similar manner to that of other manual employees. RECOMMENDATION XIV; Capital Estimates 197V75 - Furniture. Apparatus and Equipment: Your Committee have considered, and are in agreement with, recommendation 17 of the report of their Sites and Buildings Sub-Committee of 5th September, 1973 (printed as an appendix to this report) and accordingly submit the following recommendation. Resolved'.to RECOMMEND: That the Council; (1) agree that the rates of payment to foreign language assistants appointed from 1st September, 1973» be increased from £868 to £950 per annum, as recommended by the Secretary of State for Education and Science, and (2) approve a supplementary estimate of £1,620 for the financial year 1973/7^ to meet the increased rates of payment and that no compensatory savings be required as this expenditure is as a result of a decision of the Secretary of State for Education and Science. (Note: Hie Policy and Resources Committee raise^no objection to this supplementary estimate). RECOMMENDATION XVIII; School Meals Unit Cost: ' Your Committee have considered, and are in agreement with, recommendation 6 of the report of their General Sub-Committee of llth September, 1973 (printed as an appendix to this report) and accordingly submit the following recommendation. Resolved to RECOMMEND; That the Council agree that, so as to maintain the standard of school meals, the basic unit cost allowance be increased from 7«Hp« to IQp. from 22nd October, 1973 and that a supplementary estimate of S^-9,500 be approved for the financial year 1973/7^ to cover this increase and that no compensatory savings be required since the increase is due to inflation. (Note: The Policy and Resources Committee raise no objection to this supplementary estimate). RECOMMENDATION XIX; Transport of Pupils - Roxeth First and Middle School: Your Committee have considered, and are in agreement with, recommendation 7 of the report of their General Sub-Committee of llth September, 1973 (printed as an appendix to this report) and accordingly submit the following recommendation. Resolved to RECOMMEND; That the Council approve a supplementary estimate of £2,100 for the financial* year 1973/7^ in respect of the transporting of 110 pupils on school days from Roxeth First and Middle School to Newton Farm First and Middle School, due to delays in the completion of the contract for rebuilding work at the Roxeth School, and that no compensatory savings be required since this expenditure arises from circumstances beyond the control of the Education Committee. Your Committee have considered, and are in agreement with, recommen­ dation 1*f of the report of their General Sub-Committee of 11th September, 1973 (printed as an appendix to this report) and accordingly submit the following recommendation. Resolved to RECOMMEND; That the Council:-

(1) agree that, subject to Job Evaluation and to the concurrence of • the Establishment Sub-Committee new posts, as detailed in recommendation 14 of the report of the General Sub-Committee of 11th September, 1973» be established from 1st January, 197^» and (2) approve a supplementary estimate of £2,570 for the financial year 1973/7^- in respect of the establishment of the above posts and that compensatory savings, as detailed in recommendation 1^ of the report of the General Sub-Committee of 11th September, 1973» he made. RECOMMENDATION XXIII; Ancillary Staff in Primary Schools;

Your Committee have considered, and are in agreement with, recommendation 15 of the report of their General Sub-Committee of 11th September, 1973 (printed as an appendix to this report) and accordingly submit the following recommendation. Resolved to RECOMMEND; That the Council:-

(1) agree that, subject to the concurrence of the Establishment Sub­ committee, an extra O.*f of a point be granted to the allocation to First Schools for Ancillary Staff entitlement and that an extra 1.'6 points be allocated to Priestmead Middle School; arid (2) approve the supplementary estimate of £1-,¥»Q for the financial year 1973/7^ in respect of additional ancillary staff salaries etc. and that no compensatory savings be required as this is considered by the Education Committee as a special case. RECOMMENDATION II; Application for Grant Aid. 1972/73: Y.W.C.A. Freeway Youth Pro.iect (formerly known as the detached Youth Worker Pro.iect) . With reference to Recommendation 2 (19 October, 1971) an application was submitted from the Y.W.C.A. for grant aid towards the cost of running the Freeway Youth Project.

RESOLVED TO RECOMMEND;

That in accordance with the Recommendation of the .Accounts Sub-Committee a grant of (1) £3330 being 90% of the Social Workers' salaries and (2) £2770 being 90% of the costs of premises and other expenses, be made to the Y.W.C.A. in connection 'with the Freeway Youth Project.

375. Youth Workers - Supervision. The Director of Education reported on the proposal to extend the supervision for Youth Workers to continue after their probationary year.

General Sub-Committee be requested to approve that counselling be encouraged for all the Council's youth workers; that with effect from April 1974 ten 2 hour sessions per year be allowed for personal supervision and that the supervisors be paid at Grade 4 of the F.E. part-time teachers' rate. (The total cost in a full year would be £200).

376. ' Conference of Youth Committee Members. With reference to recommendation 2 (19th March 1973), The Director of Education reported on the reply which had been received from the Education Committee of the London Boroughs Association concerning this proposed conference . requesting additional information regarding possible venue and the persons to be invited. • .

RESOLVED: (1) That the Development Sub-rCommittee be requested to investigate all the details of the running and organisation of this 'conference.

(2) That the Director of Education be requested to submit to the Development Sub-Committee a report on the activities of- the Avery Hill ' College which may overlap the aims of this conference.

377. Clerical Assistants at the Statutory Youth Centres. The Director of Education reported on the request by Youth Workers for Clerical assistants to be appointed at the statutory youth centre because of the increased amount of paper work and the changing role of the full-time youth worker.

RESOLVED: That the General Sub-Committee be requested to approve that clerical assistance be provided at the statutory youth centres for up to ten hours per week, that appointments be made within the Clerical 1 scale at an estimated cost in a full year of £400, and that these appointments be made in this current year.

The accommodation - problem in the interim period could be solved "by the use of temporary accommodation in Courtfield Avenue, recently vacated by the Libraries Service.

158. Use of the libraries by the less literate; RESOLVED: (1) That , the report of the Assistant Controller of Education Services (Borough Librarian) on the use of libraries by the less literate be received.

(2) That the Schools and Further Education Sub-Committee be recommended Jo approve a visit to a public library being included in the curriculum for all school leavers and especially for the ROSLA group of 15/16 year olds.

(3) That a more permanent scheme be investigated for extending Roxeth Library which at present is still below the size recommended by the D.E.S.

159. Adult fiction - arrangement on shelves; RESOLVED: That the grouping system of fiction books of one type be introduced for a trial period of six months at two libraries, one to be Wealdstone and the other to be chosen at discretion by the Assistant Controller of Education Services (Borough Librarian).

160. Harrow Library Service: RESOLVED; (1) That the report on the Harrow Library Service 1923/73, submitted by the Assistant Controller of Education Services (Bozottgh Librarian) be received.

(2) That a vote of thanks to Miss Dimbleby be placed on record for presenting such an excellent report.

161. Publicity for the libraries; The Assistant Controller of Education Services (Borough Librarian) and the Public Relations Officer submitted a report on methods of publicity for the libraries.

RESOLVED: (1) That a further report be submitted to the next meeting on:-

(a) The cost of supplying leaflets and beer mats to advertise the Library Service.

(b) The cost of naming the mobile library and delivery van and of fixing frames to their sides for the display of posters.

162. Capital Estimates: The Director of Education reported that the Eorward Budgeting Sub-Committee oa 27th June, 1973 had recommended the Policy and Resources Committee to -accept all L.D.S., expenditure associated with Key Sector expenditure and all L.D.S, expenditure as estimated in 1973/74. At the same time all Committees of the Council had been asked to place all projects for 1974/75 in priority . order. As far as this Sub-Committee are concerned the Staamore Village Branch library project had originally been high in the 'priority list but there was no guarantee -with the available capital resources in 1974/75 but there would be a definite start in that year. It is considered therefore that the starting date of Kenton Library should be deferred and that a request should be made that as a result of this -Qte Stanmore project be considered as definite for inclusiion in 1974/75.

RESOLVED:. That the General Sub-Committee be recommended.

•(1) To approve the inclusion of the library projects in the Capital, , Estimates 1974/75 in the following order -of priority. (i) Stanmore, (ii) Pinner, (iii) Kenton.

(2) To request the Policy and Resources Committee to approve the inclusion of the Stanmore Village Library in 1974/75.

163. Revenue Estimates 1973/74: The Director of Education reported that at their meeting on the 10th April 1973, the Education Committee had resolved as under:-

"That in the view of reduction in the General Rate Estimates for 1973/74 of £35,000., relating to the Education Committee, the officers be instructed to present alternative suggestions by 18th September 1973, whereby the Estimates may be reduced by £35,000."

Following this decision, the Sub^Committee had been, requested to consider the items for which, decision could be made to reduce expenditure during the current year and to place them in priority order for reductions should it; be determined that it was necessary to .amend the Estimates relating to items for which the Sub-Committee are responsible,

RESOLVED: That if necessary the- General Sub-Committee be recommended, to approve reduction in expenditure on Books and Bindings during the current financial year1 amounting to £2,000.

The Director -of Education reported, that it had been the practice to regard full-time students aged 18 years and under (19 years and under for *0? and, *A* level courses) at the Harrow College of Technology and Art and Harrow College of Further Education, as being, in a similar position to- pupils in, the same ,age group attending secoadary schools and the Junior College with regard to the provision of free tuition, payment of examination fees, travelling expenses and maintenance, -grants. However, students at the two further education colleges were at a disadvantage, in, "one respect as they were required, to purchase their own text books and consumable materials,, a disadvantage that would become more apparent with the increase in the number1 of junior colleges and that had become less supportable with the raising of the school leaving, age. The Director of Education reported that students attending part-time courses were occasionally required to attend Further Education Establishments outside their home areas on a Block Release basis. At present, discretionary Grants at the rate of 67p per night was made but this had not been reviewed since 1965. The Conference of Education Officers of the London and Home Counties had now recommended to Authorities that the rate be increased to the same level as the rate for term time' study Grant Regulations. Resolved to RECOMMEND; That the rate be increased to the term-time study rate under the Grants Regulations at present to £1.30 per day, payment to be met from existing Estimates.

RECOMMENDATION 5; Student Awards - Ugandan Asians; The Director of Education reported that the Uganda Resettlement Board had made special arrangements for grant assistance to Local Authorities towards the cost arising from the reception and initial resettlement of the United Kingdom Passport Holders expelled from Uganda, including grants made to Ugandan Asian students. The Board would reimburse Authorities for the full cost of these student awards for the academic year 1972/73, but as from September, 1973, this special arrangement would cease. In future years, awards to Ugandan ; Asian students would be treated for rate support gfojit purposes in the same way as Awards to all other United Kingdom students.^ Details were submitted of continuing awards and new applications received to date. The Secretary of State for Education and Science, and the Ugandan Resettlement Board had expressed the hope that as these Uganda Asian students were to be treated as United Kingdom residents, Local Authorities would continue to use their discretionary powers to make awards to them and waive the three-year residential qualifications. Resolved to RECOMMEND; That residential qualifications should be waived for fees and for grants to Ugandan Asian students, expelled from Uganda in 1972. RECOMMENDATION 6; Visits to France for Linguistic and Cultural Activities by children of the new Middle Schools; The Director of Education reported that all 32 Junior Schools which existed at the beginning of the School year 1972/73 would have begun or were continuing to teach French in September 1973, It was proposed that mixed parties of final year Middle School pupils should in the Summer Term of 1974, in May and June, be escorted to a Centre in eastern Brittany, to stay for some 10 days, inclusive of the time travelling. That Mr. J.S. Dent, Regional Advisory Officer, Civil Service Council . for Further Education, be appointed to serve on the Governing Body with effect from 15th October 1973 as a representative of the Public Services.

RECOMMENDATION 9: Teachers Salaries— above Scale payments; High Schools and Junior Colleges;

The Director of Education reported that with reference to recommendation 11 (31st May 1973), it had been decided and subsequently approved by the Chairman of the Education Committee and the Mayor, that the existing basis for calculating entitlement to points in respect of above-scale payment of 60% of difference between the minimum and maximum of the appropriate points score range, plus 107» "Pool" to be used at the discretion of the Director of Education for special cases should be increased to 807. plus 107o "Pool". The Teacher Representatives of the Joint Consultative Committee had recommended that First and Middle Schools be allowed the maximum of the'appropriate points score range.

The Joint Consultative Committee at their meeting on 3rd July had received a request from the Harrow Teachers* Consultative Committee that urgent consideration be given to the- position of High Schools and Junior Colleges from September 1974, and had asked that 607. be increased to at least 807o.

The total number of points available to existing Secondary Schools from 1st April, 1973, had been 1,165 plus 107. "Pool". This had resulted from an improvement in the points score ranges in the Burnham Salaries document and also in some cases improved School group numbers arising from the Triennial review. If 'the 607. was increased to 707c, this would involve an additional 292 points and if increased to 807., an additional 323 points.

This Sub-Committee had been requested to consider the points score range to be implemented with effect from September 1974, in view of the fact that the Head Teachers of the. re-organised Schools had been appointed from 1st January 1974, and would need to know as soon as possible the number of points available for allocation. The Heads of High Schools and Junior Colleges had met /recently- and had requested that Group 10 High Schools be allowed two Senior Teachers instead of one. The Sub-Committee were informed that the Governing Body of Stanmore Junior College had "been concerned that the School should have equal consideration as the re—organised Schools* It was reported that the re-orgaaised Junior Colleges -were to. be placed in Group 12 in accordance with the estimated 1978 unit total. The Governing, Body had considered that there should Ibe parity with other Junior Colleges, as far as possible,, and had recommended.,, therefore, that with effect from 1st, September, 1974, the Headship, Deputy Head,, Second Deputy Head; and, Second, Histress,, should, be granted allowances equal to the difference in salaries for Group 11 and Group' 12. • - . . .-.._-.

Resolved to RECOMMEND.; - ; . • • - .- . - (1) That 80% plus 107. "Pool"1 of the points score range be implemented •with effect from, September,- 1,974, in respect, of High Schools and Junior Colleges, at a cost of £41,125 {in 1974/75). (2) That Group 10 High Schools be classified as Group 11 High Schools for the purpose of their being allowed two Senior Teachers instead of one. (3) That agreement in principle be given to Stanmore Junior College achieving parity as far as possible with other Junior Colleges, and accordingly that with effect from 1st September 1974, the Head, Deputy Head, Second• Deputy Head and Second Mistress be granted allowances equal to the difference, in salaries between Groups 11 and~12; Before final approval, is formally, given this agreement shall be -subject to the provisions of the next Burnfcam Report. RECOMMENDATION 10; Re-organised Schools - Catchment Areas; The Director of Education reported that at a meeting held on Monday, 23rd July, the Working Party set up to consider Primary and Secondary Education had finalised its proposals concerning, the admission of pupils to the .First, Middle and High Schools., ' : ' . - - •. The following factors had been closely considered in the formulation of the scheme:-' (a) -General recognition of certain, natural-borders, e»g0 roads, . railways, open spaces. (b) The pupil journey to school,,, particularly the journey to- be undertaken by younger children in Primary-Schools - with the rider to both (a) and. (b) accepting that it is normally safer to travel, along major roads than to cross them.. . . (c)' Pupils of any oae Middle School to -feed the same High. School thereby offering wide opportunities for a..continuous development! of pastoral care and curriculum- from 5 years until, 164- aad thence-, to the Junior College of their 'Choice. At the 124-' stage - this would, minimise -one social difficulty .. of selection* with the exception of those pupils attending, the two retained ' Grammar Schools,, namely that.of breaking, established friendships and thereby facilitating rapid absorption into the High School, for the first year intake 0 ESF 262 Vol 0 3 e EDUCATION

(d) The provision of accommodation at both Primary and Secondary level in order to make full and efficient use of the existing buildings and sites.

(e) As an interim measure, pupils transferring into High School at 12+ should be allowed to attend a High School other than that fed by the Middle School if he has an older brother or sister at the High School in question provided that there is room for him and that his parents declare this option.

(f) To consider the factors mentioned above, not in any order of priority, but in order that a workable scheme would result by making the minimum alteration to the existing catchment areas and, in consequence, to minimise concern and doubts amongst parents, pupils and teachers* Your Sub-Committee were recommended to approve the scheme as submitted, which represented a firm concensus of opinion of Heads and Officers. • • Resolved to RECOMMEND;

1. That in accordance with the recommendations of the Working Party ;- (a) Approval be given to the scheme for catchment areas of re-organised schools, as set out in appendix, 'these areas to operate as from January 1974, for those pupils entering school for the first time.

(b) Younger pupils retain the option of. attending the same schools as their older brothers and/or sisters, for both the Primary and Secondary sector, provided there is room.

(c) Pupils would normally transfer to the High School fed by their Middle School.

(d) Pupils already attending a First School subsequently divorced from their home address be offered the opportunity of transferring to the appropriate Middle School at 8+ years of age.

(e) Parents retain the choice of any school provided that accommodation is available in those schools not serving their home area, in accordance with the London Government Act, 1963.

RECOMMENDATION 11; Consideration of alternative proposals to meet the accommodation problem in the West of' the Borough;

At their meeting on 23rd July, 1973, the Working Party set up to consider primary and secondary education in Harrow, had considered a recommendation on the future use of Whitefriars Secondary School, from the Harrow West Governing Body, together with a letter from the staff of Whitefriars Secondary School, copies of which letter had been sent to various people, including the Secretary of State for Education and Science, and the Member of Parliament for Harrow Central, Mr. Anthony Grant, EDUCATION" " ESF 263

It had been noted that even -with the most generous staff/pupil ratio, and the maximum benefit from the points pooling system, Wnitefrxars could not become more than a Group 9 school, and that should It be utilised as a -6 F.E. High School,, nearly half of the accommodation would be temporary.

In addition should Whitefrxars Secondary School become a 6 F.E, High School, the resulting loss of facilities and staff would cause Mount View High School to be changed from a Group 11 to a Group 9 school.

"Hie Working Party considered the catchment area changes which would foe essential to the proposal to use Khitefrlars as an annexe to Belmont. • . .

The Director of Education reported that at the meeting on 19th, July 1973, the Council had, resolved:-

" "That (i) each year from 1st September 1973 the Council take up a (a) at least thirty additional assisted places at Independent Schools the assistance rising from £l to the ftill amount of the fees depending on the parents'" economic circumstances and (b),at least forty additional free places at Direct Grant Schools; (li> If it is not - possible to take up the places in September 1973 the number shall be correspondingly Increased for September 1974 and (ill) the Director of Education be authorised and required" to take all necessary steps to Implement this decision"'.

The Sub-Committee were Informed that as the Independent atKl Direct Grant Schools had already closed for the Summer holidays it had not been possible to contact the Heads of these .schools concerning this decision. Places in these schools had already been allocated for September 1973, and It would be necessary to negotiate forthwith for places for September 197'4.

The Director of Education reported that It was unlikely that the schools would be In a position to offer an 'off programme' allocation for a/single year, but would be looking to the " • London Borough of Harrow to offer to take a regular number of places over a period,, say of 5 years. The Director of Education reported that the two College Branches of the A.T.T.I, in Harrow had set up a Borough Liaison Committee to discuss with the Authority such topics as a local interpretation of national further education policy, relationships with the new junior colleges, conditions of service and other educational problems not specifically related to primary and secondary education. For this purpose, the Borough Liaison Committee would like a Joint Consultative Committee to be established comprising members of the Authority and teachers in" further education institutions.

Resolved to RECOMMEND:

That approval in principle be given to this proposal and that the constitution of such a body be considered at the next meeting of this Sub-Committee.

Items referred bv the Joint Consultative Committee: '(a) Home Accidents Survey; The Director of Education reported that with reference to Resolution 520 (31st May 1973) the Joint Consultative Committee at their meeting on 3rd July 1973 had approved a revised questionnaire and letter relating to the home accidents survey,

(2) That Headteachers of those schools willing to offer the.home, safety course should be asked whether they wished to follow it up with the questionnaire on home accidents.

• (3) That agreement to the distribution of this questionnaire should not be taken as a precedent•and that applications for the circulation of subsequent questionnaires should be judged on..their merits.

(b) Admission of non-Harrow Children to schools in the Borough; The Director of Education reported that concern had been expressed by the Harrow Teachers Consultative Committee regarding the effect that Section 8 of Clause 31 of the London Government Act 1963 was having on some Harrow Schools on the borders of the Borough in creating classes of an unacceptable size. The Joint Consultative Committee had agreed to recommend this Sub-Committee to refer this matter to 'the London Boroughs Association.

RESOLVED: That no further action be taken on this matter, taking into account the present-informal agreements with neighbouring Boroughs. • • i (c) Retiring of Teachers. With reference to Resolution 524 (31st May 1973) the Joint Consultative Committee had considered the possibility of giving some more permanent form of recognition of long service to the Borough by retiring teachers. RESOLVED: That in accordance with the recommendation of the. Joint Consultative Committee, a buffet reception for teachers retiring during the year be held annually irrespective of their length of service and an appropriate sum of money be included in the estimates for 1974/5.- ' j (d) School uniform for sixth formers. Further Education Establishments .following the request at their- meeting on 14th June 1973 of the Governing Body, of Harrow College of Technology and Art that the Education Committee agree that no cuts or staffing restrictions be made without the fullest possible consultation and that in particular, the College should not be. expected to accept a less favourable .situation than other London Colleges engaged on similar level work. Headmaster and Deputy Head - salary: Bie Director of Education submitted an application from a Headmaster requesting that consideration, "be given to the possibility of increasing his salary and that of the Deputy Head with effect from 1st April . 1973, on. the grounds of exceptional difficulty and inconvenience "being experienced, because of major demolition and rebuilding operations taking place in the school.

Revenue Estimates 1973/74: Following the decision of the Education Committee that in view of the reduction in .the general rate estimates fer 1973/74 of £35,000 relating to the Education • Committee, the officers be instructed to present alternative suggestions by 18th September 1973 whereby the estimates may be reduced by £35,000, your Sub-Committee considered the remaining items for which decision could "be aade to reduce expenditure during the current year and place them in priority order for cuts- should it be determined that it was necessary, to abate, the service estimates for which.the Sub-Committee was responsible.

EESOLVED:. That the General Sub-Commit-tee be recommended to approve the following cuts in expenditure arising from the Eevenue Estimates 1973/74 in the priority shown (should such cuts be considered necessary). (1) Primary School music developments - £2930 (2) 'Counsellors for Secondary Schools,, if not appointed this financial year - £22,785. (3) Direct grant and independent schools - total reduction £9,285, "but retaining compensatory provision for additional teachers,,, "books, stationery etc. of £2705, net reduction - £6,580.

(4) Holidays for deprived Children (likely possible saving on numbers participating this year) - £1,000. 560. Recommendations from the Workiag Party set up to consider Primary and Secondary Education, in Harrow: (a) 8 Form Entry High School for Boys: Your Sub-Committee were informed, that,, following consideration of details with regard to the"short fall oe£ High School places resulting partly from the Secretary of State for Education and Science's decision in respect of Harrow County Boys* School and Heriots Wood Grammar School for Girls', the Working Party at their meeting on llth June 1973, had recommended that a new eight form entry Sigh School for Boys'be provided. In view of the urgent need for the additional accommodation, a full report on this proposal had been submitted to the Chief Officers Management Board and they had approved a suggested method of obtaining loan consent for the project in order for it to be built "off programme" so that planning could be commenced immediately the DBS approved its justification. A full report on the financing and siting of this project would be submitted to the next meeting of the Sites and Buildings Sub-Committee.

RESOLVED: That the Sites and Buildings Sub-Committee be recommended to approve that a proposal be submitted to the DBS for the provision of a new 8 Form Entry High School for Boys "off programme". (b) Small Sum of money to be spent at the discretion of Governing/ • Managj-ng Bodies: RESOLVED: That in accordance with the recommendation of the Working Party, the General Sub-Committee be recommended to approve that the sum of £10 per annum, at present allocated to each school to be spent at the discretion of the Governing Body, be increased to £20 per annum as from 1974/75 and should relate to Governing/Managing Bodies in respect of all schools.

561. Staffing ratios; Your Sub-Committee were requested to consider the staffing position at Mount View and, Canons High Schools in relation to split site working, arising from the annexation of Whitefriars Secondary and Camrose Secondary Schools respectively, and to consider the position of the two Grammar Schools particularly as there would be a-great similarity between them and the new Junior Colleges, at least during the budgetory period 1974/75.

RESOLVED: (1) That the question of the staffing position at Mount View and Canons High Schools be referred to the Working Party set up to consider Primary and Secondary Education in Harrow,

(2) That staffing ratios at the two Grammar Schools for the year 1974/75 be retained as at present.

562. Schopls Capitation Allowances; The Director of Education reported that with reference to Resolution 438 (17th October 1972) this Sub-Committee had agreed that the increased capitation allowances for the year 1973/74 be reviewed in--one year's time. This Sub- Committee were informed that due to the effects of VAT the overall cost of purchasing handicraft materials, science materials and books had increased whilst stationery and games materials decreased. Increases and decreases in cost in 5 different categories had been monitored between July 1972 and July 1973 as shown in the summary below :- Books (on average) plus 7% Handicraft materials plus 11.19% Science materials and small equipment plus 13.51% Games materials and small equipment minus 12.45% Stationery minus 4.52%. JATIOM"lIr Nursery 1975/76: With reference to recommendation 18 (21st March 1973),, the Director of Education reported that notification had heen received from the Department of Education and Science regarding the Secretary of State's allocation for Nursery Building Programmes,, together with details of the criteria on which 'the allocation "was based. The Authority's allocation for each of the years 1974/75 and 1975/76 was £50,000 and this would take the form a£ earmarked additions to minor works programmes. The Director ox Education reported that the estimated value oif. the first three projects (i.e. total of 200 places) of the Council r s programme was approximately equivalent to> this allocation. Authorities had been asked to inform, the Department of Education, and Science of the use they proposed to make of the allocations 1974/75 and 1975/76. The Sub-Committee wished to place on record their deep disappointment and regret that in view of the Secretary of State's previous comments regarding the expansion of nursery education, this small allocation would not allow the Authority to undertake its intended programme. (1) That in the light of priorities previously approved by the Education Committee, the Department of Education and Science be informed that the allocations for 1974/75 and 1975/76 will be used for the following projects:

(2) That a further report be submitted on proposals for the allocation of the remaining 70 F.T.E. places, including consideration of a R.C. project.

RECOMMENDATION 12; Provision of Mobile Classrooms January 1974.

With reference to recommendation 19, (21st March 1973) the Director of Education reported that the 18 additional mobile classrooms to be provided during the financial year 1973/74 had been allocated to meet the demand for additional accommodation until the end of the Autumn Term. Due to a further sharp increase in numbers in First Schools from January 1974, 10 additional mobile classroom units would be required.

Resolved to RECOMMEND:

That approval be given, to:-

1. The hire of the ten additional 24ft. x 24ft. mobile classroom units from I. Clifton & Sons Ltd., at a monthly rental figure of £31.50. 2. The seeking of a supplementary estimate for £945 to cover the rental costs of the ten additional units for 1973/74, the need for which could not have been anticipated when the Revenue Estimates for 1973/74 were drawn up, therefore the need for compensatory savings does not arise, 3. The additional installation costs of £3,500 for the ten mobile classroom units being met from the Minor Capital Works Allocation 1974/75.

RECOMMENDATION 13: Allotments Land at rear of Kingsway Crescent,. North Harrow:

The Director of Education reported that the Policy and Resources Committee at their meeting on.2nd July 1973 had deferred consideration of the use of the above land to enable the Education and Public Works and Services Committees to consider whether the Council should be recommended to purchase the land for educational or allotment purposes. The Sub-Committee were informed that where telephones installed had been in the houses of other manual employees called subject to being out at night, the Council paid for the installation, and official business rental calls. The account was rendered to the employee who submitted it to the Controller of-financial together Services for'payment with payment for private calls made. Hie total expenditure for the; remainder of 1973/4 (excluding would be £1,265 calls) and for the"full year 1974/5 at approximately £990 (rental charges only, and excluding calls). The Inspector had recommended that planning permission for both the proposed developments should be refused, but the Secretary of State had disagreed with the Inspector's recommendation in regard to the housing proposal and had granted outline planning permission.

The Secretary of State had accepted the Inspector's recommendation that permission be refused for the proposed School, and .had agreed with the Inspector's suggestion that the School might be more satisfactorily located within land on the east side of the Railway.

That the new site for the St. Teresa's R.C. School be included in the Feasibility Study to be undertaken in respect of the expansion of the College of Further Education building.

RECOMMENDATION 16: Harrow College of Technology and Art - College Accommodation: \ The Director of Education reported that at their meeting on 26th July, 1973 the Schools and Further Education Sub-Committee had considered a recommendation from the Harrow College of Technology and Art Governing Body that approval be sought for the inclusion of further extensions to the College in an early building programme, in view of the pressure on College accommodation and the need to provide also for additional courses.

That in accordance with the recommendation of the Schools and Further Education Sub-Committee, a project be submitted to the Department of Education and Science for the inclusion in the "Preliminary" List of the Major Building Programme to provide a further extension to the Harrow College of Technology and Art.

The Director of Education reported that in view of the protracted delivery period on contract furniture, it was necessary to place orders in the near future for the furniture and equipment required in connection with building projects at certain schools, financial provision for which was included in the approved Capital Estimates 1974/5.

Hie Sub-Committee considered a report submitted by the Director of Education concerning the recommendation for the establishment of a new 8 F.E. High School for Boys made by the Schools and Further Education Sub-Committee at their meeting on 26th July 1973.

The appropriation values of the two education sites -which are to be used for housing purposes, namely Queensbury, Honeypot Lane (5.07 acres) and land near Belmont Circle (3 acres) were considered In relation to these values being set against the "'off programme" project and details of various sites for locating the new school were considered.

With reference to the Joint report: of the Controller of Architecture and the Controller of Education Services concerning Fire Precautions In Education Buildings (reference resolution 384), the Sub-Committee noted that the G.Ii.C. fire officer had recommended that certain, works should be carried out at Roxeth Manor Secondary School.

Double Glazing at Harrow County School for_Glrls: The Director of Education reported that the Harrow Central Girls Governing Body, at their meeting on 5th July 1973, had expressed their regret at this Sub-Committee's decision concerning double-glazing (reference resolution 356, 21st March 1973), and had requested that the Games Fund (£2,672.00) be used ( if possible, to meet the cost of the double glazing of at least two classrooms.

RESOLVED: That the Controller of-Architecture be requested to prepare a detailed estimate of the cost of double glazing two classrooms, and be authorised to proceed with-the project if the estimate is covered by the amount standing in the Games Fund (£2672.00).

383. Revenue Estimates,. 1973/7A; With reference to the resolution of the Education Committee on 10th April 1973 that"ii view of the reduction in the general rate estimates for 1973/74 of £35,000 relating to the Education Committee, the Officers be instructed to present alternative suggestions by 18th September, 1973 whereby the Estimates may be reduced by £35,000", the Director of Education reported that the General Sub-Committee at their taeeting on llth September, 1973 would be making a recommendation on the overall allocation. The Director of Education reported that local education authorities had been informed that in view of the revised salary scales for teachers from 1st April 1973, the Secretary of State considered it appropriate that the rates of payment to -foreign assistants appointed to maintained schools from 1st September, 1973, should be increased from £868 to £950 per annum*

The Director of Education reported that with reference to- recommendation 7 (19th October, 1973) a unit cost of 7. lip" had been allowed • in the revenue estimates for the current financial year. A review of comparative prices of a large range of the most commonly used commodities revealed an overall rise; In prices of 23.93% (meat , prices alone had increased by 54% - necessitating a cutting down on the amount spent on fresh -meat) . Details of the costs obtaining1 in neighbouring Boroughs were submitted.

(1) That approval be given to an increase in the unit cost to lOp per meal from 22nd October 1973. . (2) That a supplementary estimate of £49,500 be sought for 1973/74 without compensatory savings. •

RECOMMENDATION 9: Harrow College of Further Education - College Book Stall:

The Director of Education reported that the Governing .Body at their meeting on 25th June, 1973 had recommended that a book shop run by a retailer be set up on the College premises. Your Sub-Committee were reminded that the College was isolated from an area where books might easily be purchased. .

Resolved to RECOMMEND:

That the Policy and Resources Committee be recommended to approve the setting up of a book shop run by a retailer, on the College premises on terms to be agreed between the Council and the retailer. ' I* i RECOMMENDATION 10: Harrow College of Technology and Art; Licenced Bar: : I The Director of Education reported that with reference to recommendation 11 (5th June, 1973) the Governing Body of Harrow College of ! Technology and Art had further considered the siting of the : bar, the proposed financial arrangements and the administration. j They had agreed to recommend that the management of this bar \ be the responsibility of the Borough Catering Manager in conjunction I with a staff/student committee which would concern itself mainly I with policy, and that the capital outlay necessary estimated i at £2,000 for the establishment of a licenced bar at the College I be provided by the Council, this sum to be repaid at an agreed , rate of interest from the profits of the bar. In view of the ' suggestion that the College should repay the sum involved, . Your Sob-Committee were informed that the Schools and farther Education Sub-Committee at their meeting on 26th July, 1973 (reference resolution 545) had considered the report of the Transport and Traffic Sub-Committee on the further recruitment of school crossing patrols and had recommended in principle the provision of free refreshments to all school crossing patrols. The cost of providing free meals in 1974/75 "at current costs would be £1,946 in respect of the 39 patrols employed in the Borough. Such refreshments could be offered as a fringe benefit, to recruitment and provision could be made for the cost in the estimates.

The Director of Education reported that with reference to resolution 438 (17th October, 1972) this Sttb-Committee had agreed that the increased capitation allowances for the year 1973/74 be reviewed in. one year's time. This Sub-Committee were informed that due to th-e effects of ^6.T the overall cost of purchasing handicraft materials, science materials and 'books had increased whilst that of stationery and gauss materials had, -decreased. The Director of Education reported that following the amendment to the rate for 1973/74 agreed by Council on 15th March, 1973, the Education Committee on 10th April had considered the implication of the called-for cut in Education expenditure and had resolved "that in view of the reduction in 'the General Rate Estimates of £35,000 relating to the Education Committee, the Officers- be instructed to present alternative suggestions by 18th September whereby the Estimates may be reduced by £35,000". The Libraries, Youth, Schools and Further Education and Sites and Buildings Sub-Committeeshad set priority orders for cuts for items within their respective remits, and it had been fully understood that the priority orders for cuts did not mean that- various items submitted meant that policies were no longer required.

(a) The Director of Education reported that with reference to recommendation 5 (14th December 1972) concerning the revised allocation of points to primary schools for non-teaching staff after the re-organisation in September 1973, the Joint Consultative Committee at their meeting on 4th July 1973 requested your Sub- Committee to consider the granting of an extra 0.4 of a point to the allocation for First Schools, this need having arisen as a result of the implementation of the shorter working week.

(b) Your Sub-Committee considered the exceptional circumstances at Priestmead Middle School and were of the opinion that these justified an immediate increase in the points allocation.

(1) That subject to the concurrence of the Establishment Sub- Committee approval be given to the granting of an extra 0.4 of a point to the allocation to First Schools, the additional cost in 1973/74 to be £1,250 (£1,750 in a full year).

426. School Meals Service Staff - Annual Leave; The Director of Education reported that with reference to Resolution 416, (5th June, 1973), investigations had been made into the possibility of School Meals Service Staff taking their holidays on a rota system.

The School Meals Organiser was of the opinion that leave taken in term time on a large scale, (and requests had considerably increased this year) could be detrimental to the service.

RESOLVED: That further consultation be made with the Unions on the question of holidays being taken on a rota system by School Meals Service Staff.

427. Use of Bannister Sports Centre; The Director of Education reported that at their Meeting on the 2nd February 1972 (reference Resolution 243) the Sites and Buildings Sub-Committee had approved at the appropriate hire charge, use of Bannister Sports Centre by the Old Gaytonians 1 Athletic Club.

RESOLVED; That the following arrangement be continued:-

(a) exclusive use of the track and all facilities on pre-agreed occasions for championship/league meetings, and (b) the use of track facilities at evenings and week-ends (without the exclusion of the general public). •

428. Recommendations from Governing Bodies; RESOLVED: That the recommendations 'from the Governing Bodies of Secondary Schools, details of which' are set out in the Minute Book, be received and appropriate action taken thereon.

429. Further Education. Computerisation of Statistical Records; The Director of Education reported that with reference to Recommendation 7 (5th June 1973) the Governing Bodies of the Harrow College of Technology & Art and the Harrow College of Further Education had agreed with the proposal to introduce the above-mentioned scheme. • .

RESOLVED: That the report be received.

430. Holiday Provision for Youth; The Director of Education reported that with reference to Recommendation 2 (5th June 1973) details were submitted of the programme of activities organised by the Youth Council during the period 30th July to the 25th August at Blackwell School and Harrow College of Technology and Art. The above Recommendation approved a grant of £700 to cover costs, but no authorisation for payment of any employees.

RESOLVED; That payments of £25 and £50 plus expenses be made to two young people employed by the Youth Council between 15th - 29th July and 29th July - 29th August respectively, out of .the grant of £700. EDUCA-TICK Yol.3 EG 194

Representation of young people on Council Committees: With reference to Recommendation 5 Cist February 1973) a letter iiad been received from the Students* Union of the Harrow College of Technology and Art apologising- for their inability to present a nominee for the Students'* Consultative Committee' until mid-September as the Executive did not meet until 18th September 1973.

432. Transport of children Ifflhittlesea and Shaftesbury Schools; -The Director of Education reported that, following the dissatisfaction . expressed by the Governing Bodies of Shaftesbury and TShittlesea " Schools, at their meetings of llth July and 16th July 1973 respectively, with the coach transport provided for children between home and . school, coach guides would in future submit a weekly report specifying any deficiency in the service, to enable• immediate1 action to be taken. The Controller of Engineering,also submitted his observations.

RESOLVED; That complaints about the service be noted and a further report be submitted at the next meeting of the Sub^Committee,

433. Section 13 Notices ~ Harrow County Boys' Grammar School and • Heriots Wood Girls'"Grammar'School;•' The Director of Education reported that a letter, dated 24th August 1973,; had been received from the Secretary of State giving approval to the proposal that the age of admission to the above schools be raised from 11 plus 'to- 12. plus., "• ' . 434. Youth Workers Supervision: The Director of Education reported that at their -meeting on 24th" July .1973 .(reference resolution 375) the' Youth Sub-Committee had considered the proposal to extend the supervision of Youth Workers to continue after their probationary year. It was agreed that counselling should: be encouraged for all the Councils* full-time youth workers and that they should be allowed to choose their own supervisors from a list provided by the Authority.

RESOLVED: - That in accordance with the recommendation of the Youth Sub-Committee»this Sub-Committee approve:-

(1) That with effect from April 1974, ten 2-hour sessions per year ±or each full-time Youth Worker be allowed, for personal •supervision. • (2) The payment of supervisors "at grade 4 of, E»E, Part-time teachers rate, at an estimated cost .of £200' per annum.

435. Clerical Assistants at the Statutory Youth Centres: The Director of Education reported that at their meeting on 24th July 1973 (reference resolution 377) the Youth Suh-Comiaii;tee had considered a request for Clerical Assistants to be appointed at the- Statutory YOuth Centres because of the increased amount of paper work and of the change in role of .the full-time Youth Worker. RESOLVED: That in accordance with the recommendation of the Youth Sub-Committee, the Establishment Sub-Committee be recommended to approve: -

(1) The provision of Clerical Assistants at the Statutory Youth Centres for up to 10 hours per week with effect from 1st January 1974.

(2) That appointments be made within the Clerical 1 Scale at an estimated cost in the full year of £400 for which there is no provision in the estimates.

436. Careers Office Staffing: (a) 1973/74. The Director of Education reported that at their meeting'on 25th July 1973 the Youth Employment Sub-Committee were informed that of the 6 additional posts in the Establishment of the Careers Office which had been approved by the Council on 7th December 1972, (reference Resolution 1679), the Central Youth Employment Executive had given grant aid for only 3, namely:-

(1) One post of Clerical Assistant (Clerical Grade 1) from 1st April 1973. ' . (2) One post of Careers Officer (basic grade) from 1st July •1973. I " t (3) An additional Trainee Careers Officer (Trainee Scale) from 1st May 1973.

The Youth Employment Sub-Committee again recommended that three . additional posts be established, bearing in mind that 100% of the cost might need to be borne by the Authority in the .current Financial Year. The cost of the 3 posts in the remainder of • | the current Financial Year would amount to £1,320 and for a full f year £5,280. (b) Your Sub-Committee were reminded that -rath reference to Resolution 332 (19tix July 1972) it aad been the Council *s policy that when full-time vacancies existed they should be filled by full-time members of staff, part time persons being employed only temporarily or when full-time staff were not available., In four instances, however, Head Teachers had asked to be allowed to employ an additional part-time member of staff, and this would result in two part-time employees of the same category being - employed for a total number of hours which would be within the capacity of a. single person to perform, The reason given was "that the existing part-time person was unable or unmlling to undertake additional hours and that the Head Teacher did not -wish, to lose the service, of - ,a -member -of staff who has given, valuable service over a period of years.

.EESQIxVED; That subject to the concurrence of the Establishment Sub-Committee,the previous policy be waived in tae case of the four schools involved, and that approval be given to the appointment of additional part-time staff while stipulating in these cases, that when the original part-timer left the employment of the Council, the second newly appointed part timer would undertake . full time duties.

131. Matters arising from the Minutes; The Director of Education reported:-

(a) That with reference to Minute 118 (14th March 1973), the following resolution had been passed at the Annual Conference of the Association of Education Committees in June:-

MID-DAY SUPERVISION IN SCHOOLS

"This Association, having noted that, since the withdrawal of the regulation obliging teachers to supervise the mid-day meal, there has been a significant reduction in the number of teachers prepared to share in the supervision of pupils during the mid-day break, and that, despite the employment of ancillary staff, this has produced unacceptable strains on Heads, requests the Executive:-

1. to make an immediate survey of present practices and conditions;

2. to convene a conference of DBS, Local Authority and Teacher representatives to consider the findings, and

3. to examine how the professional responsibility of the teaching .staff to support the Head, acknowledged in the report of the Working Party on the School Meals,Service, 1968, might be given practical expression."

(b) That with reference to Minute 120 (14th March 1973), a report on Financial Assistance for Teachers attending courses was to be submitted to.the next meeting of the Schools and Further Education Sub-Committee.

It was agreed that the report be received.

132. Home Accident Survey; The Committee were informed that the Schools and Further Education Sub-Committee at their meeting on 31st May 1973 had considered a questionnaire and accompanying letter which had been proposed should be incorporated in a course on home safety for 10 - 12 year olds in 12 junior schools in the Borough. The Schools and Further Education Sub-Committee had resolved as .follows;-

"1. That the questionnaire be referred back to the Health Committee for re-designing and re-submitted thereafter to the Joint Consultative Committee for their comments, prior to further consideration by the Sub-Committee.

2. That all reference to a Course on Home Safety be deleted and that the survey be used merely to provide information.". EDUCATION Vol.3 EJC 35

Copies of **%• Home Safety, Book", which would provide the basis of the Course were submitted, together with a report' by the Controller1 • of Health Services,; who attended the meeting to answer members' questions., She Committee considered the revised questionnaire and letter, and it was .agreed that the Schools and lurther Education, Sub-CosEdttee should be advised of the following; points made by this1 Committee:- 1. That it was. generally agreed that Head Teachers, of those ~ Schools witling to off er the Souse Safety .Course should be .asked whether they wished? to1 follow it up with the questionnaire on home accidents. 2. That agreement to the .distribution of this questionnaire should not be taken as. a precedent^, and that applications for the circulation of subsequent questionnaires should be judged on their1 merits. 133- Low. Start 'Mortgages. With reference to Minute 123 Cl^th larch 1973), copies of documents relating to the Low Start Mortgage Scheme recent"^ instituted by the Council were submitted by the Controller of financial Services,, whose representative attended the meeting to answer members* questions. She intention of the- Scheme was; that potential rather than actual, earnings should be taken into account, .but the general feeling of the Committee was that those lower down the salary scale would be unable to benefit from the Scheme1 due to the high property1 prices in, the area. The Committee considered the question of offering, more rented accommo­ dation to Teachers, and recognised that the seasonal nature of the demand would cause problems.. The Director of Education agreed to prepare a full, document relating1 to fringe benefits,, for circulation, to all Teachers. It was agreed that the Schools and Further Education Sub-Committee,be recommended to give maximum publicity to this Scheme, particularly in, the field of recruitment,, and to make available ia .all staff rooms. and to- interviewees^ copies of the documents submitted by" the Con- . troller of -Financial. Services* * 13&. Ifcrsery Education. The Director of Education reported on the developments which had taken place since the last meeting of the Committeeo Details were given of the sixteen lursery Classes or Units which had, been included in, the Authority's Building Programme submitted to the Department of Education and Science. A Teacher representative reported that the Secretary of State for Education and Science had recently praised those Local Education Authorities who had submitted a building programme - only 15$ of the total had done so. It was agreed that the report be received. 135. Ancillary Help in First and Middle School The Harrow Teachers' Consultative Committee expressed their thanks for the new Scheme which had been approved for ancillary help in First and Middle School. With reference to the Teachers' concern over the 0.^ of a point short-fall in the notified allocation for First Schools, which had arisen as a result of the implementation of the shorter working week, the Director of Education reported that this matter would be considered by the General Sub-Committee at their next meeting. It was agreed that the report be received. 136. Clerical Assistants - Reduced Working Hours It was reported by the Harrow Teachers' Consultative Committee that the Secondary School Head Teachers x^ere very concerned at the re­ duction in the time allocation for Clerical Assistants which had arisen as a result of a National Agreement and the Council's intro­ duction of a 35-hour working week. It was considered that the increasing work-load was a basis for a claim for additional assist­ ance. The Committee were informed that this matter would be taken into account when the revised proposals for Secondary Schools were under further consideration. It, was agreed that the report be received. 137» Child Guidance Centre In response to the expression of concern by the Harrow Teachers' Consultative Committee at the delays betvreen children being referred to the Child Guidance Centre and their being called for interview, the Director of Education reported on the present accommodation and staffing situations, and pointed out that the recruitment problems were general. It was agreed that the report be received. 138. Building Projects - First and Middle School The Harrow Teachers' Consultative Committee expressed their concern over whether or not:- (a) The building project for additional accommodation in the First School and resource areas in the Middle Schools would still meet the target dates agreed, and (b) The "cuts" vjhich. had been imposed would still enable the pro­ jects to fulfil the needs of the Schools concerned, and sub­ mitted a report of a survey of the current building and accommo­ dation situation in Primary Schools. Above Scale Payment In view of the imminent re-organisation of Secondary Education, in Harrow,, the Harrow Teachers1" Ctonsultative Committee requested that consideration be given, to: Increasing urgently the discretionary point on the range of above scale payment to at least 8C$ of the maximum in order- to facilitate the recruitment of staff. It -was .agreed that the Schools and Further Education Sub-Committee should be asked to consider this matter. 1,%2. Retirement o± Teachers At their Meeting on, the 31st May 1973, the Schools and Itether Education Sub-Committee had considered, a list of Teachers who had given notice that they would be retiring from teaching" service in Barrow on the 31st August 1973 or the 31st December1 1973, &n& It. had been resolved:— •" That the possibility of giving: some permanent form, of recognition, of long service to- the Borough be considered by the Joint Consultative Committee and a report be sub­ mitted to a, future meeting of this; Sub-CbEEBlttee« u It was agreed to recommend to- the Schools and ^Further Education, Sub­ committee that consideration, should be given to. the possibility of holding annually a Buffet Seception, for Teachers, retiring: during the . year, Irrespective- of their length of service. School Uniform for Sixth-Formers 'She Committee discussed the general policy -regarding School uni­ forms for Sixth-Formers, as requested by the Schools and Further Education Sub-Committee at their meeting on the 31st May 1973» The Committee agreed on the necessity to consult the pupils them-? selves, both as to the desirability of a school uniform and also on the nature of the uniform should one be considered appropriate. Many Teacher representatives felt that there was considerable evi­ dence that a large number of Sixth-Formers would prefer to wear a uniform of some kind. It was agreed that the views of the Committee as outlined at the meeting should be submitted to the Schools and Further Education Sub-Committee. School Visits and Journeys - Ancillary Staff as Escorts The Director of Education reported that from time to time applica­ tions were received for members of the Ancillary staff of Schools to act, with Teachers, as escorts on School visits. The Committee considered this matter and members felt that such duties could be regarded as appropriate for Welfare Assistants, and that in respect to other categories of Ancillary staff, Head Teachers should be given discretion as to whether such staff were suitable to be employed on these duties, subject to the final approval of the Controller of Education Services. It was agreed that the report be received. Expression of Appreciation. The Teachers expressed their appreciation for the kindness and consideration shown by the Education Committee to a Head Teacher during a recent illness.
