This work was first published for the benefit of the Hun- garian Fund, on the understanding (which proved a misun- derstanding), of a certain autograph acknowledgment which failed to arrive at the time expected. Those who had the care of the publication consequently took the liberty, without the leave or knowledge of the Edi- tor, who was absent, to mutilate the correspondence that formed the Preface, making it irrelevant within itself, and insignificant altogether. The Preface is therefore wholly left out in this edition, and an Analytic Index is prefixed; and the stereotypes have passed into the hands of the pre- sent publisher, who republishes it, confident that these im- portant passages of unquestionable history will benefit the Hungarian cause, by showing its necessity and justice, al- though it is impossible to benefit the Hungarian Fund by the proceeds of the work.

It shows that municipal self- government is particularly deeply rooted in Switzerland. All municipalities possess a wide range of powers and responsibilities and substantial rights of self-government. The financial situation of Swiss municipalities appears generally healthy, with a relatively low debt ratio. Direct-democracy procedures are highly developed at all levels of governance. Furthermore, the rapporteurs very much welcome the Swiss parliament’s decision to authorise the ratification of the Additional Protocol to the European Charter of Local Self-Government on the right to participate in the affairs of a local authority. The report draws attention to the need for improved direct involvement of municipalities, especially the large cities, in decision-making procedures and with regard to the question of the sustainability of resources in connection with the needs of municipalities to enable them to discharge their growing responsibilities. Finally, it highlights the importance of determining, through legislation, a framework and arrangements regarding financing for the city of Bern, taking due account of its specific situation. The Congress encourages the authorities to guarantee that the administrative bodies belonging to intermunicipal structures are made up of a minimum percentage of directly elected representatives so as to safeguard their democratic nature.

    CHANCELLERIE D'ÉTAT BUREAU DE LA COMMUNICATION Didier Burkhalter élu conseiller fédéral Vives félicitations et fierté du Conseil d’Etat et du Conseil communal de Neuchâtel A la suite de l’élection du conseiller aux Etats libéral-radical neuchâtelois Didier Burkhalter au Conseil fédéral, le Conseil d’Etat et le Conseil communal de la Ville de Neuchâtel tiennent à lui adresser leurs plus vives félicitations et à lui témoigner leur fierté. L’élection de M. Didier Burkhalter à la plus haute charge de l’Etat fédéral permettra à notre canton d’être dignement représenté à Berne et de rayonner bien au-delà de ses frontières. Par ailleurs, les deux exécutifs sont convaincus que M. Didier Burkhalter contribuera, de par ses compétences à maintes reprises démontrées, au bon fonctionnement du collège gouvernemental. Avec l’élection de M. Didier Burkhalter, le canton compte un neuvième conseiller fédéral depuis l’instauration de la République en 1848. Une réception, organisée conjointement par le Canton, la Ville de Neuchâtel et les communes d’Hauterive, Saint-Blaise et La Tène, est prévue jeudi 24 septembre en l’honneur du nouveau conseiller fédéral. La population neuchâteloise est conviée à y prendre part activement en venant assister au cortège à l’Avenue du 1er mars dès 16 heures et à assister à la cérémonie officielle qui se déroulera aux Patinoires du Littoral. Le 24 septembre après-midi, les écoles du canton seront fermées afin que les enfants puissent également participer nombreux aux festivités.
