Pg. 1 MONTECITO FIRE PROTECTION DISTRICT Agenda for the Regular Meeting of the Board of Directors February 22, 2021 at 2:00 p.m. The Regular meeting will be held via teleconference connection as permitted under the Governor’s Executive Order N-29-20, dated March 17, 2020 due to concerns of COVID-19 (“Executive Order”). Members of the public will be able to observe the Regular meeting and provide public comments via Zoom: https://zoom.us/j/95810756983, or by calling 1-669-900-6833, meeting ID: 958 1075 6983. Any member of the public who would like to provide public input on an item listed on the agenda may utilize the “Raise Hand” feature through the Zoom App or enter “*9” if participating by telephone only. The host will be notified and you will be recognized to speak on the agenda item in the order such requests are received by the District. Agenda items may be taken out of the order shown. 1. Public comment: Any person may address the Board at this time on any non-agenda matter that is within the subject matter jurisdiction of the Montecito Fire Protection District. (30 minutes total time allotted for this discussion.) 2. Presentation regarding the results of the Montecito Fire Protection District Community Survey. (Strategic Plan Goal 4) a. Staff report presented by Fire Chief Taylor. 3. Receive 2020 Operations Report from Division Chief Neels. (Strategic Plan Goal 2) 4. That the Board of Directors approve and authorize the President to execute Side Letter Agreement amending Sections 1, 28 and 31 of the Memorandum of Understanding between the Montecito Firefighter’s Association and the Montecito Fire Protection District deleting the Communications Coordinator position. (Strategic Plan Goal 7) a. Staff report present by Fire Chief Taylor. 5. That the Board of Directors approve and authorize the President to execute Side Letter Agreement amending Sections 1, 12.1 and 29 of the Memorandum of Understanding between the Members of Staff and the Montecito Fire Protection District adding the Public Information Officer position. Pg. 5 STAFF REPORT To: Board of Directors From: Kevin Taylor, Fire Chief Date: February 22, 2021 Topic: Community Survey Summary The District conducted a Community Survey as part of the Fire Station Location Study in late 2020. A total of 889 unique surveys were returned and analyzed. Based on the Survey, community members are generally pleased with the performance of the District and place a high value on fire response, emergency medical response, and wildland fuel treatment programs. Discussion The Community Survey is a very important part of the Fire Station Location Study and the upcoming Customer-Centered Strategic Plan process. During the Fire Station Location Study process, the Board directed staff to attempt to get as many unique survey responses as possible. To accomplish this task, AP Triton administered the survey through three separate sources: electronically on Survey Monkey, through a third-party telephone polling company that contacted community members directly by telephone, and paper surveys were mailed to every address in our District. The survey was open to community members for four weeks. We received a total of 889 unique survey responses: 323 telephone, 177 web, and 389 paper. The results of the survey and associated page numbers are summarized below. 92% of the respondents live in the District, the remainder own a business in the District or both live in the District and own a business in the District. 58% of those surveyed have utilized District services, 42% have not (pages 2-3). Of the 58% that have utilized District services, 59% reported that they were extremely satisfied. The remainder reported that they were either satisfied or neutral; 2% (12) reported that they were extremely dissatisfied with the service they received (page 4). Respondents were asked if a four, six, or eight minute response time was appropriate; 799 community members responded to this question. 370 (46%) selected four minutes, 328 (41%) selected six minutes, and 101 (13%) chose eight minutes indicating that our community is evenly divided between a response time of four and six minutes (page 10). When asked what expectations were not being met, we received 668 unique responses the majority of which was “none” (page 66). “What is the Fire Department doing well” was answered 764 times (page 86). Responses ranged from “everything” to “pancake breakfast”. The survey asked community members what concerns they had about the Fire Department (page 108). 641 unique responses were submitted the majority of which were “none”. Several responses indicated that we could enhance our level of communication with the community. Interestingly, the next question asked what the Fire Department’s strengths were. 656 unique responses were submitted, the majority of which indicated community interaction and professionalism (page 127). The next set of survey questions focused on advantages and disadvantages of expanding our partnership with the Carpinteria Summerland Fire Protection District. 721 responses provided advantages, 692 February 22, 2021 Reg. Mtg. Pg. 6 disadvantages. The general theme of advantages suggested was coordination and collaboration while service dilution was the general theme of the potential disadvantages (pages 147-168). Many responses included the need for coordination to ensure success in any partnership. Finally, community members were asked to force rank the services provided by the Fire Department (page 18). In order, the top three priorities for our community are fire response, emergency medical response, and wildfire fuel treatment programs.
