Under the current Act, the word ‘work’ is broadly defined to cover any mental or physical exertion that results in ‘benefits’ to another person, regardless of whether or not the accrued ‘benefits’ are financial in nature – or even whether the foreigner who per- formed the so-called ‘work’ received remuneration for it. With such an expansive definition, one is limited only by the imagination in the number of ways that a foreigner could conceivably be charged with violating the Act.
