With the growing popularity of using Short Message System (SMS) in the community, Police received requests from various Non-Governmental- Organizations to provide a dedicated Short Message System Emergency Hotline for the speech and/or hearing impaired. With the support from the telecommunications companies and the funding granted by the government, this service was launched in October 2004. Does the system work with all mobile phones or fixed line telephones? No, but this 992 emergency SMS service is available at most mobile phone and fixed line telephone service providers in Hong Kong for citizens who have registered at one of the Designated Registration Organizations or Police Stations or in Hong Kong (a list of the Designated Registration Organizations and Police Stations are at pages 4-5.) What is 992 Emergency SMS Service? In emergency situation such as serious illnesses, traffic accidents, crimes, fire, etc. and nobody is around to help you to call 999, you may send a SMS with your registered mobile phone or household fixed line telephone to the police requesting for assistance.     CB(1)884/14-15(04) Legislative Council Panel on Housing Public Works Programme Item No. B083TI – Public Transport Interchange at Pak Wan Street, Sham Shui Po PURPOSE This paper seeks Members’ support for the Government’s proposal to upgrade B083TI to Category A at an estimated cost of $108.2 million in money-of-the-day (MOD) prices, to support the public housing development programme at Pak Tin Estate, Sham Shui Po. PROJECT PROPOSAL 2. The proposed scope of works under B083TI includes – (a) construction of a covered public transport interchange (PTI) with six bays for franchised buses and green minibuses; and (b) associated works for the PTI including plumbing, drainage, public lighting facilities, fire services, ventilation, electrical and mechanical systems. A site plan and an artist’s impression drawing of the proposed PTI are at Annex A and Annex B respectively. 3. Subject to the funding approval from the Legislative Council (LegCo) Finance Committee, we plan to commence the construction of the proposed works in 2016 for completion in end 2019. JUSTIFICATION 4. There is an existing open-air PTI at Pak Wan Street, Pak Tin Estate. We need to vacate the existing PTI to provide land for the construction of two public housing domestic blocks, which will provide about 1 100 flats for a population of about 3 370 as part of the public housing development programme. 5. To provide continual service of the existing public transportation facilities for franchised buses and minibuses, we propose to construct a new PTI at the southern section of Pak Wan Street.

BACKGROUND 2. Pak Tin Estate has been partially redeveloped under the completed Comprehensive Redevelopment Programme (CRP). At its meeting held on 12 January 2012, the Strategic Planning Committee (SPC) endorsed, vide Paper No. SPC 4/2012, the proposed Master Layout Plan and phased clearance arrangements for redevelopment of Pak Tin Estate, with PT Ph 7 & 8 (named as Phase 7A and Phase 7B in paper SPC 4/2012) as the initial Phases, on consideration of the buildback potential of the estate upon redevelopment in addition to the findings of the structural conditions and economic viability under Refined Policy on Redevelopment of Aged Public Rental Housing Estates. REDEVELOPMENT PLAN 3. PT Phases 7 & 8 involve the clearance of 4 Old Slab blocks, (i.e., Block 1, 2, 3 and 12) completed between 1975 and 1978, with 953 domestic flats. At present, there is a population of around 2 800 persons in some 900 households. Upon redevelopment, 3 domestic blocks with some 1 400 flats will be built, together with a covered Public Transport Interchange (PTI). An existing layout of Pak Tin Estate is attached at Annex.
