Rationale of the project

History

Pak Tin Estate is a public housing estate in , Sham Shui Po, , , located between and Chak On Estate.

Before redevelopment, Pak Tin Estate consisted of 17 residential blocks in total, which were built between 1969 and 1979. Blocks 1 to 3 and Blocks 7 to 17 were assigned to Upper Pak Tin Estate while Blocks 4 to 6 were assigned to Lower Pak Tin Estate . In 1984, two estates were merged to form Pak Tin Estate. In 1985, the Hong Kong Housing Authority announced that the strength of the concrete of Blocks 14 to 16 had structural problems and they were firstly demolished in 1989. Blocks 4 to 8 and Block 17 were then demolished in the 1990s. Except Blocks 1 to 3 and Blocks 9 to 13, the demolished blocks are now replaced by newer buildings.

The 50 of years history of Pak Tin Estate has become run-down and it lacks fundamental facilities, which is a problem for the community. The current building structures and conditions pose a threat to the lives of the residents. Pak Tin Estate was built in1969 and 40% of the buildings are old and run down. The facilities of the community are decrepit, cramp and unattractive to continue to be suitable as a service.

Future of the redeveloped area

Thus, we suggest the demolishment of the buildings in the community. In the re-development plan, we will provide a better living environment for the residents by providing more facilities and apartments for the community. New high rise apartment buildings can provide more apartments for the residents to live in.

Introduction

Pak Tin Estate has half a century of history. Most of the buildings and the facilities are run‐down and worn out. The building conditions of the community have hindered the economic development and affected the living conditions of the community. Thus, the estate requires a new change for a better and perfect future for the community.

Area of redevelopment

The whole Pak Tin Estate will be demolished and renovated into a modern community. No buildings will be preserved as they are all run‐down and worn out. The new buildings and facilities are mentioned as below.

Transportation

Two MTR exits will be developed at the side of the Pak Wan Street at both ends. The new MTR exits in Pak Tin Estate can increase the convenience of transportation for commuters, to arrive at their workplace on time.

An overhead bridge and a zebra crossing will be added at the middle of Pak Wan Street. The addition of the overhead bridge provides safer transportation for everyone as Pak Wan Street has heavy traffic congestion that puts pedestrians’ lives at risk. With the addition of the new transportation, the traffic in Pak Wan Street will become safer for pedestrians.

Entertainment

To make Pak Tin Estate a much more entertaining community, a cinema, a library, a park, a zoo, and a shopping mall will be as part of the community recreational facilities. These recreational facilities will dramatically help the development of Hong Kong in many ways.

A cinema and a library can help to reduce stress in the work life of the residents regardless of students or workers. The cinema will be constructed at the left‐hand corner of the Estate and the library will be constructed at the bottom of the southern part of the Estate.

A park and a zoo can help to promote a more environmentally friendly and caring life‐style to cater for the current social issues such as global warming and the crisis of endangered animals. In addition, the park will include exercising facilities to help promote a more healthy‐lifestyle by regular exercise and help tackle the obese phenomenon in Hong Kong and finally, aid the Estate development. Both the park and the zoo will be built right next to each other at the top of the northern part of Pak Tin Estate.

The shopping mall will be built on the side of Pak Wan Street so goods can be easily delivered without any difficulty. In addition, consumers can easily reach the mall by walking down the street, and call for a taxi. The shopping mall will be constructed at the middle bottom part of the northern part of Pak Tin Estate.

Fundamental Facilities

A civilization always require the basic needs of facilities, such as hospital, school, hotel, church , graveyard, houses ,market and police station.

A hospital and a hotel will be added at the top right‐hand corner of the southern part of Pak Tin. The hotel is built near the hospital as relatives can stay there overnight. The new hospital can help relieve pressure of the medical services burden that Hong Kong is currently facing.

The market is currently at the top of the southern part of Pak Tin Estate. It will be now built in the center of Pak Tin Estate so residents can go and buy their groceries without having to go as far as Shek Kip Mei Market. In addition, the market located at the side of the road can easily receive delivered goods too.

The school will be built on the bottom of the southern part of Pak Tin Estate and built near to the library. Students can conveniently go there to do revision or to borrow books to read in quiet. The graveyard will be built at the top right‐hand corner of Pak Tin Estate and the church built right beside it. This is to cater for the current issue of Hong Kong people complaining of not having enough grave facilities. A church will be built right beside it to help residents sleep with ease at night so no demonic spirits or entities will “leave” the graveyard.

The apartment buildings will be at least 30‐storeys high so that it can provide more apartments for people to live in, and they consume less space so other facilities and buildings can be built in the Estate. The high apartment buildings can also cater for the current housing problem in Hong Kong. The apartment buildings will be built at the side of the road in Pak Tin Estate.

The fire station will be constructed on the left side of the northern part of Pak Tin Estate. It’s an ideal location as it will be easier for firefighters to reach the community without causing traffic congestion in Pak Wan Street.

With all these fundamental facilities included, the community will be very convenient and perfect for everyone to live in.

Concerns

This project has very high expenditure that will require a lot of financial assistance and we understand that there may be some opposition by Hong Kong people as most of them are tax‐payers paying for the financial assistance we require. However, we have already requested financial help from not‐for‐profit financial organizations, such as the Baptist Oi Kwan Social Service. The residents in Pak Tin Estate will also be arranged to live in Sham Shui Po temporarily until Pak Tin Estate has been finally renovated.

Conclusion

In conclusion, the redevelopment plan for the Pak Tin Estate will create a perfect and convenient future for the community and Hong Kong development.
