We want to thank our AMAZING exhibitors in advance for your continued support and your willingness to share your handiwork with those attending this year’s Interstate Fair. Although this year’s fair may look a little different…okay, a lot different, we are committed to producing a top-quality event that guests and exhibitors from near and far will enjoy. We ask, in advance, for your patience and understanding. We’ve had to make a lot of changes based on floor space available and number of employees able to assist us this year while making sure to be good stewards of our funds to guarantee a 2022 Interstate Fair that is even bigger and better than our accomplishment this year. Again, thank you! Below is a list of this year’s changes to the Department. We’ll see you in September!

1. Exhibits may arrive from 9:00 a.m. to 7:00 p.m. (reducing arrival period by 1 hour).

2. Each exhibitor may enter a maximum of ten (10) exhibits from the Needlework Department this year due to reduced available display space.

3. NEW - Exhibitors are requested to pick up entry tags and complete them prior to September 9.

4. Exhibitors may enter items created since September 1, 2019.

5. The “Other Than Listed” lots for each class have been removed. Only items listed in the Exhibitor’s Guide will be accepted for judging this year.

6. Many of the lots have changed this year. Please be sure to use the 2021 Exhibitor’s Guide rather than a previous year’s edition.

On behalf of the Spokane County Fair and Expo Center Advisory Board, I would like to thank you for being a part of the 2021 Spokane County Interstate Fair. What a roller coaster the last year has been! With COVID, we were able to offer a modified virtual competition for many traditional fair departments in 2020 and we want to thank those that participated in last year’s event. In 2019, we also welcomed 1,850 exhibitors showcasing over 14,500 exhibits and we hope that this year’s competitive exhibit program will also shine brightly. We consider it a privilege to showcase the talents of our community through the competitive exhibits program. We are very excited for the return of Grandstand Events this year including the Professional Rodeo Cowboys Association Rodeo on September 10-11 and two nights of concerts/events including Billy Currington (September 14) and Vince Neil of Motley Crue (September 15). The arena will then transform for the final weekend of motorsports which will include Truck and Tractor Pulls (September 17) and two nights of Demolition Derby (September 18-19). I want to extend our heart- thanks to the volunteers, staff, and community groups who work tirelessly each year to make the Fair a memorable experience for the whole family. We encourage you to return to the Interstate Fair to view your handiwork on display (hopefully with a special rosette attached) and to enjoy the rest of the experience including the food, rides, vendors, animals, and entertainment. NEEDLEWORK DEPARTMENT INFORMATION

COMPLETING ENTRY FORMS: All exhibitors must use entry form found at the conclusion of the book and they must be postmarked on or before August 10, to Fair Entries, 404 N Havana Street Ste 1, Spokane Valley WA 99202-4663. Particular care should be given in the preparation of all entry forms. Full and correct information must be given. Staff will be available in Bay 2 from 4:00 to 7:00 p.m. on August 10 to assist you with your entry form if needed.

EXHIBIT TAGS: Exhibitors may pick up exhibit tags at the Fair Office when submitting their entry form or any time after August 10 (Monday through Friday). Exhibit tags must be complete and delivered with the needlework item.

ARRIVING AT THE FAIR: Please take exhibits to the south door of Bay 3 via the South Gate off Havana Street.

PASSES / TICKETS: Care of the exhibit items is not required during the operating days of the Fair, thus passes and tickets will not be distributed. Exhibitors are encouraged to purchase discounted tickets at the Fair Office beginning in July and running through September 9.

EXHIBITING AT THE FAIR: The Department Superintendent and/or Fair Coordinator may exclude an exhibit if it is not properly prepared. Each exhibit shall be placed according to the decision of the judge. Interfering with a judge will result in forfeiture of prize money. Protests regarding the judging shall be made in writing and each must be accompanied by a $25.00 deposit. Protest must plainly state the cause of the complaint or appeal and must be filed with the Fair Office within 24 hours after the cause of the protest. If the Fair sustains the appeal, the fee will be refunded. The Fair reserves the right to cancel or combine classes/lots as needed, as well as substitute judges. Classes/lots may be combined or cancelled due to number of entries. If there is no competition in a class/lot for two years, the class/lot may be dropped.

EXHIBITING AT THE FAIR (Additional Youth Information): Youth exhibitors must not be under 5 years of age or over 18 years of age as of 01/01/21. Awards in all classes/lots will be made on a point system, listed for each exhibit. The money per point will be the same for all exhibits and will be calculated by dividing all prize money by the total points awarded. A youth may choose to compete in the open class instead of the youth class, however cannot compete in both.

FURTHER INFORMATION: The following information is provided to further clarify.

o All items entered in Department J should be sewing or needlework using fabric, or thread and must be finished. o EXHIBITOR MAY ENTER ONLY TEN (10) TOTAL ITEMS IN THE NEEDLEWORK DEPARTMENT and no more than one entry per lot. o Articles entered for judging must have been made, finished, or prepared by the exhibitor since September 2019. o A dress, suit, or pajamas is considered one garment, whether 1 or 2 pieces. Indicate number of pieces on entry tag. o Articles showing wear or soiled articles will be disqualified. o An incomplete entry will be disqualified. o The Fair is not responsible for hangers or bags left with articles. o The following will be considered in judging: Degree of perfection and suitability for the purpose for which it is intended. Choice and color of thread or yarn, or fabric type, appropriate to pattern and function. Difficulty of project. Entry must be clean, properly blocked, pressed, finished appropriate to pattern and function. Stitches must be made correctly, tension even, stitches smooth and flat, backstitching straight and even, no visible carry-overs from reverse side.

RELEASE OF EXHIBITS: Please pickup exhibits via the west door of Bay 3 accessible from the South Gate off Havana Street. Exhibitors must present claim ticket when picking up their exhibit and must not remove exhibit unless superintendent or assistant is present to check out the exhibit. No exhibit shall be withdrawn before Monday, September 20. If you have not left the office a self-addressed, stamped envelope for your prize money and would like us to mail your check to you, you may leave the envelope with the department clerk upon picking up your exhibits.

PRIZE MONEY: Only exhibits listed in the Exhibitor’s Guide will be accepted for awards. For prize money, judge may or may not award all placings according to their discretion. Awards will be based on judges’ records. Ribbons and tags shall not be considered proof for payment of prize money. Prize money will be forfeited by exhibitors failing to adhere to the release times printed in the Exhibitor’s Guide. Checks for prize money may be picked up at the Fair Office between October 15 and 31 (Monday through Friday, 8:00 a.m. to 4:30 p.m.). Checks remaining after October 31 and/or checks not cashed by November 30 will become forfeited and considered a donation to the SCF&EC. To clarify, the checks will not be considered “abandoned” property under Chapter 63.29 RCW, but will be a donation by the payee to the SCF&EC. November 30. Prize money checks will not be mailed. If you are unable to pick up your check, you may mail the office a self addressed, stamped envelope with a request for us to mail your check. Prize money will be paid according to the following point system for all Blues, Reds, and Whites:

SPECIAL AWARDS

Open - The Shuttlebird Tatting Guild will award a $50 Gift Certificate from DF9Design.com for the Best Tatted Article in Class 9.

Open – Spokane Falls Needlework Guild will award two $20 awards and a special ribbon for excellence in needlework.

Open – Inland Northwest Needlepointers, the local chapter of the American Guild, will award a ribbon and $25 award to the exhibitor designated as completing the best needlepoint canvas exhibit.

Open - The Washington State Quilters guild of Spokane will be awarding a cash prize of $50 and ribbon to the first-place winner and a ribbon to the second-place winner. Quilts of any size, crib quilts or wall hangings that show best work in construction, use of color and design and application of hand- or machine quilting stitches are eligible for this award. Whole cloth quilts are also included. All quilts must be owned by the exhibitor. All quilts must be pieced / appliqued by the exhibitor. WSQ is allowing quilts that have been machine or hand quilted by others to be eligible for this award. A quilt that is entered with all work completed by the exhibitor should be given special consideration for this award.

Open / Youth - Special Awards will be given where merited.

SUPERINTENDENT: Superintendent shall be in full charge of the department to which assigned and shall administer all policies pertaining to the respective Superintendent department. Superintendent shall have charge of the entries, judge’s sheets, and Louise award sheets and shall be responsible for being filled out correctly and returned to the Fair Office. Superintendent has authority to discharge exhibits not meeting quality Wells standards. Any protest regarding the duties of Superintendents, MUST be made to the Fair Coordinator.

ADDITIONAL FAIR INFORMATION: No person will be permitted to distribute advertising matter upon the grounds except from their place of business or exhibit space. No person shall distribute advertising matter upon the grounds, including, “For Sale” signs without Superintendent Approval. A “For Sale” bulletin board will be centrally located within each building / department for exhibitor use. The distribution of handbills, fliers, and heralds will not, under any circumstances, be permitted. Anyone violating this rule is subject to fine or expulsion from the grounds. Begging, soliciting, singing, and/or public speaking are prohibited. All concession space will be sold by the management and application must be made in writing. Under no circumstances will anyone be permitted to operate a concession without a signed agreement. 24-hour guard service is provided during the Fair. The Fair will use every precaution for safe preservation of entries on exhibit, but will not be responsible for loss or damage. Spokane County Sheriff supervises police protection. Spokane Valley Fire Department supervises fire protection. Only seeing-eye dogs or dogs participating in an approved demonstration or commercial booth will be allowed on the grounds. Service animals trained for a specific service to aid the person they are accompanying will be allowed on the grounds. Companion animals will not be permitted. Smoking in the buildings and barns is prohibited. Alcoholic beverages are prohibited on the grounds except in the Beer Garden.

2020 Winning QOV Quilt Block Debra Holmes of Otis Orchards WA

The Spokane Interstate Fair is pleased to partner with Quilts of Valor to create a special Quilts of Valor Block Contest. The Quilts of Valor Foundation began in 2003 with a dream. Founder Catherine Roberts’ son Nat was deployed in Iraq. According to Catherine, “The dream was as vivid as real life. I saw a young man sitting on the side of his bed in the middle of the night, hunched over. The permeating feeling was one of utter despair. I could see his war demons clustered around, dragging him down into an emotional gutter. Then, as if viewing a movie, I saw him in the next scene wrapped in a quilt. His whole demeanor changed from one of despair to one of hope and wellbeing. The quilt had made this dramatic change. The message of my dream was Quilts = Healing.” Today over 220,000 quilts have been given to U.S. military service members and veterans who have been touched by war. Volunteers donate their time and materials to piece the tops and quilt the life-time awards that state through their beauty “Thank you for your service, sacrifice, and valor.” Quilts are quilted, not tied, and the first QOV was awarded in November 2003 at the Walter Reed Army Medical Center to a young solider from Minnesota who had lost his leg in Iraq. The mission of the Quilts of Valor Foundation is to cover service members and veterans touched by war with comforting and healing Quilts of Valor.

All quilt blocks will be donated to the Quilts of Valor program at the end of the Interstate Fair. The blocks from the 2018 Interstate Fair were crafted into a beautiful quilt and awarded to Spokane Interstate Fair Steam and Gas Superintendent, Myron Fuller on September 11, 2019. Mr. Fuller served in the United States Army and is a World War II Veteran. In 2019, 20 quilt blocks were donated…thank you! All blocks created must be red, true white, and blue. Patriotic prints in the same colors may also be used. Block should measure 12.5” as sewn and will finish at 12” when area Quilts of Valor volunteers put the quilts together. Quilt blocks should be pressed carefully. We would like to thank our exhibitors in advance for being a part of such a wonderful program honoring those that have served. Our hope is to have enough blocks submitted this year that we could help generate at least 10 quilts! For more information on this organization, visit their website at www.qovf.org.

Here is an opportunity to test your skill and to compete for ribbon awards and cash prizes. Exhibitor must work by themselves at all times. Contestants must have completed and returned an entry form to the Fair Office by or before August 10. Contestants must come to the Fair Office for an entry ticket between 8:45 and 9:15 a.m. on Thursday, September 16. Contestants will receive admittance to the Fair with their contest supplies in hand. Only those pre-entered will be allowed to compete. After entering the Fair, report to the Home Arts Office prior to 9:45 a.m. The Fair will provide neither directions nor instruction. There will be breaks for lunch and other breaks. Contestants will be judged on their compliance with rules and on their finished article as to workmanship, beauty of design, general appearance, and time consumed. Contest will be held from 10:00 a.m. to 3:00 p.m. on Thursday, September 16. Contestants may enter in more than one lot. Yarn may be wool, cotton, or other yarns. Contestants will choose and bring their own yarns and needles, both of which will be considered by the judge. Articles are to remain on display for the remainder of the Fair.

Awards will be given according to the American System, therefore one first, one second, and one third will be awarded in each lot. A Special Award in knitting, crocheting, weaving, and tatting will be awarded if one is judged worthy of the honor. A participation award will be presented to exhibitors that participate in either contest for the full duration of the event and do not receive a placing.
