PRCS (NHQ) SitRep No.6 (IDPs Response Operations) Dated 9th July, 2014

Background

1. As a result of the recently families have managed to transport them announced full scale military operation in in vehicles, but others have done it by North Waziristan Agency of Federally foot, due to the high prices asked by Administered Tribal Area (FATA), a large transporters. This has led to the death of number of families have been displaced some animals during the displacement. to the settled districts of KP. District being the neighboring settled district with NWA has received majority of the influx.

2. Registration has re-opened for those families who could not register earlier for a variety of reasons. Grievance desks have been established to facilitate the families with documentation issues. (source UN OCHA)

3. As of FDMA’s figures of 7th July, 2014 total 66,726 Families (833,274 Ind) have been registered in district Bannu and Kurram Agency, with more than 74 per cent of them Bannu women and children (male: 223,182, female: 248,633 and children 361,459). Out of these 41 families (246 individuals) have opted to stay in Main DPs camp at Baka Khel (FR Bannu) located near Baran Dam. Other than district Bannu families have also proceeded towards District Bannu while some of them moved towards Karak, Lakki Marwat, Kohat, Fateh Jhang, Jhand, Tala Gang, Peshawar and Rawalpindi. 4. The information compiled up to date by UNOCHA, shows that around 70% of the families in displacement are carrying their animals (poultry, small and large ruminants) with them. Some of the

5. Health care and ambulance services. As of 8th July, total 9,652 IDPs patients were given basic treatment at PRCS free medical camp. In total 5 Mobile Health Units have been deployed so far, out of which two MHUs were deployed at the same location; Meelad Park, due to huge influx of IDPs

WATSAN services. As of 8th July, PE Tank and Tap stand with 3 tapes have been installed at Gul Mozar Neway Kalay. The facility has the Capacity of tank 500 gallon/2250 litter. 5 x latrines are under construction alongwith installation of water tanks. Furthermore Identification of locations for Latrine construction is in process.

6. Distribution of Food. During initial response phase cooked food was distributed to 23,000 individuals, which was followed by distribution of 699 food packages provided by PRCS Punjab Branch. An agreement, to cater the food needs of the PRCS case load of 4,000 IDPs families, is in process of being finalized with WFP.

8. The District Govt Bannu allocated the Public Library building for the establishment of PRCS Field Office (Office space, accommodation and warehouse). 9. The PRCS Bannu Branch will regularly update the District Govt regarding its plans, modalities and progress.

10. REGISTRATION OF IDPs. Registration of IDPs families in FR and District Bannu has been completed by PRCS Field Teams of KP and FATA. Only those families were targeted, who have the registration slips from SDMA/ARMY.

Establishment of field office (Operational Hub) and Medical Warehouse

11. Operational Hub has been identified at B-45, Banuu Township. The equipment and accessories required for the establishment of the Hub has already reached to Bannu and in process of fixture. 12. Within the allocated space of Public library (provided by the District Govt), ONE room has been specified for Medical warehouse in consultation with library management and medicines are in process of shifting to the library.

Response from Government / Other Humanitarian Actors

13. Food and Financial Assistance @ Rs 12,000 per family (Rs. 5,000 for Kitchen Sets and Rs. 7,000 for Ration Purchase) also being disbursed to the affectees registering at check points. Amount of Rs.340.95 - million has been distributed amongst 29,568 families by SAFRON till 4th July 2014 .

14. As pre NDMA report of 8 th July, details of major assistance are as under:-

a. 4,593 food packs distributed by Pakistan Army / UAE Food Packs . b. 700 Food Packs by WFP were distributed (25,649 packs in total). c. Total food packs distributed (Army /UAE/WFP ) : 71,164 Packs d. Government of Punjab has sent 50 trucks carrying Tents (20 trucks) and Flour & Rice (6,000 bags each, 30 trucks). e. 13,078 Non Food Item (NFI) distributed so far by NRC. No new distributions made so far. f. 10,574 NFI kits has been distributed by UNHCR-SRSP so far. g. 21,707 Zong sims provided to DPs have been activated

15. Livestock Department of KP has made following arrangements:- a. Establishment of 8 fodder distribution points.

b. Provision of 8 mobile teams.

16. Complaint cell for DPs has been made functional at Bannu under supervision of Minister of Revenue, KP.

17. Govt. Planned a. UAE is sending 50,000 Food Packs (95 kg each) b. Govt. of Punjab announced Rs. 50 million Chief Minister’s Relief Fund. c. Prime Minister of Pakistan announced Rs 40,000 per family in month of Ramadan

Security situation

18. District Bannu comes under category “A” regarding security risks. Potential threats to Relief workers may be target killings, Land mines, Terrorist activities, Suicide attacks, Kidnapping and Local rivalries as the incumbent situation is totally different from that of Malakand in 2009. Critical Challenges / Constraints

19. Following are some challenges being faced by the humanitarian workers in the field: a. Access remains the greatest challenge in areas of displacement and the authorities were informed to improve humanitarian space. b. Limited accommodation facilities in Bannu remain a challenge to most IDPs. c. Limited transport services coupled with high cost of transport inversely affect the movement of IDPs out of NWA d. Highly unpredictable security situation e. Scattered IDPs in schools, with host families and in rented buildings

Plan of PRCS for 3 Months Operation

20. PRCS NHQ together with its Provincial, Regional and District Branches of KP, FATA and Bannu and support from its Movement Partners, mainly the ICRC will carry out following interventions during relief phase for next three months:-

a. Health & Care Service. Deployment of 6 x MHUs with provision of free medicines for three months. Polio & EPI Vaccination, Hygiene & Health Promotion and First Aid Services and Training

b. Provision of Non-Food Items. Provision of NFIs Kit containing (1 x Kitchen Set, 1 x Stove, 1 x Hygiene Kit, 2 x Mosquito Net, 2 x Jerry Cans “20 liters”, 2 x Tarpaulins Sheets).

c. WatSan Services . Provision of Water and Sanitation services along with Hygiene Promotion Component. Main areas of WatSan Program will be as follows: - 1) Deployment of Water Plants

2) Distribution of Water (through Tab Stands) 3) Establishment of Water Tank for Storage 4) Emergency Latrines Enhancement/Temp Latrines 5) Hygiene Promotion

d. Psychological Support. PRCS will also provide PSP support to the IDPs families residing in schools.

e. Restoring Family Link. Restoring Family Links Services will also be one of the areas of interventions by PRCS.

f. Food Assistance. The food needs of these 4,000 families caseload will be catered in collaboration with World Food Program.

21. Other Structural Interventions/Supp ort Services will be as follows:- a. Establishment of Operational HUB in Bannu b. Medical warehouse c. Relief/General Warehouse d. HR hiring(contractual) e. Staff and Volunteers mobilization f. Logistics support g. Media Projection h. Administrative support
