Released with the commercial banks, the latter divesting of their fossil fuel credit extensions, accommodations and investments. We will only do this as a country by talking to one another, by moving together in coordinated fashion with purpose.

This is the scale of the problem we face. We needs must be in close contact with foreign experts where we do not possess sufficient knowledge and proffer help where we can in our turn. We require a road map at least in outline of where we are going for New Zealand. It is a full time job for everyone.

We need the technology to develop Carbon Capture infrastructure at a scale never seen. Worldwide we need to extract a minimum of 10 billion tonnes per year of Carbon Dioxide (co2) from the atmosphere, as soon as we are able, to stay within sight of 2 degrees centigrade maximum and all the while operating Zero Carbon economies. It may not be possible 10 billion 1982 tonnes is equivalent to steel, concrete and coal combined. We will need to liquify the co2 and sequester it underground(?) the soil(?), the sea bed(?), in crushed rock(?) Act We are on target for at least a 3 degree plus plus centigrade rise by 2100 at the present time. This is likely at minimum a metre and a half sea level rise, if not more by 2100 with a final outcome of eight plus metres or more in two or three centuries.

All this must be well known to yourself James as Minister for Climate Change.

May I remind you that "winning slowly is like losing outright, it guarantees defeat." . , Julie Anne Genter, yourself, Gareth Hughes, , Chloe Swarbrick and have to move concertedly in a push to explain to other parties the urgency of the situation. The Zero Carbon Act (Bill) is but a step along this Informationroad, it is the start together with New Zealand's Accession to MARPOL APPENDIX SIX and the recent gains in mining and mineral extraction Law.

There is a reason that climate scientists, the World wildlife fund (WWF), and other experts around the world are using social media, youtube and traditional media to reach wider publics. The countdown has begun. Official Kicking the can down the road is not acceptable. We have been doing it for three decades or more and in the meantime have increased carbon in the atmosphere by 65 percent.

So much for the IPCC and the modelsthe they utilise, so much for successive Conferences of the Parties. As Greta Thunberg said to the UN leaders "you've done nothing".

Many people are wanting to know what is coming, and our elected leaders must spell it out together with the plan for New Zealand to succeed. Of course it will change, plans do, but we must start now.under It is no longer a case of growth at any cost. The situation of habitat loss, species loss, is at crisis point. Feeding ourselves could become a crisis point too, if we do not start acting now.

The public in all democratic countries will not wait much longer. We are lucky, we have the buffer of distance and relative isolation. It will not last.

James Renwick will tell you, Kevin Anderson, Hugh Hunt, Peter Wadhams, James Hanson, Tony Juniper, and many other scientists, too many to name all respected in their fields, will tell you we Releasedneed to act now. Every year missed is a year that will increase the problems we face.

We need to be field testing the solar particle reflection technologies, ditto the extraction technologies.

We need the budgets in our faces at street level, and we need them now. To act too late would be irresponsible, it would be gross negligence and criminal, an abdication of our responsibilities joint and several.

We still have the choice, but only just.

Personally, I hope the scientific community is wrong. But even if there is a small chance they're right we must not take the risk we must act now. I would rather be considered alarmist than wait for another year and another year or longer for something to happen. I would rather die on my feet than on my knees. I want my kids and all kids to have a decent shot at life as I have known it. Don't leave it too late. 1982 Nga mihi

Can we get some movement on Climate and Environment? Not just signing of international agreements. No working groupthe required, the science has been done for 200 years. Joseph Fourier in 1824. Just crack on with a roll-out planning team, get some ex NZDF person to plan logistics, like done for Pike River. Here is some examples:under •Stop subsidies to fossil fuels, make that industry pay up front for the externalised costs that the tax payer has been paying for decades. You know, costs like dying from pollution.

•Incentivise private EVs, batteries, solar, at equal and opposite levels to the fossil oligarchs, so the bad rich are hit not the struggling middle or poor.

•Grid scale EVs, batteries, solar for all Government departments, NZDF needs sorting for sure.

Released•Encourage building of soils, don't believe federated farmers that they know what they are doing, they don't. Permaculture can employ and feed orders of magnitude more people than cows can. Regional funding grants anyone? Landcorp anyone? Soil is more important, billions of trees maybe a result of a building soil policy. Pretty sure Dr Mike Joy would say something like this.

You lot have got to stay in after the next election. Lets get the messaging straight, the right outperforms the left - always - on messaging, why? Put some effort in to messaging for ..... sake. Often the down to earth obvious point, the sound bite that the average Kiwi will understand is missed.

Also, why all the dumb mistakes, looking at you Labour, ugh! How about keeping the boss (PM) informed, have a PMs' critical information requirement list made. I can provide a few for the list, but pretty sure a quick google search on silly mistakes made will get things started.

Anyway, here is a 15 year old doing more than New Zealand on Climate.

Hi Rachel Are you happy for me to transfer this? Official Thanks Arna the From: Withheld under s9(2)(a) Sent: Sunday, 7 April 2019 4:39 PM To: Rt. Hon Jacinda Ardern Subject: Declaration of a Climate Emergency -Withheld under under s9(2)(a) Dear Prime Minister Ardern, My name is Withheld ; I am 13 years old and live in Australia. I am part of the Fridays for Future under s9(2)(a) international youth movement with Greta Thunberg and Sophie Hanford (you have met) I love nature and like to make documentaries about Australian wildlife from Quolls to Giant Cuttlefish. Recently I’ve learnt to understand that all of these beautiful animals and plants we have marvelled are under critical threat from climate change, and government inaction, as are Releasedwe as a species. Like many people, I have known of Climate Change as an abstract thing but not comprehended what’s happening because of it. I believe this stems from a lack of education and urgency. The term “Climate Change” is passive, whereas “Climate Emergency” calls for action and fast. This is what we need. A Declaration of a Climate Emergency means in practical terms that a community puts together an action plan tailored for their unique geography and challenges, to immediately reduce C02 emissions, instigate carbon draw down initiatives, educate people on the climate emergency using existing or low cost communication channels and build community resilience. I have been looking at practical ways this could happen and discovered that local councils across the world are becoming a grassroots movement of their own with over 410 local councils in Canada, UK, USA, Europe and Australia declaring a State of Climate Emergency. You can find really good information about what has been occurring at both these websites: www.cedamia.org www.caceonline.org 1982 In Australia we haven’t had a Capital City declare yet! I am working with people in Queensland, Victoria, NSW, ACT and WA to form teams to petition City Councils to declare, we are making it a National Competition – the first Australian CapitalAct City to declare for the title and the glory! I am also working with some of the Fridays for Future team in Europe to also encourage this as the next step in their towns and cities. We have Italy, Sweden, France, Spain, UK and Portugal all working on this to happen and get the ball rolling. I then thought how could we get a whole country to make a Declaration of a Climate Emergency and I know that New Zealand has always been a progressive nation when addressing climate change. I know that you understand the urgency of us taking the next step to addressing Climate Change, because it is not only going to bring cataclysmic weather events,Information there is going to be extreme civil unrest because of no food and people having no homes. Horrible things are going to happen, today I was reading how African refugees trying to get to Europe because of unrest are stuck in Libya because the EU has close their borders, and because there is a power vacuum in Libya since the killing of General Gadhafi, they are now being sold as slaves for as little as $200 and are being tortured. If Climate Change is not addressed it won’t be long before this type of thing happens onOfficial an enormous scale. New Zealand has led the world on speaking up about Climate Action being vital for the survival of humanity. The people of Newthe Zealand get this and unlike Australia, the government of New Zealand also understand this. I would like your nation to again lead the way and be the first nation to Declare a State of Climate Emergency. I believe this would set an important precedent and we could work towards other Oceanic countries actively responding to climate change, because even though we all know they areunder not the polluting nations (not by a mile) if we can ramp up people seeing that we can do something, then they will too. I am a Green Party member here in the Port Hills electorate. I greatly appreciate all the work you do for our country.

On the 15th March 2019 a lone gunman massacred innocent people. The gaze of the world turned towards New Zealand. Perhaps some saw the worst of what we are. Most will haveInformation seen the best of what we are. Our government and it seems our parliament, united and delivered a response that was sensitive, thoughtful and kind. In relation to gun law, parliament found a way to unite and is poised to pass legislation that for 25 years has seemed impossible.

On the 15th March something else momentous happened; well over 1.5 million students struck for the climate: in 2,083 places; in 125 countries; on all continents, “the biggest day of climate action ever”, to quote GretaOfficial Thunberg's Facebook post. New Zealand's young people, the by virtue of our position on planet Earth, “led” the world. You will shortly be receiving, or have just received, an open letter addressed to every Member of Parliament. This letter will also be published in the Dominion Post on Wednesday 27 March. We are requesting the declaration of a state of Climate Emergency and the immediate delivery of effective climate policy.

Understand thatunder we have written this letter to you because we have confidence in the process and confidence that you will act.

You have shown us that you are capable of uniting and acting quickly, decisively and correctly. We need you to do this - We need you to do this again and again. Our Open Letter is signed by 2,291 New Zealanders. This is a small number; however it is the tip of the iceberg of public opinion that knows deep down that, once again to quote Thunberg “we need new politics, we need a new economics where everything is based on our rapidly declining Releasedand extremely limited carbon budget.”

This is your “Titanic” moment. We have elected you to captain the ship. The iceberg is not going to move. We trust you will take control, as you have demonstrated you can. Rest assured your passengers and crew will support you as you lead NZ and lead the world. Turn our ship away!

Yours in hope and confidence

RE: CarbonClick (aka bitcoin trading for trees) Friday, 1 Februaryunder 2019 Offsets send the wrong messages to consumers, businesses, and policy makers.

If humanity is going to keep warming below 1.5 degrees let alone 2, then each of us needs to fly and use taxis as little as possible (among many other things). If flights and taxis reflected the true cost of their emissions, then far fewer New Zealanders could afford them and those businesses will be less profitable. Subsidising high emissions transport options (per capita/trip) rather than funding lower emission transport or alternatives, like remote work, may not be the optimal use of ratepayer Releasedmoney. Also, having a voluntary option for consumers to pay distracts from the legitimate question – which is not entirely outside of MfE’s scope given our involvement in the Climate Related Financial Disclosures work – about who should pay for the costs of climate change. Climate activist Greta Thunberg offered her view at the World Economic Forum last week (See Teen activist tells Davos elite they're to blame for climate crisis).

After my presentation at Victoria yesterday I was questioned about how MfE was responding to the youth movement happening across the globe atm, initiated by the Swedish (superstar in my opinion) 1982 15 year old Greta Thunberg. I couldn’t say that I remember hearing any talk about this, but it definitively seems like something we should be tapping into. https://www.theguardian.com/science/2018/sep/01/swedish-15-year-old-cutting-class-to-fightthe- climate-crisis Act

Map #43: Whose Ideas Will Govern The Future?

Monday, 29 April 2019

In response, four Table members [names redacted] set forth from Toronto to start a new global conversation about the purpose of schools, with the aim of mobilizing three under-heard voices: the student voice; the voice of parents as partners in education; and the voice of teacher unions around the world. Since November, they’ve pulled in union leaders and researchers from Australia, California, Canada and New Zealand, and published a handful of opinion pieces (for example here, here and here). They’re gathering some 60+ students and teachers this weekend in Banff, Alberta to explore the future that students wish to see. A timely gathering. (I’m thinking of Greta Thunberg’s climate activism, and of the #ExtinctionRebellion.) And they’re beginning to plot a public engagement strategy on the purpose of public schools for the fall of 2019 and throughout 2020. How can society help youth to lead the purposeful lives they want to live? It’s an urgent question. This group already has some good answers.

UK government advisers to recommend net zero emissions by 2050

Tuesday, 30 April 2019

Extinction rebellion (and Greta Thunberg) seems to be having growing influence with UK politicians.

Interesting: “The recommendation comes as climate change has moved up the political agenda, with the UK’s governing Conservative party keen to burnish its green credentials while cross-party support for more aggressive action to curb pollution has grown.”

And the support of business who want certainty and will get that: “ Chris Stark, the CCC’s chief Releasedexecutive, said inunder March that the the UK setting Official tougher emission Informationtargets would be a “powerful signalAct to 1982 other countries” and would see it become the first country after Sweden to fix a target of net zero. Matthew Fell, UK policy director at the CBI business lobby group, said last week that British businesses supported the adoption of a net zero target, but needed “certainty, certainty, certainty” from the government.

Wonder why Scotland has a more ambitious target (net Zero by 2045)?

emissions requests Monday, 13 May 2019

[External author, name redacted]

In April, Greta Thunberg described the UK's carbon emissions reduction as "very creative" accounting because it excluded aviation, shipping, imports and experts. I understand that NZ follows the same practice (allowed with the Kyoto protocol).

Can MFE provide me with the emissions data for aviation, shipping, imports and exports - and explain how it would change our reporting on the 2008-12, 2013-20 and 2021-2030 target periods if these were included. ReleasedTuesday, 14 May under 2019 the Official Information Act 1982 [Internal author, name redacted]

Hi both, Would one of you be able to draft something on the below requests, get the other to review (or someone else if capacity is an issue), and then send back to me for sign out? Lucy has asked for this by end of today.

Thank you very much!

Tuesday, 14 May 2019 [Internal author, name redacted] 1982 Hello again. I was off yesterday, so just picking this enquiry up now – I’d like to reply to this today – we have answered some similar questions re splitting of emissions between sectors. Act

[Internal author, name redacted]

If I understand correctly, this would involve adding to gross emissions:

• (Assuming International) aviation • (Assuming International) shipping • Imports and exports: unsure whether this is referring to imports and exports of fuel? I am happy to draft if I have a clear enough understanding. Information

[Internal author, name redacted]

Thank you for agreeing to take it on. Re your points: Official • I’d suggest doing it separately for international and domestic aviation and navigation. This is because international aviation and international navigation, although reported annually, do not contribute to NZ’s nationalthe totals. • Imports and exports o Imports and exports of fuels are factored in the reference approach to estimating CO2 emissions from the Energy sector. They also do not contribute to the national totals and used a verification data only. Therefore, the import/export data for CO2 underemissions from fuels should not affect our reporting for any period of time. The emissions for CO2 and non-CO2 gases from fuels within the national totals are coming from the sectoral approach only. o There are also exports and imports of F-gases that are taken into account in estimating relevant emissions in the IPPU sector as we are using mass-balance approach in that sector. These obviously are included in the totals but as a part of a bigger equation. If you’d like to cover this to a greater detail, it’s best to discuss with [name redacted] Releasedo The third part of the inventory where imports and exports are involved is the Tokelau sector. As all fuels in Tokelau are imported, any variations in fuel imports would affect Tokelau’s emissions (CO2, CH4, N2O). However, as Tokelau contributes less than 0.004% of NZ’s total emissions, these variations wouldn’t make any significant difference to New Zealand’s reporting over the specified periods.

[Internal author, name redacted]

First I’ll take a step back to make sure we agree on what’s being asked, so I can provide the right response. As such I’ve interpreted the questions to be clearer for us – please let me know if you agree:

… 1982

What are NZ’s emissions for international aviation & navigation, fuel imports and exports?

If NZ’s international reporting was to include items in part 2 in gross emissions, how would thatAct change our reporting on the target periods CP1, CP2 & 2021-2030?

My proposed response will take the following approach

2. I will report emissions for 1990 and 2017 for: a. international aviation b. international navigation c. imports of fuel Information d. exports of fuel e. net impact of the above

What I won’t include here: F-gases are already taken into account therefore it won’t affect this calculation; Tokelau: ignore as it’s negligible; domestic Officialaviation & navigation are already included 3. I anticipate this to be a brief text description of how the accounting would be affected (noting that it would change emissions for the entire time series therefore may not affect the targets much at all). the

[Internal author, name redacted] It is not clear fromunder the question if Greta is asking about international navigation/shipping and not the domestic one.

In my opinion, she does not have clear understanding of what it means and what is included in the national totals and what is reported in the inventory. So I would add an explanation to clarify for Greta that:

1. Domestic navigation and aviation are included in the national totals already (it is not obvious for Greta) Released2. Exports and imports are not universal terms in the inventory and are concerned with very specific terms and concepts: a. Exports and imports of fuels in the Energy sector b. Exports and imports of fluorinated gases in the IPPU sector c. Exports and imports of fuels in the Tokelau sector 3. Then you can explain that: a. 2(a) do not contribute to the national totals and used a verification data only. Therefore, the import/export data for CO2 emissions from fuels should not affect our reporting for any period of time. b. 2(b) are reported in the inventory under the IPPU sector as a part of the method used for estimating emissions of fluorinated gases from that sector c. Imports of fuels to Tokelau contribute to less than 0.004% of New Zealand’s total emissions, and therefore, variations in these values will not affect the total New Zealand’s emissions. 1982 d. According to the inventory reporting rules, emissions from the international transport (aviation and navigation) are reported in the inventory annually as memo items, so their emissions data are available. Act 4. Then the interpretation you have proposed would work (points 1 – 3 from your message) 5. Please be careful with “reporting emissions from export and import of fuels” as they do not cover ALL direct GHGs, only CO2 and only approximately. Adding them to the totals WILL NOT be appropriate or even technically correct as this would be double counting of already reported CO2 emissions without taking into account other direct GHGs.

Use of climate language Monday, 20 May 2019 Information

Kia ora

The Guardian has tweaked how it is using its language with respect to the climate crisis as it more accurately describes the environmental situation. Is this something we’re considering? ParticularlyOfficial if the Parliament agrees to pass a motion that we are indeed facing a climate crisis? the [internal author, name redacted]

I’ll discuss this one with EECA in the context of the joined up climate change narrative. But also with Janine and Roger….climate heating is probably more accurate yes. Climate crisis andunder emergency – yes both accurate but we need to watch we don’t further overwhelm some audiences into further inaction.

School Strike 4 Climate notes for Prime Minister Ardern

The School Strike 4 Climate (SS4C) movement started in August 2018 after Greta Thunberg, a then 15-year-old Swedish student, protested outside Swedish Parliament, demanding more action to be taken to prevent further climate change. Her message gained significant momentum following COP24 in Poland in December, with strikes taking place in over 270 cities.

• The SS4C movement are holding another round of strikes on Friday 24 May, with New Zealand students aged 8-18 striking nationwide, united by their concern about the planet. 1982 • They plan to tell politicians to take the youths’ futures seriously by; o declaring a climate emergency; o passing a Zero Carbon Bill puts in place a legally enforceable plan to reach zerActo carbon by 2040; and o ceasing all new exploration and extraction of fossil fuels.

The losers - No green wave on Greta Thunberg’s home turf Information

Sweden’s Green party lost almost 4% of their vote compared to the 2014 election. It appears most of their votes went to the Center party, who also campaigned on climate issues. Official AR ideas Friday, 7 June 2019 the From under northern skies – the 16-year-old who organised the very first climate strike, Greta Thunberg - can propagate a tide of change, a call for action. Even more profound is her refrain that 'no-one is too small to make a difference'. And that single, undersmall, daily choice may just enable our grandchildren to taste that bowl of steaming green-lipped mussels.

FORMAL MESSAGE: EUROPEAN PARLIAMENT ELECTIONS - WHAT TO EXPECT OF THE EU OVER THE NEXT FIVE YEARS Tuesday, 2 July 2019 ReleasedThe highly-touted ‘green wave’ was a mainly North Sea phenomenon. Gains were localised in Germany, France and the UK and to a lesser extent in the Netherlands, Belgium, Denmark, Finland and Ireland (it missed Sweden despite the expected “Greta Thunberg effect”).

Agree. It makes me so angry for my daughter, who did nothing to deserve what’s coming. And for people our age, underwho probably won’t get the 80 or 90 years of life our parents and their parents will have. But her outrage gives me motivation to stay in this often frustrating job and push for every last uncompromising inch. We may yet prevail.

Write up from talk by Sophie Handford, organiserOfficial of the school climate strikes Friday, 7 June 2019 Earlier this year, Sophie read aboutthe Greta Thunberg and was inspired to start organising school strikes for the climate in Aotearoa. She got a team together and started planning the first strike in February. Approximately 20,000 students went on strike on the 15 March – pretty effective! A further 15,000 students participated in the recent May strike, and thousands more spent the day planting trees and picking up rubbish.
