AIMS AND EQUIPMENT

The purposes of the College of Law are to impart an accurate knowledge of the principles of the law, to illustrate the application of these principles to the practical affairs of life and to furnish such legal training as will fit students for practise in any part of the country­ in a word, to teach students both to know and to apply the law. The college occupies a building upon the campus, which was com­ pleted in 1902 and is named Page Hall for Henry Folsom Page who was an attorney-at-law and lived at Circleville, Ohio. He bequeathed a large estate valued at nearly a quarter of a million dollars to the Ohio State University. On the first floor are three large lecture rooms and two other class­ rooms, the offices of the Dean and of the Secretary, and room of the Law Literary Society. On the second floor of the buiilling, the law library is shelved in a fire-proof stack room capable of housing fifty thousand volumes. Large reading tables are provided for the accom­ modation of the students. There is also a consulting room for the accommodation of students. .

LIBRARIES

The Library of the College of Law contains the reports of the Federal Courts, the reports of all the states and territories, including also the Philippines, Hawaii, Porto Rico, and Alaska, a complete set of the English Reports as well as the reprints, Canadian Reports, Australian Commonwealth Reports, the National Reporter System, American Reports, American Decisions, American State Reports, Lawyers' Reports Annotated, American and English Annotated Cases, American Bankruptcy Keports, Interstate Co=erce Reports, the Statutes and Digests of all the States, of Canada and England, the standard Legal Encyclopedias and General Digest, standard Legal Periodkals, and about one" thousand well selected treatises. The Noble Law Library and the Emerson McMillin Library are included in the above enumeration. At present the library contains over 16000 volnmes, and large additions are being made annually. The following libraries are also accessible to the student: The University Library contains about 120,000 volumes of care­ fully selected books upon all subjects. This is quite complete in the most recent standard works upon history and political science, philoso­ phy, etc. A good collection of the leading scientific, technical, and literary magazines and journals is to be found cere. The State Law Library of over 45,000 volnmes is the largest and most complete law library in the State, and ranks among the best in the . It contains all the American Reports (Federal and State), Decisions, Digests, and Statute Laws, and keeps abreast of the pUblication of current text-books, books of reference, and leading law periodicals. The department of English, Scotch, Irish, and British Colonial Decisions is well cared for and growing yearly more compre­ hensive. About 800 volumes have been added to the Library annually for the last few years, among the recent additions being about 100 vol­ umes of Australian and Canadian Law Reports formerly missing from the catalogue. This library is located in the new State Judiciary Build­ ing in the grounds of the State Capitol, and many students avail them­ selves of its privileges. It is open every week-day, except Saturday, from 8:30 to 5 o'clock; on Saturday it closes to the public at noon. The State Library, in the State House, is a library of general literature, history, science, biography, political and social science, philosophy, etc., comprising over lSo,Ooo volumes. The leading magazines, journals, and other periodicals are also to be found here. The City Library with 80,000 volumes and large reading rooms, located on Grant avenue, at the head of State street, may be used by students, under reasonable restrictions. The Public School Library with over 85,000 volumes, is open to students of the University.

Admission by Certificate Applicants may be admitted without examination on presentation of properly indorsed certificate from a first grade high school in Ohio, or a school of equivalent rank, or approved normal school, provided that the work covered by saiJ certificate meets the requirements in tbe section entitled "Requirements by Units." The certificate must show that tbe applicant is a graduate in good standing of the school issuing it; and also must state in detail the studies pursued, tbe text-books used, the amount of work done in each study, the amount of time devoted to it, and the fact that the applicant has pas8ed in the work. Any entrance requirement not covered by a certificate must be met by examination. Blank certificate may be obtained by addressing the Secretary of the Entrance Board. Certificates should be filled out and returned to tbe University as early as possible after the close of the schools in June. Since errors are frequently made in transcribing the record upon the blank torm, the candidate should verify his certificate and see that it gives h im creelit for all his school work.

Removal of Entrance Conditions

The removal of entrance conditions is administered by the En· trance Board. Conditions may be removed (I) by examination or (2) by the sUbstitution of excess work in other appr~ved subjects, or (3) by the substitution of other equivalent work to be done at the Un i- COLLEGE OF LAW 11 versity. All entrance conditions must be removed within two years after admission. If, at the end of the first year, a student still has entrance conditions outstanding, the Secretary of the College will assign such college courses as may be deemed a fair equivalent for the work in which the student has entrance conditions.

College Work

In addition' to the foregoing requirements, each candidate for a degree must submit satisfactory evidence that he has successfully pursued a course of study equivalent to the first two years of the course leading to a ,degree in the College of Arts, Philosophy, and Science of this University. The candidate will be subject to examination in such work. If this work has been done in a college or university of approved stand­ ing, the certificate of such college or university will be accepted as a substitute for such e::lj:amination.

Admi ••ion with Advanced Standing

(a) Applicants for admission with advanced standing must first satisfy the foregoing entrance requirements in the methods described above. This should be done though the Entrance Board. (b) By presentation of satisfactory certificates issued by a college of law having a course of nol less than three years and requiring at least four years of high school work for entrance, or by examination; such applicants may then obtain any advanced credits in law to which they are entitled. Applicants for admission to the second year must present satisfactory evidence of having completed the work of the first year of the course of law or its equivalent. An applicant for admission to the third year must present satisfactory evidence of having com­ pleted the work of the first and second years of the course of law or its equivalent. All law credits must be submitted to the Secretary of the College of Law for adjustment. In order to obtain the full benefit of the arrangement and detail of the course of study, a student should enter at the beginning of the First Year and attend regularly until the completion of the Third Year. Those who are un"ble to do this are earnestly requested to enter promptly at the beginning of the year, or if special work is desired in the secolld semester, at the beginning of such semester. 12 THE OHIO STATE UNIVERSITY

Requirements for admission of students who are not candidates for a degree are the same as the requirements for admission of candi­ dates for a degree, except that the student need not offer the work equivalent to the first two years of the College of Arts, Philosophy, and Science_ These requirements do not necessarily meet the require­ ments of the Ohio Supreme Court for admission to the State Bar Examination.

This course considers the facts which give rise to the right to the various kinds of relief; the application of the doctrines involved therein aI)d the limitations thereon; and the method of obtaining each kind of relief in proper cases.

THE ARTS-LAW COURSE

Students desiring the degree of Bachelor of Arts in the College of Arts, Philosophy, and Science, and the degree of Bachelor of Laws in the College of Law, may, by complying with the regulations below, obtain the two degrees in six years. On satisfactory completion of the three years' work comprising ninety-three semester hours, in the College of Arts, Philosophy. and Science, and the first year of the course in the College of Law, of this University, under the usual regulations governing work in each of the two colleges (except as indicated below), the student will be recommended for the degree of Bachelor of Arts. All regulations applying to students in the College of Arts, Philoso­ phy. and Science apply in the combined Arts-Law course except as modified by the following statements: I. No student is eligible for the combined Arts-Law course who has not been a student in the College of Arts, Philosophy, and Science of this Uni~ersity at least one full year. 2. At least thirty-three of the ninety-three semester hours of Arts College subjects required for the degree in Arts must be in the Social Sciences Group and eighteen in some other one group. In no one of the groups may more than forty hours be credited for the degree, exclusive of the requirements made in Regulations. 2, 3. 4. and 5, page 19· 3. At least thirty-six of the ninety-three hours of Arts College subjects required for the degree must be in courses not open to fresh­ men. 4. Business Law (Economics 143) may not be counted toward the degree in the combined Arts-Law course. 5. In order to have the first year of the Course in Law counted toward the Arts degree, tbe student must have maintained a uniform record of good scholarship in the College of Law and College of Arts, Philosophy. and Science aud have completed the entire requisite ninety­ three bours of work in that College before the work in the College of Law is entered upon. 6. The question of tbe applicant's eligibility to the combined course will be determined by the Executive Committee of tbe Arts College. No credit in tbe College of Arts, Philosopby, and Science will be given for work done in the College of Law except as above provided, but regular fourth-year students in tbe former college may, by special pertllission, take a limited amount of tbe work in the College of Law without credit in tbe College of Arts, Philosophy, and Science. GENERAL INFORMATION

DEGREES

The Degree of Bachelor of laws (LL. B.) will be conferred on all who, being at least twenty-one years of age and having met the requirements necessary for entrance for a degree, pass satisfactorily the examinations at the close of the third year, after having done at least that year's work in the College of Law at the University. The degree of Juris Doctor (J. D.) will be conferred on all who being at least twenty-one years of age and having the degree of Bachelor of Arts or an equivalent degree from an approved college or uuiversity, have completed the course in Law with merit in at least 42 semester hours, aud have been in attendance at this College of Law during the entire last two years of .the course, and have taken at least fifty-six semester hours in such last two years.

CERTlFICA TES

Those who have completed the studies in this College, but have not complied with the requirements for a degree, will be given au official certificate showing the work done, signed by the Chairman and Secretary' of the Board of Trustees and the President of the University. No distinction is made between the candidates for a degree and other regnlar students while in attendance at this College. The two classl:s of students do the same work, recite together, take the same examinations, are held to the ~aDJe standard of work, and stand on the same footing for admission to the bar. The distinction between the two classes of sludents consists entirely in the tWo following respects: First-The standard of admission for candidates for a degree is higher than that for those who are not candidates for a degree. Second-Candidates for a degree who have fulfilled all entrance requirements and have completed the course of study in a satisfactory manner receive a diploma conferring the degree. Regular students, who are not candidates for a degree, receive under similar circum­ stances a formal certificate of the completion of the course. COLLEGE OF LAW 21

ADMISSION TO THE BAR The regular Supreme Court examinations for admission to the Bar liTe held on the first Tuesday in June and first Tuesday in December of each year. Students who ha\'e not regularly attended the full course of three years at this College, or who have 1I0t been examined here in all the subjects required in the undergraduate course, or who have not presen ted acceptable certi6cates from some recogn ized school or college of law covering the subjects not pursued here by tllem, are required to pass this examination before they receive the degree of Bachelor of Laws or the certi6cate mentioned above.

UNIVERSITY COURSES SUITABLE FOR COUATERAL STUDY

For such as can not obtain the benefits of a college education before studying law, we suggest the advantage of attending a law school which, like this, is in close and vital connection with a great University. Strong courses in history, political science, and economics are offererl at this University, which are open without extra charge to students in the College of Law, as they may elect, subject to the requirements for admission to such departments. The following courses offered in the department of American History and Political Science will be found especially helpful to students in the College of Law: Political History of the United States; tile Revolutionary and Critical P~riod, 1763-1789. In the department of European History the course in Political and Constitutional History of England is of especial value. The connection of the College of Law witll the University affords th-: means of liberal, practical, and technical education. Students who are disposed to work faithfully aud who desire to fit themselves for any special line of work may, at the same time that they are acquiring a technical knowledge of law, supplement tlleir general education by joining the University classes, in departments which they may elect, subject to tbe requirements for admission to such departments, without extra charge except for laboratory work.

FEES AND EXPENSES

All fees mnst be paid at the opening of each sempster as a condi­ tion of admission to classes. Regiatration Fee. The fee for students who are resideuts of Ohio is thirty dollars a semester. For non-residents, the fee is thirty-five 22 THE OHIO STATE UNIVERSITY doJlars a semester. Non-resident students must reside in Ohio one year before they are eligible under the resident rule. Children of non-resident Alumni pay the same fee as residents of Ohio. Former students, who do not pay this fee until the third day of the first semester and the second day of the second semester, must pay one dollar additional. For each day of delinquency thereafter fifty cents is added. Locker Fee. The gymnasium is free to all students, but those desiring to use a locker are charged a fee of two doJlars a semester, which includes the rental of towels. The Ohio Union. A fee of one dollar a semester is paid by all male students at registration. This entitles the student to all privi­ leges of tbe Union, consistent with the Constitution and House Rules governing it. Graduation Fee. A fee of five dollars to cover expenses of grad­ uation anu diploma is required of each person receiving one of the ordinary degrees from the University, and this fee must be paid on or before the last Friday preceding Commencement. There is no charge for the formal certificate of completion of the course. Room. and Board. Furnished rooms, accommodating two stu­ dents, in private homes, can be rented at one dollar and a half per week for each student. Board at the restaurants and boarding clubs near the University COS Is from three dollars and twenty.five cents to three dollars and fifty cents per week. Board with furnished rooms can be obtained in private families at rates varying aroun\! six dollars per week: The Ohio Union Co=ons offers board to young men at reason­ able rates. Text-Book.. Students should not purcbase text-books until they are advised by instructors of their respective classes.

EXPENSES PER YEAR One of the most perplexing questions that confronts a prolipecti\"e student is what the course is going to cost him a year. In order to furnish information we have listed below payments required by the University for the Freshman year and have estimated the cost for room and boarding at a safe price. These two items are somelimes reduced slightly where two students occupy the same room and where boarding clubs are economically managed. Y.M.C.A.

The Young Men's Christian Association has come to occupy a prominent place in university life. It has a membership of about six hundred men, and is affiliated with the World's Student Christian Federation. Religious meetings are held for men on Wednesday evening; there are also frequent meetings for the promotion of social intercourse and good fellowship. Courses in systematic Bible study and in mis­ sit'ns are offered. A most helpful feature of the work is that conducted in the interest of new students at the opening of the school year. Desirable rooms and boarding places are found and posted for reference at the Association Office. Representatives of the Association meet the trains, assist students in finding satisfactory locations, and endeavor in every way to make them feel at home. The Employment Bureau helps to find work. The Methodist Episcopal and the Presbyterian Churches have stationed pastors at the University to serve students of their re­ spective churches and others who may desire it. The local pastors of other denominations also take a sympathetic interest in the studeuts who attend their churches.

SELF SUPPORT

T here is a large amount of work upon the University farm which is assigned to students. preference being given to those who are study­ ing Agriculture.
