Inje Cho1, Eung-Hyun Lee2, Hoonje Cho3* 1 CEO of Actnerlab 2 Researcher of World Technopolis Association 3 Invited Professor of Chungnam National University Abstract In 1995, the Republic of Korea started to establish Techno Park (TP) in order to develop the regional industry while promoting the balanced development of the land. By 2008, 18TPs were established nationwide and have become cradles for developing local industries. And recently evolved forms of TP such as Daedeok Techno Valley and Pangyo Techno Valley emerged. In addition, 19 Centers for Creative Economy and Innovation (CCEI) were established nationwide and Tech-Incubator Program for start-ups (TIPS) was introduced to support and mentor start-ups. TPs in Korea become bureaucratic in course of time, and the new trial of innovation of TP is needed. In Korea, professional TIPS-accelerators mentoring and investing start-ups have a history of only five years. But they support and mentor start-ups efficiently, and have obtained good results. In this paper, we propose that TP attract TIPS-accelerators actively and collaborate with each other to support and mentor start-ups and SMEs effectively. 2011 JOINT CONSULTING PROJECTS WITH WB Case Studies of Korea’s Public-Private Partnership 1 2011 JOINT CONSULTING PROJECTS WITH World Bank (WB) 1. Overview 1.1. Project Background and Objective 1.1.1. Project background Between 2004 and 2011, the Korean Ministry of Strategy and Finance (MOSF) had provided customized policy consulting services for nearly 300 projects in 34 countries as part of the Knowledge Sharing Program (KSP). In 2011, the MOSF newly launched KSP joint consulting with Multilateral Development Banks (MDBs)1, developing the former bilateral partnership (between Korea and a partner country) to a trilateral partnership (among Korea, international organizations and a partner country). In this process, the MOSF concluded a memorandum of understanding (MOU) with five MDBs and established a foundation for joint consulting. In accordance with the MOU, the MOSF implemented KSP joint consulting through discussion with the MDBs including WB, ADB and IDB. KSP is a development partnership project that facilitates economic and social growth of developing countries by sharing Korea's experiences; offering policy research, consulting service and training programs customized to the recipient countries' demand and conditions; and supporting their institution-building and capacity-building efforts. The trilateral KSP, developed from the bilateral KSP, can benefit from regional expertise of the MDBs as well as Korea's experiences of economic development and provide customized consulting service to countries in need. Therefore, it will create synergy effects and deepen a cooperative partnership with the MDBs and with developing countries. 1.1.2. Project objective As part of KSP-MDB joint consulting project, the MOSF and World Bank Institute (WBI) 2 agreed to conduct case studies of successful Public Private Partnership (PPP) in Korea. -

By Airport Bus # 6016 (pay with cash or T-money): Take the Airport Bus # 6016 (the bus stop will be located outside of the Incheon International Airport building). Get off the bus at the bus stop "Heukseok (ChungAng Dae Ipgu)" [흑석역(중앙대 입구)]. (It will take 50 minutes ~ 1hour from airport) · If you take a taxi at the Heukseok station, you can arrive at campus by basic fare. (3,000 ~ 4,000 KRW) 2. By Subway: (Pay with T-money card; refer to page 23 of the Pre-departure guide on how to obtain and charge the T-money card) From the airport, take AREX (Airport Railroad Express) to Gimpo International Airport, then transfer to take the subway Line #9 (9 호선) and get off at "Heukseok (Chung-Ang Dae Ipgu)” Station [흑석역(중앙대입구)].
