    Regionalism, federalism and minority rights: The I talian case Mario DIANI Mario Diani is Professor of Sociology in the Departme nt of Government of the Uni versity of Strathclyde, Glasgow. 1. Introduction Most domestic and foreign observers have usually emphasized Italy's cultural heterogeneity and weak national identity. When the country was at last officially unified in 1870, only the 10% most cultivated citizens could use the national lan­ guage to communicate; over a century later, in the early 1990s, about 14% of the population are, according to some estimates, still restricted to local dialects; of the twenty-eight minority languages identified by the European Union within member states, thirteen are spoken by minorities located within the Italian bor­ ders. Altogether, these groups exceed one million people (Lepschy, 1990; De Mau­ ro, 1994; Adnkronos, 1995: 856). Whether these and other sources of cultural variation - e.g., those reflected in the North-South divide - are big enough to result in open cultural fragmentation within the country is however another question. Many claim indeed that shared mentalities and lifestyles nonetheless provide Italians with a relatively homoge­ neous culture and identity (Romano, 1994). This view is apparently supported by recent figures about feelings of national identification. In spite of recent suc­ cesses of political,9rganizations advocating a drastic reform of the unified state, and occasionally threatening its dissolution, Italians still overwhelmingly concei­ ve of themselves as fellow nationals in the first place, while only tiny minorities regard regional (Venetian, Lombard, Piedmontese, etc.) origins as their major sour­ 1 ces of collective identity . Rather than from strictly cultural reasons, major problems to ltalian successful integration have seemingly come from politica! and socio-economie dynamics, related to nation building.

Box 1346 Ann Arbor, Ml 48106-1346 ABSTRACT Carl Schmitt’s idiosyncratic account of the history of the state and international relations is fundamental to an understanding of his role as a theorist of the international. The thesis argues that Schmitt’s pessimism about the prospects for the modem state derives from his historical method. Combining theologically and geopolitically determinist elements, Schmitt creates varying historical narratives which together attribute the limitations of the state form to its own genesis. Schmitt creates a multi-layered historical account in which broadly domestic and international factors combine to erode the possibility of authentic political separation, and ‘hasten’ a broad universalism. Theological in origin, Schmitt deploys the opposing typologies of ‘restraint’ and ‘hastening’ as both historical descriptions, and as yardsticks by which to measure the efficacy of political actors.

The introduction provides an overview the key concepts in Schmitt’s writings in the 1920s. Chapter one examines Schmitt’s influence on the German-Jewish émigré political theorists Leo Strauss and Hans Morgenthau, in an attempt to explain how Schmitt’s ideas were initially transported from Germany to the U.S. The second chapter is a more detailed case study of the American leftist journal, Telos, which played a key role in introducing Schmitt’s writings to a broader, English language audience in the late 1980s and 1990s.

    From the issue dated April 2, 2004 A Fascist Philosopher Helps Us Understand Contemporary Politics By ALAN WOLFE To understand what is distinctive about today's Republican Party, you first need to know about an obscure and very conservative German political philosopher. His name, however, is not Leo Strauss, who has been widely cited as the intellectual guru of the Bush administration. It belongs, instead, to a lesser known, but in many ways more important, thinker named Carl Schmitt. Strauss and Schmitt were once close professionally; Schmitt supported Strauss's application for a Rockefeller Foundation fellowship to Paris in 1932, the same year in which Strauss published a review of Schmitt's most important book, The Concept of the Political. Their paths later diverged. Strauss, a Jew, left Germany for good and eventually settled in Chicago, where he inspired generations of students, one of whom, Allan Bloom, in turn inspired Saul Bellow's Ravelstein. Schmitt, a devout Catholic who had written a number of well-regarded books -- including Political Theology (1922), The Crisis of Parliamentary Democracy (1923), and Political Romanticism (first printed in 1919) -- joined the Nazi Party in 1933, survived World War II with his reputation relatively unscathed, and witnessed a revival of interest in his work, from both the left and the right, before his death in 1985 at the age of 96. Given Schmitt's strident anti-Semitism and unambiguous Nazi commitments, the left's continuing fascination with him is difficult to comprehend. Yet as Jan-Werner Müller, a fellow at All Soul's College, Oxford, points out in his recently published A Dangerous Mind, that attraction is undeniable.

The only fixed element is populism. After the four main phases of the Lega Nord policy, the party and its secretary Matteo Salvini enter a new era of politics that resembles the anti-particracy of the early years of activity, the only difference being that the party is uniting with its former enemies on the common ground, such as opposi- tion to immigration, the European Union, and the euro currency. The party is paving the way to conquest some non-typical areas, such as the red regions, although there are no barriers to its further development.     Fédéralisme 2034-6298 Volume 2 : 2001-2002 - Extrême droite et fédéralisme, 250 Federalism and the Extreme Right in Italy Michel Huysseune Michel Huysseune : Professor Vrije Universiteit Brussel The two Italian political parties that are generally catalogued as belonging to the extreme right, the Lega Nord and Alleanza Nazionale, have a drastically different approach to federalism. The Lega Nord profiles itself as a nationalist movement of northern Italians, «Padanians» according to its lexicon. Even though it has alternated proposals for a federalist reform of the Italian state as a whole with claims for the independence of «Padania» in particular, for the Lega (as it is colloquially called) federalism stands for the self-government of the North. The Lega, although notorious for its political oscillations, has nevertheless consistently defended the devolution of power from the national to the regional level. It has itself played an important role in putting federalism on the Italian political agenda. Alleanza Nazionale (AN), the post-fascist heir of the neo-fascist Movimento Sociale Italiano (MSI), belongs on the contrary to a strongly centralist political tradition. Although it has incorporated federalism in its programme, this acceptance is limited by its emphasis on a strong central executive and the priority it attributes to reinforcing Italian national identity and patriotism. In recent years, federalism has undoubtedly acquired an important place in Italian politics. The renewal of interest in federalism has coincided with the major crisis the Italian political system has undergone in the early 1990s. This crisis was a consequence of the disclosure (a process which started in 1992) of the large-scale corruption of the governmental parties, especially the dominant Christian democrat and socialist party.
