The official campaign will start on 21st May next. Fitzhugh Brundage Lloyd Kramer Daniel Sherman Jay Smith © 2015 Laura Jeanne Sims ALL RIGHTS RESERVED ii ABSTRACT Laura Jeanne Sims: “Rethinking France’s “Memory Wars”: Harki and Pied-Noir Collective Memories in Fifth Republic France” (Under the direction of Donald Reid) This dissertation is a cultural history of the memory narratives and practices of two postcolonial communities in France. The Harkis, Algerians who fought with the French Army during the Algerian War of Independence, and the Pieds-Noirs, settlers of European origin in Algeria, were forced to migrate to France when Algeria gained its independence in 1962. Analyzing the various memory carriers, including “cyber” carriers, that Harkis, Pieds-Noirs, and their descendants have used to transmit understandings of the colonial past reveals the evolving concerns of members of these communities and the changing ways in which they have imagined themselves, particularly in relation to the rest of French society. Harki and Pied-Noir case studies offer insight into the politics of collective memory in Fifth Republic France. As groups with different racial and cultural backgrounds, they have radically dissimilar levels of power, resources, and visibility. Pieds-Noirs have constructed the only museum currently dedicated to the colonial past in France, the Centre de Documentation des Français d’Algérie, while children of Harkis have relied more heavily on the opportunities for social networking and the quick, public transmission of information afforded by the Internet. -

In France, the constitution was amended in 1999 and the electoral law revised in 2000 to require the nomination of equal numbers of male and female candidates. While the spread of quotas implies the emergence of new norms to facilitate women’s access to elected office, the need to displace men as candidates and office-holders raises questions as to why the same elites who may lose their seats would pass quota policies. One answer put forward recently relates to incumbents’ interests and voter bias. In this article, we critique this account by drawing on qualitative and quantitative evidence revealing (1) a combination of principled and pragmatic motivations for quota reform and (2) the role of elite actions, not voter bias, as the main explanation for women’s electoral performance. -

The main goal is to demonstrate that the timing of the two types of political events is a significant factor preserving the configuration of a pro-pres- idential majority fact as one of the possible variants of French semi-presidentialism. This raises the question of the role of both elections as instruments for controlling the process of setting up a space of political rivalry that could be perceived as optimal from the viewpoint of ruling camps. The author analyses possibilities to provide the convergence of presidential and parliamentary elections under the conditions of a seven-year presidential term as well as after its shortening to five years in 2000. Hence, of particular importance is the impact of some mechanisms used in this field on the institutional logic of the French political sys- tem. Specific application of constitutional tools and some normative changes introduced in previous years cause the extent of the aforementioned control to be now much greater than in the first decades of the Fifth Republic. Looking at the convergence of both types of elec- tions from the perspective of the evolution of the existing political system, the author argues that it is legitimate to divide the whole period of the Fifth Republic into three sub-periods: 1. -

Neuman† Can constitutions successfully constrain the exercise of the treaty power? This article examines the French Constitution of 1958 as a case study. The founders of the Fifth Republic drafted provisions intended to protect national sovereignty, as the Gaullists understood that concept, against inroads resulting from international agreements. Looking back fifty years later, it is clear that those protective efforts did not succeed. The sequence of events by which the constraints were loosened or evaded may represent one nation’s particular his- tory, but they illustrate the limited capacity of constitutional restrictions to control international commitments in the long term. Foreword Eddie Mahe, Jr. and Associates, Inc. was awarded a grant on September 25, 1985 from the Agency for International Development (A.I.D.), No. OTR-0086-G-55-5199-00, to develop a program of election assistance. Euroscepticism in France: An Analysis of Actors and Causes Xhulia Likaj, Lena Rieble, Laura Theuer Abstract: This paper discusses the development of Euroscepticism in France and the underlying actors and causes. First, the literature review presents a selection of distinct classifications, actors and sources for the analysis. Thus, the distinction between hard and soft Euroscepticism as well as diffuse and specific support for European integration guides the interpretation of Eurobarometer data, which show that there has been an actual increase of French discontent towards the European project since the early 1990s. The Front National represents the main actor within the Eurosceptic landscape. A socio-demographic analysis of the electorate describes the average frontiste likely to be a male, belonging to a household with lower levels of income and education, and besides immigration and security, ranking identity and national sovereignty very highly on their list of concerns. Eventually, the sources for rising Euroscepticism in France are examined in light of socio-economic, cultural and institutional factors. Once more, Eurobarometer data reveal that while economic concerns tend to fuel EU-critical positions rather than fundamental opposition, cultural aspects like national identity, immigration and national security should also be deemed as a crucial source of Euroscepticism. Institutional dissatisfaction at the national and European level – particularly related to the mismanagement of the financial and sovereign debt crisis as well as the migration crisis – has also contributed to the amplification of EU-critical attitudes. The Government and Politics of France This fifth edition of The Government and Politics of France offers a fully revised, updated and comprehensive view of the contemporary French political scene based on the work of the leading specialist on France of his generation. It covers such events as the dramatic presidential election of 2002 and includes a major new chapter on France and European integration, culminating in the historic rejection of the European consti- tutional treaty by French voters in May 2005.
