Minutes/ Hadhramout Health Cluster Coordination Meeting- Mukalla, YEMEN Date: 25 January, 2021 Venue: physical &virtual meeting via Zoom Meeting Agenda Action Points 1 Welcome and introduction: Health Cluster focal point welcomed all partners to the regular virtual monthly Sub-National Health Cluster meeting, the action points of the last meeting were discussed and the meeting minute was endorsed. The meeting has addressed the following agenda items 1) Welcome & Introduction of Partners & Follow up on previous action points. 2) Epidemiological update: (COVID-19, Cholera, Dengue) & Response / Gaps in Hadhramout Hub. 3) IPC Multisectoral Scale up in 49 Prioritized districts 4) GHOs updates & Challenges. 5) Partner’s Updates & Challenges. 6) ABO; - IEHK kits 2 COVID-19 update and response: - WHO presented a brief update on COVID-19 in Hadhramout hub between (Week1 to 3 \ 2021), where 6 out of 12 of Hadhramout AL-Sahel districts were affected by Covid-19, 6% of shabwah districts, 22% of Al-Mahra districts and 31% of Hadhramout Al-Wadi. In response to covid-19 WHO • WHO with cooperation of GHOs in our hub supported isolation centers by equipment and supplies • Conducted on job case management training for all staff in isolation centers • Conducted TOT RRTs training at governorate level • Conducted RRTs training at districts level in all governorate in our hub For more information, please visit the Health Cluster Website: http://yemenhc.org/ • Conducted community based surveillance training in Hadramoat Mukalla • Conducted contact tracing training in Hadramoat Mukalla • Provide isolation centers by fuel • Provided isolation units by oxygen • Provided isolation units by hazard payment DF update and response: Hadhramout Al-Sahel governorate there are 10 suspected cases in 5 districts, but zero confirmed cases found, while 76 suspected cases in Shabwah in 13 districts, but also zero cases are confirmed. In Hadhramout\Sayoun 8 suspected cases in 4 districts and 1 confirmed case. But no suspected cases in al –Mahra. In response to DF, WHO: • WHO supported GHOs in our hub by brochures and leaflets. • WHO provided GHOs by RDT. • WHO Supported CPHLs Mukalla and Sayoun by Elisa kits. • WHO fogging spray campaign in Shabwah governorate Ateq, Behan And Meifah. • . Conducted case management training of DF at Ateq district. • WHO with cooperation of UNICEF conducted fogging spray campaigns in affected districts in Mukalla and Shabwa. • WHO provided GHOs by fluids and medicines. Cholera update and response: WHO presented a brief update on Cholera between the (1-3) week 2021 of Mukalla Hub, for Mukalla\ Hadramoat governorate, the Suspected cases were 39, Positive RDT were 25 Confirmed cases were Zero. Shabwah governorate suspected cases were 9, Positive RDT was 1, Confirmed cases were Zero case. In Al-Mahrah governorate, suspected cases were 3, Positive RDT were 3, Confirmed case is Zero. Sayoun Hadramoat governorate, suspected cases were 5, Positive RDT was 0, Confirmed case is 0 case. In terms of cholera, UNICEF representative confirmed that UNICEF financially support the water samples Lab for General Authority for Rural Water Projects, so why Mukalla central lab are complaining from need for a support, they can easily send the water samples to GARWP which is funded by UNICEF instead of asking for incentives of worker examined the water samples. 3 IPC Multisector Scale up in 49 Prioritized districts In response to SNHC coordinator for Mukalla hub, national health cluster co-lead Dr. Ahmed Unshur share the IPC Scale up in 49 Prioritized districts, he clarified that from October to December 2020, a total of 13.5 million people or 45 percent of the population are facing severe food insecurity (IPC Phase 3 and above). These include about 16,500 people in IPC Phase 5 (Catastrophe), 3.65 million (12 percent) in IPC Phase 4 (Emergency) and 9.8 million people (33 percent) in IPC Phase 3 (Crisis). Between January and June 2021, the number of people likely to experience high levels of acute food insecurity (IPC Phase 3 or above) will increase by nearly 3 million to 16.2 million (54 percent of the total population). Out of these, 11 million people are estimated to be in Crisis (IPC Phase 3), 5 million in Emergency (IPC Phase 4) and the number of those in Catastrophe (IPC Phase 5), will likely increase to 47,000. He showed that 49 prioritized districts were at the beginning of analysis, but MOPHP added 7 more districts to be in total 56 prioritized districts. He also explained through the map the district level severity matrix 2021, Dr. Unshure also clarified the presence of 21 HPs in the 7 governorates (49 districts), 4 UN agencies, 8 INGOs and 9 NNGOs, distributed over 281 health facilities. The implemented health partners who provided different services (IMCI, EPI, medical consultations, health education, routine vaccination, reproductive health services and nutrition). The main challenges that were faced the IPC scale up are; Reduced/non availability of funding to support the scale up. Access to frontline districts. Bureaucratic challenges from Government Authorities. Different discussion was carried between the partners and health cluster and comments are all related to IPC and how to support the prioritized districts. 4 GHOs updates & Challenges Health cluster will follow with WHO for diphtheria GHO of Hadhramout Al-Sahel: GHO AL-Sahel presented the last update of DF. Dipheteria and antitoxin, and training of diphtheria treatment unit cholera as well as last update of COVID-19 up to Jan 2021. staff. Also they presented the main challenges the faced as per below: For more information, please visit the Health Cluster Website: http://yemenhc.org/ A- Challenges related to Cholera outbreak; Supporting the cholera treatment center in Al-Sadara and Al-Joule areas with operation cost to receive and treat cholera cases in the district. Support of cost of transporting cholera samples from within Hajar district to the governorate center. Support the rapid response teams in Hajar district so that they can access to the cases, provide awareness services and distribute chlorine tablets. Maintenance of water networks in Hajar District (Al-Sadara Water Network, Al-Joule Water Network) and targeting high-risk areas according to a periodic and continuous maintenance plan. Chlorination of water in areas of Hajar Supporting the Joul area water project in Hajar district and speeding up the process Complete the project Establishing portable bathrooms according to a sewage system in the district. Restoring support to central health laboratories in microbiology and chemical laboratories for periodic examination of water samples. B- Challenges reacted to diphtheria; Supporting the establishment of diphtheria treatment unit, equipped with the intensive care unit ً at Dr. Riyadh Al-Jariri Hospital to receive all Diphtheria cases of different age groups. Provide an operating cost for the diphtheria treatment unit. Providing an antitoxin booklet to the governorate in sufficient quantities because Hadhramout is the governorate receives cases from inside and outside the governorate. Training of diphtheria center staff on standard definition of the disease and treatment policy for diphtheria Introducing a booster dose of diphtheria vaccine for school-age children and completing booster doses for school students in the target age group. Supporting health education and media about diphtheria to all people in targeted areas, and ways to prevent it, in addition to enhancing awareness of the importance of immunization against all diseases and completing the basic and booster doses. GHO Al-Mahra: No comment. GHO Hahdramout Al-Wadi : No comment 5 Partner’s Updates & Challenges: Al-Awn Foundation for development: For more information, please visit the Health Cluster Website: http://yemenhc.org/ Health Activates Report \ Doan district for Jan 2021; Type of intervention: Funding and operating Al-Hagrain chartable hospital. Update for Jan 2021; Total Number of outpatient consultations 1479, number of consultations for communicable diseases including outbreaks 264. Number of outpatient consultations for Host community, 1208, number of outpatient consultations for IDPs 271, antenatal care visits 105, postnatal care visits 2 Number of children under 1 received Penta3, 26 Number of referrals,4. All referral cases are assisted Number of consultations for new hypertensive patient,13 M and 11F, while consultations for diabetic patients,10M and6F, and 2 males were consulted as they had heart disease. Number of admissions (Hospitalization) were 5 women, Number of normal deliveries assisted were 15 while of C-section were5. For surgeries, major Surgeries were 5F and minor Surgeries were 14M and 30F. Number of CHW trained were 15, midwives 7, 5 male nurses and 2 male doctors. SELAH foundation for development; Update\ January 2021 1- provide drugs for chronic diseases patients, for Hadhramout and Marib for 142Male 62 female. 2- provide drugs for chronic diseases handicapped patients, 53male and 27 females in Hadhramout. 3- support patients with diabetes (tests + treatments) Hadramout 523 males and ,277females. 4- support major operations for 48males and 24 females in Hadhramout. For more information, please visit the Health Cluster Website: http://yemenhc.org/ 5- 5 support patients with renal failure in Hadhramout and Aden 213males and ,195 females. 6- The Masila Al-Ahrar Center has been operating and providing medical supplies and an incentive for the worker for a period of 6 months, the total population of Masila Al-Ahrar is 455 families.
