Bux FM will serve parts of the South Bucks District and the north-west part of the London Borough of Hillingdon, including Denham (*6,463 population), Gerrards Cross with Chalfont St Peter (19,256), Hedgerley & Fulmer (*1,358 population), Iver Village & Richings Park (*5,301 population) Iver Heath (*4,945 population) and Uxbridge (*26,027 population). This gives Bux FM a potential service area of *63,350 adults. South Bucks & Uxbridge are just to the west of Greater London and are a mix of rural and urban areas, with Uxbridge being the central “hub”– a place where local people commute for work and partake in leisure activities. The region is enriched in diversity and sits in one of the busiest parts of the country in terms of travel and business, plus its residents are directly affected by major national infrastructure projects including HS2, Crossrail and the Heathrow Airport expansion. According to the 2011 Census, Uxbridge South has a population of 13,979 however, the GLA-interim 2015 population prediction estimates that this figure has risen to 15,012 in 2017. The largest age group here is 20–29, the average age is 33 and 66.7% of people living in Uxbridge South were born in England. The population of Uxbridge North is 12,048, according to the 2011 Census. The GLA-Interim 2015 prediction estimates an increase of 28.5% (15,482 total population). Uxbridge North is made up of approximately 51% females and 49% males. The average age of people living here is 39. 73.6% of people living in Uxbridge North were born in England. The average age of people living in the South Bucks District is 42 and 80.7% of people living in South Bucks were born in England. The South Bucks District population prediction in 2015 was 69,800 – an increase of 3% since 2011. (*Data taken from the 2011 Census)

3. Proposed area Guidance Notes What is the area you propose to serve? Bux FM would look to serve approximately 50% of the total South Bucks District (Denham, Gerrards Cross with Chalfont St Peter, Hedgerley & Fulmer, Iver, Iver Heath, Richings Park) and Uxbridge through one transmitter. This area was served fully by commercial radio station Time 106.6 FM until it handed its licence back to Ofcom in 2015 but is not currently served by any local commercial or community radio station. We would also like to cover adjoining areas (, Ickenham & Ruislip) as these places are likely to receive Bux FM and are not covered by local commercial or community radio. The proposed transmitter site is Uxbridge Water Tower, which is situated on a hill near to the A40, 0.3 miles from the South Bucks District border. This would provide the ideal coverage for our proposed service area and would be an ideal contender for a SSDAB transmitter in the future. Whilst consulting with a transmission engineer (TransplanUK), it was proposed that a directional antenna beaming north-west would be the best scenario, but we have included an omni-directional plot from our proposed site at 50w 54dB below as we believe this would also provide sufficient coverage, although we would welcome 100w if it is available.

Programmes and programme output: Definitions: Studio location: The studio from which the service will be broadcast should be located within the licensed area. Locally-produced: Locally-produced output is output made and broadcast from within the service’s licensed coverage area. (It is anticipated that most stations will produce the bulk of their output themselves, in the locality. However, for some target communities it may be appropriate for fairly high levels of output to originate from outside the licensed area.) Live output: is that which is produced by a presenter in the studio at the time of broadcast. (The amount of live output may vary between different services depending on the needs or expectations of the target community.)

Original output: output that is first produced for and transmitted by the service, and excludes output that was transmitted elsewhere before. Original output can be live or voice-tracked. Repeat broadcasts of original output do not count towards the minimum requirement. Peak time: it may be helpful to state what material will be broadcast in ‘peak time’. If you do, please say what you consider peak time to be for your target community (this may vary from station to station). Automated output/voice-tracked material: most stations will carry automated output at some time. The amount of automated or voice-tracked material does not need to be specified in the Key Commitments. Bux FM will primarily aim at an audience aged 25–54, but will not alienate those outside of this age range. Our core values are to educate, engage, entertain, involve and inform, whilst remaining accountable and sustainable to the target community. The music played on Bux FM will be a varied mix of easy listening hits from the past 35 years as our online survey results revealed that 72% of those asked preferred this music format. Bux FM will aim to provide local content on air each hour, including interviews about local news stories, pre- recorded ‘what’s on’ segments, travel information, promotions for local charities and not-for-profit organisations. We will use local contributors to deliver local information and will reach out to the community to stay “in the loop” of everything going on in the local area. Our music to speech ratio will aim to be 85:15. This ratio will increase to 80:20 during live programming and may increase in favour of more speech at weekends, during periods of major local news stories or when covering local events. To ensure sustainability, we believe it is important not to try and over promise and fall short of achieving our key commitments. Bux FM will therefore promise a minimum of 12 hours of original content broadcast each day. Outside of peak hours, Bux FM will operate like a ‘Twitter’-style radio station – providing relevant pre-recorded (or live when possible) local content by using computer playout software prior to broadcast. Bux FM has already established connections with existing local magazines and news outlets to help provide on-air content and has interest from a number of would-be volunteers wishing to partake in the service. One core strategy for the radio station is to be as “out within the community” as possible. We will aim to cover a range of local events and look at ways we can engage with the community through outside broadcasts, attending local events and being creative in ways to market the radio station to potential new listeners. We believe that a community radio station should represent the community it serves and so most of the output will be locally produced. There may be times where this may not be the case for example, when reporting national and travel news updates. At certain times of the year, Bux FM will cover events and will celebrate iconic festivals enjoyed by our diverse community. Bux FM will not take any syndicated radio programmes and all output will be broadcasted in English. Bux FM will be a champion of local talent, providing a platform for singers, bands and comedians. These will be represented throughout the schedule in either live interviews or pre-recorded features. All output will be managed by a Programme Manager who will have training in Ofcom’s regulations and media law. The Programme Manager will also continually provide advice and guidance to a team of volunteer presenters to ensure all output remains compliant. South Bucks and Uxbridge currently have no local commercial or community radio stations and they are on the fringes for the BBC local radio station based in Dunstable (BBC Three Counties). We have established a relationship with BBC Three Counties where we aim to assist each other with local editorial content. As our proposed area is on the edge of BBC Three Counties, it emphasises the importance for us of working together. Bux FM has created valuable links with a number of local institutions wishing to assist with providing content for broadcast. This ranges from Denham Parish Council, The Ivers Parish Council, Gerrards Cross Community Association, Gerrards Cross Library, The Pavilions Shopping Centre, intu Uxbridge, Pinewood Studios, Anoopam Mission, Brunel University, Uxbridge College, Uxbridge BID, and Thames Valley Police. Bux FM will have a fully interactive website, making it easy for groups to reach the radio station and provide information beneficial to the whole community. In a multi-media world, social media, a mobile app and videos will be other ways in which Bux FM will reach out to the community – making it much more than just a traditional radio station.

Bux FM will work alongside existing community groups and educational establishments such as East Berkshire College, Brunel University, Uxbridge College and local businesses to ensure the station is well promoted within the region it serves and to ensure the target community understands that Bux FM is their radio station. Two-way communication is important to ensure the radio station constantly reflects the community it serves. To ensure we serve the diverse community, we will conduct yearly surveys with the community to check whether the target audience is happy with the genres of music being played, the local information provided is relevant and useful and that the station is catering for people from ethnic minorities and smaller communities. We understand that Uxbridge South is a region with a higher student population and a higher ethnic minority population and so special measures will be taken to reach out to these communities, such as inviting guests in to discuss celebration days such as Diwali and Eid, alongside attending events and doing outside broadcasts etc. Bux FM will ensure the diverse local community is fairly balanced on air and that there are a range of people on air irrespective of their gender, sexual orientation, race, creed, culture, economical background or age. During an online questionnaire we conducted, travel information came out as the number one priority for listeners. The participants also felt it was important to be kept up to date with school closures during times of extreme weather. Local events will be promoted and attended by the station and, where possible, Bux FM will look to broadcast from major events to help bring the radio station out of the studio and into the community – something that has been hugely successful for other local radio stations. “The Ivers Parish Council believes a local radio station for South Bucks and Iver in particular would provide real value to our residents. A strong local coverage would bring a deeper awareness of events and issues while valuing the diversities within our communities. As the South Bucks & Uxbridge regions do not currently have a local radio station (commercial or community), access to information for our potential core 25–54 audience is limited. Although you are able to receive a number of commercial radio stations from London, these do not reflect the local communities or provide a voice for local issues in the South Bucks & Uxbridge area. The former commercial radio station that included the entire region of South Bucks & Uxbridge within its Measured Coverage Area (Time 106.6 FM) handed back its licence in 2015 and since then, no other commercial or community radio station covers the South Bucks District & Uxbridge region. In an area that is greatly affected by national government schemes such as HS2 in South Bucks and the expansion of Heathrow Airport just to the south of the region, a local radio station is deemed to be more important than ever before to keep people updated with local travel news and information relating to these huge government investment schemes. During times of severe weather, keeping local people updated with travel news, school closures etc.is a vital necessity. As part of our research, an overwhelming 100% of 8,918 people asked via a social media poll said a local radio station would not just be a nice idea, but a local requirement. Throughout the area there are three major train lines that pass through into London (Metropolitan & Piccadilly lines from Uxbridge, into Marylebone and, to the south, GWR into Paddington). The M25, M40 and M4 are also close by and often push traffic into Denham, Gerrards Cross and Uxbridge if there are any problems, hugely impacting the local community. Bux FM seeks to provide a wide range of social gains to the local community, these will include:

• Local travel information: The (Eastern) South Bucks District and Uxbridge are one of the busiest regions of the UK in terms of traffic. It includes one of the most congested parts of the M25 (junction 15 to junction 17), A40 and M40 and a number of ‘A’ roads come to a standstill when there is a problem on the motorway. Public transport includes various bus routes, train lines and tube lines including Chiltern Railway and the Metropolitan and Piccadilly lines. During times of bad weather, local radio becomes a vital asset to the community to report important travel information and school closures; this is currently lacking for the Uxbridge and South Bucks communities.

• Local news & information: At present there is no source for local news and information on the radio. Bux FM will commit to providing regular local information in the style of Twitter – so when a local story breaks, it is on air immediately rather than having to wait until the top of the hour to hear it. To ensure national news is also heard, Bux FM will take national news bulletins each hour during peak times (breakfast 0600–0900 & drive time 1600–1900). We will endeavor to always “think outside the box” in terms of providing local information and will use social media and the Bux FM website to collate local information and we will make it as easy as possible for local organisations to send their information (e.g. road closures, local events and news items). We will also work with employment agencies to promote local job vacancies and educational establishments to promote local courses within the area (one example of this is some of the adult courses run by Gerrards Cross Library).

• Local events: Bux FM will promote its service to the local community by attending local events (ranging from local village fairs to Christmas lights switch-ons). As a not-for-profit radio station, Bux FM will aim to provide a “street team”, where local volunteers are recruited to help promote the radio station. We believe that attending local events is one of the best ways to market and publicise the radio station and to provide on-air promotions for the events it is attending. Based on a successful application, Bux FM has already been invited to a number of community events including the Uxbridge Christmas Lights Switch-on, Higher Denham Community Association, GX Fun Run, Denham Village Fayre and Brunel University open days. A good working relationship with existing content driven websites such as LoveUxbridge will enhance the way in which Bux FM can reach out to the community.

• Training: Bux FM’s founders have seen a number of volunteers from other community radio stations break into commercial and BBC radio stations. Aside from direct training for volunteers wishing to be part of the radio station, Bux FM will utilise our already good local connections with Pinewood Studios, East Berkshire College, Uxbridge College and Brunel University to establish a third-party platform for people to obtain on-air and off- air experience as part of their existing training schemes. We will also work closely with existing organisations to offer other training-related schemes (such as careers fairs, media training, training in sales & marketing etc). All details of Bux FM’s third-party connections and volunteering vacancies will be advertised on the website and via social media.

• Local debate: Platforms to have open discussions and debate about local issues are currently limited. Bux FM will commit to ensuring the public’s voice is heard about hot community topics, for example, road infrastructure, parking at Wexham Park Hospital, fly-tipping, shop closures in Gerrards Cross, local school placements, housing in Iver, vandalism at Denham railway station and ongoing disruption due to HS2. Local

politicians from all parties will be invited in on a regular basis to address potential questions and concerns sent in by the community. Bux FM will make a point of covering issues like mental health, housing, transport, the local economy, food banks, homelessness, drugs, violence and crime.

• Business: This year, we have spent time visiting successful community radio stations to see how they engage with local business communities. There are a number of local initiatives designed to bring the business community closer together to enhance the community in general. Bux FM will be at the centre of local initiatives (working with local organisations such as Uxbridge BID and the Chamber of Commerce). Aside from the traditional ways to promote local business (spot advertising), Bux FM will work on activities to bring local business on board in other creative ways (such as being one of our Principal Partners, assisting businesses with new media e.g. podcasting and teaming up with existing community organisations to develop wider reaching events e.g. the government’s nationwide scheme to help save the High Street).

• Charities: Although Bux FM will be a not-for-profit organisation, we would look to assist other not-for-profit groups and charities in the South Bucks & Uxbridge area. We will team up with local groups to host toy appeals for children’s charities, support local food banks and will use the radio station as a tool to gain more support for local not-for-profit initiatives. Already Bux FM is listed as a potential media partner for the Gerrards Cross Fun Run – an annual event that raises money for local charities.

Access and participation:

Bux FM will be based at The Charter Building, a recently refurbished and vibrant office space, that lies within “the heart” of the target community in the centre of Uxbridge. The studio is easily accessible from all parts of the target area via public transport, has a policy in place to ensure accessibility for disabled persons and offers a safe space for Bux FM employees and volunteers to work in. To ensure the community have the opportunity to contribute to the station, we have agreements in principle with local organisations to offer training placements as part of their existing training schemes. We hope to recruit volunteers from these organisations to help provide the work placements. So far, we have agreements in place with Pinewood Studios, East Berkshire College and Brunel University (who already run a successful Journalism course). Whilst providing the obvious opportunities in broadcasting (engineering, journalism, presenting, producing etc.), Bux FM will also look to work with local groups to provide experience and skills that could be beneficial for seeking work in a wider field (time management, working in a team, communication skills, tolerance etc.) It is anticipated that the station will recruit at least 15 volunteers directly to assist with running the station within the first year. Recruitment will be carried out in a fair and balanced way – ensuring the diversity of the local area is represented in terms of the day-to-day running and management of the station. Recruitment of such volunteers would be carried out via the website, existing local media (such as newspapers) and promoted by social media. Meetings with existing community groups and organisations will be carried out to ensure those of all backgrounds are aware of the opportunities within Bux FM. A system will be put in place to ensure a fair recruitment policy in terms of gender, sexual orientation, race, religion, background, social economic background. In addition, a quota will be put in place to ensure the entire make-up of the local community is well represented and catered for. To encourage participation from the community, the Bux FM website will house regular updates about local information submitted in, in a similar format to Twitter. For example, updates could include information about local charity activities, religious events such as carol services or Diwali fireworks and interviews from local Councillors discussing community “hot topics”.

As directors of a community radio station, we understand the need to be open and inclusive to enable the local target community to be a part of their radio station. Bux FM will be based in The Charter Building, giving local residents a great opportunity to visit, volunteer or be involved with the radio station. The Charter Building already has a system in place to ensure the health and safety of both visitors and workers on site at all times. Bux FM will adhere to these policies and although anybody will be able to visit their community radio station – there will be a system in place whereby people will need to sign in and out of the venue. This will ensure the safety of our workers and volunteers, which is our number one priority. There will be two types of training offered by Bux FM. The first is training via an existing body (e.g. via Pinewood Studios, BBC Three Counties and Brunel University), delivered on a formal basis. Participants will be recruited via the organisations’ existing models and these organisations will pay towards the running costs of the station. Training will include development of skills, including on-air presenting, technical experience, voice coaching, engineering and business development. The second training scheme will be run directly by Bux FM; a minimum of 15 volunteer placements will be offered each year to cover programming, marketing, news and sales. These roles will be advertised to the open market and interviewed for accordingly. Our equal opportunities policies and quotas will ensure we represent the area’s diversity. Bux FM will aim to employ one paid part-time Station Manager who will oversee the radio station. There will also be opportunities for the community to apply for positions on the Bux FM Board of Directors. Candidates for all positions will be recruited in the same way as volunteers i.e. the position will be advertised to the open market.

A local community radio station should never stand still. In such a fast paced region where change is constantly happening, it would be extremely important for a local community radio station to stay “on trend” with life in South Bucks & Uxbridge. The make-up of the local area is very diverse. Uxbridge South has a large Asian population of 22%, whilst the South Bucks district has a much smaller percentage at 6%. Bux FM will look to reach out to minority communities to ensure they feel part of the local radio station and be inclusive to all communities. Bux FM will be a friendly local radio station that allows two-way communication through social media, online services such as the website and app. We will also operate a local phone number for people to make contact. This will help local businesses to promote their services, not-for-profit organisations to promote upcoming events and volunteers wishing to be involved with the station.

Bux FM will adopt the following policies to ensure the safety of everyone involved and to ensure the radio station adheres to Ofcom’s broadcasting code. Esha Johal – Director – Part Time 5hrs per week (Unpaid) – Esha is an experienced Creative Copywriter and has developed marketing materials for a diverse range of global pharmaceutical brands, while assisting with several local family businesses and not-for-profit community organisations in Uxbridge. Esha will work to establish and apply for funding and create a strategy for website and social media content.

General Manager (Recruited after 6-12 months) – Paid – 25 hours per week - Part Time (Paid) A General Manager will be recruited within the first 6–12 months after launch. Main responsibilities will include the recruitment of volunteers to help programme, promote and sell advertising/sponsorship for the radio station. Bux FM is a new concept and an idea that was driven by the great void local residents felt they were left with after Time 106.6 FM handed its commercial licence back to Ofcom in 2015. Local radio is absolutely essential for providing important information to the community e.g. school closures, train delays and road closures. With this in mind, research began and meetings were secured with Brunel University, Pinewood Studios, MPs Dominic Grieve & Boris Johnson and various local businesses, community groups and individuals. Everybody overwhelmingly agreed that a new local radio station wouldn’t just be a nice addition to the area but an absolute necessity. Our appointed Directors for Bux FM come from a diverse background and cover a number of key skills that are important for running a new community radio station. These include; management, awareness of broadcast law, sales & marketing, researching and writing funding bids and understanding business. Since the group’s first meeting in April 2018, work has gone into securing premises at The Charter Building and a transmitter site at Uxbridge Water Tower. Discussions have also been made with educational establishments such as East Berkshire College, Pinewood Studios and Brunel University in Uxbridge. After an extremely positive meeting, a letter of support has been obtained by MP Dominic Grieve and we have started to obtain funding.

B. Please summarise the group’s broadcasting experience (e.g. internet radio, Restricted Service Licences (RSLs)). Answer in fewer than 150 words:

Bux FM Director, Matt Cadman, has previously been on the board for two successfully run Ofcom-licensed community radio stations, alongside five successful Ofcom-licensed Restricted Service Licences. During the process of setting up Vibe 107.6 FM in the midst of the recession, Matt sourced and agreed a location for the radio station, researched and applied for various funding pots, sourced a number of station sponsors and recruited a team of volunteers. Matt was also a Director for MKFM in Milton Keynes, where he acted as a consultant for the station through a difficult period. Director Stephen has a history in radio production, presentation, coaching & training and freelanced for Global Radio Ltd whilst training to be an airline pilot. Stephen recruited and trained a vast number of young volunteers at Vibe 107.6 who have gone on to work for national brands such as Kiss, Capital, Heart and the BBC.

Keeping a community radio station both accountable and sustainable is key to our success. The group collectively has a vast range of experience in broadcast training, writing funding bids and marketing materials, selling radio advertising and working in a broadcasting environment. We have secured a range of volunteers, local organisations and businesses who will be involved with the station. We have also secured a local accountant to assist with book keeping and the accounts for pre-launch and Year 1. Recruitment for volunteers and training has been agreed by Brunel University. Bux FM Director, Esha Johal, offers a wealth of experience writing marketing materials for a range of global pharmaceutical brands and has assisted with several local family businesses based in Uxbridge. Esha is an Oxford graduate with an MSc in Pharmacology and has past experience working for a local not-for-profit organisation and in writing successful funding applications.

Matt founded Vibe 107.6 FM and was a Director for MKFM, where he helped steer the station from launch to the first three years post launch. Matt has a good understanding of community radio and recognises the need for it to be accountable and sustainable. Matt has experience in writing successful funding applications, selling advertising & sponsorship and creating a strategy that enables a radio station to be accountable and sustainable within its target community. Stephen Allden has a background in broadcasting and currently works on a freelance basis for Global Radio. Stephen was Head of Programming for Vibe in Watford where he created training programmes to coach presenters and has trained a number of people who now work at large commercial networks such as Capital, Heart and Kiss.

To assess whether the South Bucks & Uxbridge areas needed a new local radio station, we began conducting online research in early 2018 and reached out to local community groups. The biggest evidence in favour of a new station is that there is NO local commercial or community station. The local commercial radio station, Time 106.6 handed its licence back in 2015 and was never replaced, creating a huge void in local radio for this region. Social media has proved to be a useful tool when it comes to reaching out to different parts of the community and finding out how people feel about a new local radio station. We have posted questionnaires to a range of groups on Facebook to collate information (such as the Denham Community Group [4,106 members] Iver Community Group [4,209 members] and Uxbridge past and present group [17,428 members] to get a feel of who would listen to a new local community radio station and what is most important to the general public. The survey was extremely successful with 100% approving the idea to bring back local radio to South Bucks & Uxbridge. In addition, the survey revealed that people wanted the station to house local news, travel information and ‘what’s on’ segments. The survey was so successful that a number of prospective volunteers got in contact. Bux FM has support from a range of local businesses and organisations including the iconic Pinewood Studios, Uxbridge College, Brunel University and East Berkshire College. We are asking for the basic engineering parameters necessary to determine the extent of frequency availability in an applicant’s chosen area (after taking account of the requirements of neighbouring broadcasters); and to determine whether the proposed service area can be adequately served from this site.
