The Parish Council has raised six matters which I comment upon as follows: 1.The relevant authorities have confirmed the proposed development is acceptable in respect of waste water; 2.The underground fuel tanks are protected against any leaks and will comply with the relevant legislation; 3.As you are Aware competition is not a planning matter. Leeming Bar has a lawfully implemented planning permission for an MSA but will continue to operate as a roadside service area. There is demand for a new MSA based on safety and welfare of motorway users. There is a significant gap in MSA provision between Wetherby and Scotch Corner; 4.Highways England and North Yorkshire Highway Authority have both confirmed the access to the MSA is acceptable; 5.Historically the Planning Inspector who conducted the 2012 Public Inquiry which considered all the MSA proposals on the A1(M) at that time recommended “Baldersby Gate” ie Ripon MSA for approval. The Secretary of State choose Leeming Bar as it already existed. Circular 02/2013 now has changed the regulations on the provision of more MSAs to serve the safety and welfare needs of motorists. The site for Ripon MSA is the best site for an MSA on this section of the A1(M); 6.As you will be aware MSAs are not destinations in their own right and serve only the passing traffic on the motorway for safety and welfare purposes.

The site has been thus occupied for many years, but the business is now relocating to a site at Ainderby Quernhow adjacent to the A1 (Ref 17/01712/FULMAJ). In 2018 planning permission was granted for the erection of 23 dwellings on this site under delegated powers (Ref 17/00525/FULMAJ). Permission was granted subject to a s106 agreement providing for on-site affordable housing and commuted sum payments for off-site Public Open Space. The development was largely supported by local residents as it involved the development of a brownfield site and the removal of a potential ‘bad neighbour’ in the centre of the village. The current application is for 30 dwellings. Concern has been expressed locally that the increased number of units will cause problems for highways and drainage. Nevertheless, the relevant statutory consultees have no objections. The proposed development is recommended for approval, subject to a new s106 agreement requiring the provision of on-site Affordable Housing and the payment of commuted sums towards Education provision, off-site Public Open Space and Village Halls.

Report from: Cllr Bateman ; Cllr Atkinson Cllr Bateman has had a busy year so far he feels the council is well run and they have set their precept. He has suggested if more development takes place at Barkers Business Park and Potters Business Park we might need to push harder for a roundabout at the junction of Melmerby Green Lane and the A61 Cllr Margaret Atkinson The Inspector has commented looking at the Harrogate District Plan and will come back with his findings, he has some suggestions to make and will come back by September. Cllr Atkinson has objected to County Council allowing building of houses on Industrial estates. Need 6.5 million each week to run Harrogate Council There have been no increases in Council member expenses for some time. One of the councillors has said we seem to get less value for money from the council than we used to. The money is wasted in the constant complaints that are never followed up whether it is drains or street lighting. People come and look and nothing happens. 8. Open forum What do we actually have to do about getting a roundabout? It would need to be part of building conditions.
