MOTCOMBE PARISH COUNCIL Minutes of the Parish Council Meeting held on Tuesday 13th March 2018 at Motcombe Memorial Hall Pavilion, Motcombe. Dorset. Present: Chairman – Cllr A Leask, Vice Chairman - Cllr J Odell, Cllr Phillipson, Cllr L Stacey and Cllr D Worlock, Cllr Coffer. In attendance: Mrs Nicola Phillips (Parish Clerk), there were 13 members of the public present. Dorset County Councillor Cattaway and North Dorset District Councillor Williams. Mr Brian Austin - Dorset Police Operations Manager and Martina Perry - Community Speed Watch Co-ordinator. At this point the Chairman introduced Brian Austin, Dorset Police Operations Manager and Martina Perry, CSW Co-ordinator. Brian Austin gave a full and detailed talk on a No Excuse programme. The following points were raised: In 2017, 355 people were either killed or seriously hurt due to road traffic accidents in Dorset. Just one fatal road traffic accident affects, directly or indirectly, around 400 people are affected. It costs around 1.4 million pounds for every fatal road traffic accident. In 2016 £36BN pounds was spent on Road Traffic accidents in the UK. It has been proved that the UK has the safest roads in the world. The No Excuses team is made up of Sergeant Mark Farrow, with his six police constables and Sergeant Paul Barber, with his six police constables. The team work together to catch repeat driving offenders. They have a target of 69 known offenders, which 15 are medium risk. The other high risk offenders have been caught and sent to prison. The Police offer educational sessions to business drivers and an awareness course for the general public. With the support of the local community Speed Watch teams, persistent road offenders are recognised and will be monitored by the police. Martina Perry, Dorset Community Speed Watch Co-ordinator introduced herself. There are 72 Community Speed Watch Teams in Dorset. Martina stated that her team are available to for support to the local Speed Watch groups. The Community Speed Watch teams are very important in helping the police catch the repeat offenders, who will be prosecuted for their actions. It was confirmed that if anyone records bad /speeding drivers, they can send the footage to SNAP online which links to Dorset Police. Apologies for Absence and dispensations: Cllr Rogers and Cllr Mouncey. 2017/146. Declarations of Interest: There were none. 2017/147. To agree the Minutes of the Parish Council Meeting dated the 13th February 2018 and to receive an update on any matters arising. The minutes were proposed, seconded and unanimously approved as a true record of the meeting and duly signed by the Chairman. Play Area: The lease has been amended and agreed by Motcombe Village Hall Committee. The Clerk confirmed that the Play Area will have a full safety inspection before the Council sign the lease. MOTCOMBE PARISH COUNCIL To agree the sites for replacement rubbish bins: Due to bad weather, the meeting has been postponed until late in March. The Chairman requested a replacement grit bin for Knapp Hill. The Clerk will obtain quotes. 2017/148. Report from Dorset County and North Dorset District Council. Cllr Cattaway reported that on Monday 26th February the Local Government Minister, Sajid Javid, finally gave the go ahead for local government reorganisation. From April 2019 the County Council and all the existing District and Borough Councils will be replaced by two new unitary councils, one covering Poole, Bournemouth and Christchurch and the other, to be known as Dorset Council, covering the rest of the county area. Each new authority will deliver all local government services in their respective areas. The legal paperwork will be put before Central Government around June time, once this has been signed, the re-organisation can officially begin. The Boundaries will be reviewed by the Boundary Commission. Currently, the local area is covered by seven District Councillors, the new area may only have only two County Councillors. Cllr Cattaway reported that the A30 will be closed from the Kings Arms at East Stour on the 3rd April until the 9th April and then closed from West Stour to Kington Magna from the 10th April to 25th April. 2017/149. Finance: The Clerk tabled the payment schedule for February 2018 for the total sum of £4243.28, the Council authorised the payment of the schedule to be paid and the Chairman signed the payment schedule. 2017/150. Planning – Review of Parish Council Recommendations. The developer/architect for the proposed outline planning 2/2018/0057/OUT Land at Shorts Green Farm, have agreed to meet with the Council to discuss proposals for Community Benefit contribution. This will be arranged and a full report will be given once received. 2/2018/0234/FUL – The Small Holding, Claves Lane – erect agricultural barn – No objections. APP/N1215/D/18/3194001 – Keepers Cottage – Appeal – the appeal has been refused. 2017/151. Chairman’s report: Nothing to report. 2017/152. Officers Report: Cllr D Worlock reported the following: Will be attending an AONB seminar, on behalf of the Parish Council. Cllr J Taylor reported the following: Had attended a Transport Forum Meeting. It was reported that the resident of Shaftesbury have been complaining that the X2 bus goes through Motcombe on the way to Gillingham, and does not get to the train station on time. An additional bus may be put on so one can go directly from Shaftesbury to Gillingham. Cllr Taylor has agreed to help with the litter pick through Motcombe Meadows, other members of the Parish Council also agreed to help. Once a date has been agreed, it will be advertised in the village for volunteers. Cllr L Stacey reported the following: Another finger post will be put back up this week. The project to going very well and saving the Parish Council money. Cllr J Phillipson reported the following: Neighbourhood Development Plan: Six letters have been sent to land owner asking for their thoughts on proposed development sites for the village. To date, five have positively responded. Full details will be available for the public to see once the open day has been announced. A meeting will be taking place to look at the green space and trees along Frog Lane and also to make sure that the large Oak Tree in the field adjacent to the Shorts Green Farm proposed development has some form of protection. White Hart Link Programme: The footpaths from Gillingham to Shaftesbury are being looked at. Highways: MOTCOMBE PARISH COUNCIL Will be meeting with Dorset County Council Highways team to discuss the idea of disabled parking outside the School and Church. 2017/153. Clerks Report – Correspondence. All correspondence has been circulated. The Clerk confirmed that the Council have now received their 30MPH stickers. These will be given out free of charge for residents to put on their rubbish bins. 2017/154. Any other matters: There were none. 2017/155. Items for next agenda: End of year accounts – rubbish bins The next Parish Council meeting will be held on Tuesday 10th April 2018 at 7.30pm, at Motcombe Memorial Hall – Pavilion.
