Minutes of the AGM held on 18th April 2018 The minutes of the AGM held on 18th April 2018 had been previously circulated. The minutes were proposed by Cllr Eaton (STVPC)) and seconded by Cllr Hill (CMPC) and signed by the Chairman as a true record of the meeting. 3. Matters arising The problems of police activity / non activity in Sturminster Newton was raised. Over the past few months there has been an increase in crime with no-one interested in resolving the issues. Cllr Batstone is trying to work with the police but has to report no progress. It was suggested inviting Superintendant Caroline Naughton to the next meeting in October to discuss the problems and see if there is a way forward. The Chairman will send an invitation and the secretary will inform members if it is accepted. 4. FAQ’s re Local Government Revue DAPTC sent an email to all clerks for Councils to consider and answer by 6th August 2018. Any questions / motions raised for DAPTC AGM to be relevant to a wider area not just in local area. Council Tax – it was raised with the harmonisation of Council tax NDDC residents will in essence be subsidising the other districts. Services – From April 2019 these will be still be supplied and continue as now. The new authority will focus on statutory duties and the delivery of the discretionary services will be reassessed over the following 3 – 4 years. Demand for Elderly and Family Services will continue to rise. Car Parks – the income from these continues to be an issue – who owns what, as it’s not always clear, but it has been made clear that income generating assets will be retained by the new authority. Fears of rising taxes and reduction of services was highlighted. A budget is being formulated at the end of this year ready for April 2019. 5. Chairman’s Report The Chairman gave his report – a copy is attached to the minutes 24th April – Attended Charlton Marshall Annual Parish Meeting to talk about LGR 2nd June – Attended Executive meeting 7th June – Statement to DC shadow executive re roles of P&TC’s 15th June - Statement to Bournemouth, Poole and Christchurch shadow executive re roles of P&TC’s. Some areas of Christchurch and Poole might like to be a PC. 2nd July – presentation to Highcliffe residents re - forming a Parish Council Staffing of DAPTC office – no date of return to work of Lisa, Debbie and Hilary continue to work extra hours. LGR – 20th July - Dorset Shadow Executive will discuss a paper re working with T&PC’s. 31st July - John, as DAPTC Chairman, plus a T&PC’s representative invited to Dorset Shadow Executive Overview and Scrutiny committee re role of T&PC’s for new Dorset Council. Survey regarding communication to residents and dates of road shows in ND. 26th July – Market Place, Blandford Forum – 9 -11am 2nd August – Shaftsbury, outside Tesco’s – 3 – 5pm 6. DAPTC CE Report Highlights of the Report – a copy is attached to the minutes 27th July – Boundary Wards – Number of wards to be reduced over a period, 2019 – 2023. PC’s advised to check the population of their villages as more development will have increased the population. Data protection officer requirement for PC’s – NALC has confirmed this is not required. 7. Dorset Councils Partnership Highlights of the Report – a copy is attached to the minutes LGR – Shadow Authority established. Shadow Executive consists of 10 members from DCC and 10 from Districts. Meeting on 20th July. A draft budget for 2019-20 is being produced for first year of operation. Final approval by February 2019. Billing Authority – no timetable for budget deadline yet for T&PC’s. Judicial Reviews – taking place at Christchurch; has been referred to courts. Three interim officers have been appointed to oversee Structural Changes Orders – Consequential Orders; Draft copy expected soon. Council Tax harmonisation – will be on the website Dorset for You. NDDC – Gillingham Neighbourhood Plan – has been approved – to go forward for adoption. Planning applications are in process for three developments – two outline, one reserved matter. 8. Reports from Portfolio Holders North Dorset Development Working Party - No news The Standards Committee - No news. Travellers & Gypsies Meetings have been held with Simon Hoare MP, Paula Cleaver, liaison officer, and Wessex Water re the situation at Five Bridges. The site at Shaftsbury could be somewhere for them to go, perhaps adding additional land as this is an authorised site. The present group causes problems e.g. drug dealing at Five Bridges on A30 and St James Common, Shaftsbury Some are mellowing as they get older and the numbers are depleting. If found an official site, police could monitor more closely and easier access for relevant agencies would help. A meeting to be arranged after 16 September – Simon Hoare keen to attend – Highways to be contacted – access is needed to pumping station. A ‘needs’ assessment for additional pitches is required which could reduce need for new pitches in ND. Northern Dorset LAG Report from Simon Firbank – This was slow to start with but now have 13 applications into the final stage. Any new Expression of Interest applications need to be submitted by end of August. Everything has to be finalised by end of the year. The money will be spent by deadline of May 2019. Blandford Leisure Centre Cllr Hill gave his report; a copy is attached to the minutes. Previous meeting on 24th April highlighted more Parishes were making a financial contribution. Another newsletter to be produced with the SLM annual report – hopefully ready for September. Financial contributions are still needed from Parishes and a request will be sent to them for their support for the coming year. Farnham PC raised the point that they had made a contribution by cheque but it had not been cashed and is now out of date; this type of lax attitude doesn’t encourage councils to help. Cllr Hill said he would look into the reason why this happened. Cllr Hill and the chairman will produce a document which the secretary will send out to members. Overview and Scrutiny Next meeting on 18th July at 2pm. 9. Members Items Iwerne Minster PC Cllr Jones raised the following issue – Parliamentary constituencies – ND political entity after 2023 – will it be towards Warminster and Shaftsbury rather than Blandford. Although not approved yet there might be alternative solutions. Stalbridge TC Cllr Bishop – raised the problem the Town Council had regarding a complaint and the difficulty of finding documentation providing advice and guidance to deal with the problem. What’s known - A tribunal is set up – report written – information and documentation. Complainant then has opportunity within 20 days to be referred to full Council. Full report is provided to full Council. After this no guidance is available. No timetable for complainant as to whether they are satisfied. Council want to know why the PC contributes financially to NALC if this type of guidance is not readily available. John will contact NALC to find out why advice is not readily available. Charlton Marshall PC Cllr Hill – raised the point regarding an outline planning application in Charlton Marshall for 40 houses, which is outside the settlement boundary, and NDDC granting permission. There is a problem regarding the number, and type, of vehicles using the A350 through the village plus Highways apparent disregard of safety in allowing extra vehicles accessing the A350 on a 40mph stretch of road at busy times. The PC will be installing a SID once the technician from DC has produced his report regarding the location of this piece of technology. He was very shocked at the attitude of some drivers exceeding the speed limit through the village and lack of care for other users, be it vehicle or pedestrian. Blandford TC Cllr White – The Neighbourhood Plan is out for consultation 13th – 27th July Friday 13th July 6pm to 8pm Hall & Woodhouse Visitor Centre Saturday 14th July 10am to 12pm Blandford Corn Exchange Blandford Roads are programmed for surface dressing throughout August.

Ashton Year 6 Davidson Cup Football Match Upcoming Events Spring Year 6 Boys Term First round versus Downlands Primary School. BSN Football & Netball We all felt excited as we came onto the pitch. League Matches Players included were Charlie Gr (C), Charlie O, Year 6 Dorset Schools Cross Jake, Oliver, Ollie, George, Ashton, Jacob and Country Competition – Kings Oliver L. We attacked and defended well and when the full time whistle blew we were Park drawing 1-1. As it was a cup game it went to Tag Rugby Fair Play Festival extra time, which meant 5 minutes each way. Multi-sports Event – We were so unlucky in extra time as they Bryanston School scored 3 goals in quick succession.

    Appendix 1 North Dorset District Council Local Development Framework Assessment of Settlements Based on Population and Community Facilities Supporting Document to the Core Strategy: Issues and Options Paper May 2007 1.0 Introduction Scope and Purpose of the Report 1.1 In light of the Planning and Compulsory Purchase Act 2004 and Planning Policy Statement 12: Local Development Frameworks, North Dorset District Council is undertaking evidence gathering work to assist in the preparation of its Local Development Framework (LDF), which will have regard to, and will contribute to, the achievement of sustainable development. 1.2 The main objective of this report is to identify and audit the current services and facilities presently found in all settlements within the District and the resident population of those settlements. This report will be used as part of the evidence base in the production of the Council’s Core Strategy. 1.3 This supporting document aims to generate options for the identification of sustainable settlements. These towns and villages will be the focus for future development and will be shown with a settlement boundary in the Council’s Core Strategy. 1.4 This report serves as only a part of the evidence base which will inform the production of the Council’s Core Strategy. Full stakeholder and community consultation will be undertaken, following the statutory requirements of the ‘new’ planning system, and the corporate objectives of the Council, in order that the final decisions made by the Council are fully informed by the views of the District’s communities. The Local Plan and Emerging Regional Spatial Strategy 1.5 A primary strategy of the Local Plan is to concentrate development, especially that defined as major, to the main settlements in the District.

    MOTCOMBE PARISH COUNCIL Minutes of the Parish Council Meeting held on Tuesday 13th March 2018 at Motcombe Memorial Hall Pavilion, Motcombe. Dorset. Present: Chairman – Cllr A Leask, Vice Chairman - Cllr J Odell, Cllr Phillipson, Cllr L Stacey and Cllr D Worlock, Cllr Coffer. In attendance: Mrs Nicola Phillips (Parish Clerk), there were 13 members of the public present. Dorset County Councillor Cattaway and North Dorset District Councillor Williams. Mr Brian Austin - Dorset Police Operations Manager and Martina Perry - Community Speed Watch Co-ordinator. At this point the Chairman introduced Brian Austin, Dorset Police Operations Manager and Martina Perry, CSW Co-ordinator. Brian Austin gave a full and detailed talk on a No Excuse programme. The following points were raised: In 2017, 355 people were either killed or seriously hurt due to road traffic accidents in Dorset. Just one fatal road traffic accident affects, directly or indirectly, around 400 people are affected. It costs around 1.4 million pounds for every fatal road traffic accident. In 2016 £36BN pounds was spent on Road Traffic accidents in the UK. It has been proved that the UK has the safest roads in the world. The No Excuses team is made up of Sergeant Mark Farrow, with his six police constables and Sergeant Paul Barber, with his six police constables. The team work together to catch repeat driving offenders. They have a target of 69 known offenders, which 15 are medium risk. The other high risk offenders have been caught and sent to prison. The Police offer educational sessions to business drivers and an awareness course for the general public.
