ON THE EFFECTIVE USE OF PROXY WARFARE by Andrew Lewis Peek A dissertation submitted to Johns Hopkins University in conformity with the requirements for the degree of Doctor of Philosophy Baltimore, Maryland May 2021 2021 Andrew Peek All rights reserved Abstract This dissertation asks a simple question: how are states most effectively conducting proxy warfare in the modern international system? It answers this question by conducting a comparative study of the sponsorship of proxy forces. It uses process tracing to examine five cases of proxy warfare and predicts that the differentiation in support for each proxy impacts their utility. In particular, it proposes that increasing the principal-agent distance between sponsors and proxies might correlate with strategic effectiveness. That is, the less directly a proxy is supported and controlled by a sponsor, the more effective the proxy becomes. Strategic effectiveness here is conceptualized as consisting of two key parts: a proxy’s operational capability and a sponsor’s plausible deniability. These should be in inverse relation to each other: the greater and more overt a sponsor’s support is to a proxy, the more capable – better armed, better trained – its proxies should be on the battlefield. However, this close support to such proxies should also make the sponsor’s influence less deniable, and thus incur strategic costs against both it and the proxy. These costs primarily consist of external balancing by rival states, the same way such states would balance against conventional aggression. Conversely, the more deniable such support is – the more indirect and less overt – the less balancing occurs. -

WHITE LECTURE 3 The Theodore H. White Lecture on Press and Politics commemorates the life of the late reporter and historian who created the style and set the standard for contemporary political journalism and campaign coverage. White, who began his journalism career delivering the Boston Post, entered Har- vard College in 1932 on a newsboy’s schol- arship. He studied Chinese history and Oriental languages. In 1939, he witnessed the bombing of Chungking while freelance reporting on a Sheldon Fellow- ship, and later explained, “Three thousand human beings died; once I’d seen that I knew I wasn’t going home to be a professor.” During the war, White covered East Asia for Time and returned to write Thunder Out of China, a controversial critique of the American-supported Nationalist Chinese government. -

Colonialism in a Postmodern Age: the West, Arabs and “the Battle of Baghdad” Professor Mohamad Alkadry Division of Public Administration Eberly College of Arts and Sciences West Virginia University Abstract This article argues that history of western influence and political meddling in Arab countries over the past century has resulted in great tensions between the West and the East. These tensions have contributed to a sense of distrust of the West by Arab peoples. This article first narrates a story of a century-long liberation journey. The article also recommends some policy changes for the United States to take in order to start a process of reconciliation with the Arab peoples. Introduction Two days after American forces entered Baghdad, Arab television stations in countries like Qatar, Egypt, the United Arab Emirates and Lebanon broadcasted images of Iraqi opposition to the new occupation. To the surprise of the American people, American forces were greeted with demonstrations and not celebrations. On several occasions, American soldiers fired live ammunition at demonstrators who were just “liberated” from the brutality of the Iraqi regime. Are these quacks of occupation or liberation? Why are some Iraqis opposed to American presence and influence in Iraq? How could Arabs not appreciate the great fortune (i.e. liberation) the United States had bestowed on them? This article finds in the history of the interaction between the West and the Arab world an answer to these questions. History of western influence and meddling in Arab countries and the relationship between the West and the East over the past century has contributed to a sense of distrust of the West by Arab peoples. -

This highly informative and well-organized edited volume resulted from a symposium on terrorists’ use of the Internet that was hosted by Swansea University, Wales, United Kingdom, in June 2014. It was organized under the auspices of the Cyberterrorism Project (www.cyberterrorism-project.org/team/), which brings together experts from multi-disciplines to examine terrorists’ use of the Internet. This is expressed in the volume’s chapters which cover four central themes: how terrorist propaganda is disseminated on the Internet, how terrorist radicalization is conducted on the Internet, the nature and effectiveness of the affected governments’ counter-terrorism campaigns approaches to disrupting such Internet radicalization, and future directions in academic approaches to researching and analyzing these issues.
