Swiss customs initiatives bring greater efficiency Visions to become reality

Up until now, the queues of goods vehicles at the Swiss border have been a dependable indicator of the country’s current economic situation. Simplified customs procedures reduce the time they need to cross the frontier and are of special interest to truck drivers, explained Roland Schumacher, CEO of Sisa Studio Informatica, a provider of IT solutions for electronic customs clearance.

Electronic customs clearance (e-customs) is a vision that has been pur- sued by the World Customs Organisation (WCO) since 1999. Its aim is to replace all paper-based customs procedures by electronic systems throughout the world. The purpose of the e-customs project is to in- crease security at the external borders of states or communities of states (such as the EU or Asean) and to simplify international trade. Since 2007, as part of the Switzerland’s e-government strategy, the country’s customs authority FCA has planned to completely replace all paper e chiv forms with internet applications. It has thus laid the foundations for ar J IT the separation of flows of goods and information, and for total com- : puterisation. Potential for cutting customs costs

Customs duties of more than EUR 21 billion account for roughly 13% of the European Union’s revenues. For in- ternational corporations, the scope offered by the law for the optimisation of customs charges constitutes a large potential to cut costs – which is frequently neglected by companies. This is the conclusion reached by the Global Logistics Forum in the Diplomatic Council (DC) in its white paper entitled «Customs compliance within inter- national trade». Petra Herrmann, international customs expert in the DC, comments as follows. «Even large cor- porations are often unaware that customs optimisation already begins in the product development stage and runs through the whole supply chain.» ah International Transport Journal 31-34 2014 Forwarding & Logistics 17 Norbert Dentressangle Stef integrates in Italy Seafrigo in New York acquisition in Iowa and grows internationally

Latin America’s Mercosur A sleeping giant

Latin America boasts one of the world’s largest economic unions in the form of its Mercosur common market. While Europe is paying relatively little attention to this association, China is watching the region very closely. The country’s head of state Xi Jinping recently visited Argentina, despite the latter’s poor commercial circumstances, and also has his sights on Brazil.

lost momentum and Mercosur has be- come less important as a customs union. Even on the topic of free trade, the criti- cal steps have yet to be taken. Currently it is much more relevant as a forum for diplomatic exchange. Some observers have therefore raised the prospect that separate negotiations between the EU and Brazil could soon begin. This would represent a dramatic development for the other partners and could put the importance of Mercosur into question.

Pushboat operations in South America Imperial in the New World

The Imperial Shipping Group is showing its pioneering spirit: It has been deploying its pushboat combinations to transport iron ore from Brazil to Argentina since the beginning of this year. To this end the European logistics service provider founded a subsidiary in Paraguay. While the first lighters were imported from Europe, Imperial is now building new vessels locally.

A crisis often gives rise to new opportu nities – an old adage that seems to be true for the Imperial Shipping Group, at any rate. The transport specialist, which is headquartered in Duisburg (Germany), launched new services in South America last year, the decisive impulse for the move having come from the economic oup downturn which began in 2008.
