Adjourn Next meeting: September 10, 2021 HATS Technical Committee Meeting June 11, 2021 Additional Information on select Agenda Items 3) TIP Modifications (FFY 2021-2024) a) Administrative Modifications Since the April HATS meeting, a total of 17 administrative modifications have been made to the 2021-2024 Highway/Bridge TIP. Additionally, a total of 2 administrative modifications have been made to the Interstate TIP. Full details on the administrative modifications are available beginning on page 18 of the meeting packet. The Highway/Bridge TIP administrative modifications are also included on the interactive TIP modifications web map application. b) Amendments One amendment to the 2021-2024 Transit TIP is proposed for consideration. The proposed amendment would add federal and state funds to the Keystone Corridor TIP for the Coatesville Station in Chester County. Full details of the proposed amendment are available beginning on page 31 of the meeting packet. Formal action is required for the proposed TIP amendment. 4) Programs and Plan Updates a) Bike-Ped Update The Spring 2021 HATS Regional Bicycle and Pedestrian Count Program was held May 16 to May 22. The Fall 2021 dates are being finalized. More information and links to volunteer are available at the HATS Bike/Ped Planning webpage. b) Safety and TIM Teams HATS Staff is working on the implementation of the internal safety screening analysis. Work is currently being completed on the State Road Segment portion of the analysis and is beginning on the State Road Intersection Analysis. HATS Staff is tentatively aiming for a late Summer/early Fall completion. The Southcentral PA TIM teams are still meeting monthly. Our next TIM meetings are June 8th (ABCD TIM meeting) and June 9th (Greater Lebanon/Hershey TIM meeting) which will be covering warm weather response topics. The July TIM meetings will be focused on Rural TIM response operations. To access the For additional information related to TIM teams please email Kyle Snyder or Steve Deck. c) 2045 RTP Update Updated chapters for the 2045 Regional Transportation Plan have been provided to committee members as completed and are available at 2045 RTP Review Page. HATS staff asked for comments from committee members and stakeholders May 14. The comments received have been addressed. The required public comment period is scheduled to take place July 1 – August 31. The draft Air Quality Conformity Analysis report was received May 25. It is available for review here and will be included in the public comment period referenced above. Formal action is being requested to authorize the updated chapters be assembled into a final draft and proceed to the public comment period referenced above. d) DRAFT Public Participation Plan The draft Public Participation Plan 2020 update is included in the meeting packet and available here for review. The required public comment period is scheduled to run concurrently with the public review period for the 2045 RTP, July 1 to August 31. Formal action is being requested to proceed to the public comment period referenced above. e) HATS Federal Certification Review The required 4-year FHWA/FTA administered HATS Certification Review took place May 24-25. The draft recommendation report is anticipated later this summer. f) Transit Performance Measure Targets Consistent with federal requirements, HATS is asking for formal action regarding CAT’s transit performance measure targets for both asset management and safety. This action is required in advance of the end of FTA’s deferral of enforcement on July 25. This information will be incorporated into the 2045 Regional Transportation Plan as available. More information from Federal Transit Authority on MPOs and Transit Performance Measure Targets is available here. i) Asset Management Capital Area Transit (CAT) participates in the statewide PennDOT Group Transit Asset Management (TAM) Plan. Within the Group TAM Plan, asset management performance measures are established regarding revenue vehicles, equipment, and facilities. The most recent PennDOT Group TAM Plan is available here. There is no requirement for MPOs to approve the TAM Plans and their associated performance targets. Federal rulemaking requires MPOs to adopt their own set of TAM performance targets for use in planning and programming activities. There are no MPO funding incentives for meeting or exceeding targets, and no MPO penalties for failure to meet targets. Rather, adoption of these targets is intended to fulfill an important administrative requirement, and to help guide planning and programming decisions with respect to asset management. Formal action is being requested regarding the resolution included in the meeting packet that adopts the targets contained within the latest PennDOT Group TAM plan, unless approved differently by the MPO in the future. ii) Safety Capital Area Transit’s Public Transportation Agency Safety Plan (PTASP) establishes performance measures regarding fatalities, injuries, safety events, and system reliability for both fixed route and non-fixed route bus modes. A summary of those targets is included in the meeting packet on page 62. There is no requirement for MPOs to approve the PTASP and their associated performance targets. Federal rulemaking requires MPOs to adopt their own set of public transportation safety performance targets for use in planning and programming activities, no later than 180 days past December 31, 2020. There are no MPO funding incentives for meeting or exceeding targets, and no MPO penalties for failure to meet targets. Rather, adoption of these targets is intended to fulfill an important administrative requirement, and to help guide planning and programming decisions with respect to asset management. Formal action is being requested regarding the resolution included in the meeting packet that adopts the targets contained within the latest PTASP, unless approved differently by the MPO in the future. g) Funded Studies i) I-81 Improvement Strategy Phase 2 of the I-81 Improvement Strategy has begun and is focused on developing conceptual improvements for the top 4 focus areas in the corridor. A legislative briefing is scheduled for June 17. More information is provided in the meeting packet, beginning on page 65. ii) Gettysburg Road Corridor Study Michael Baker Intl has been hired as the consultant and work began in February. A survey and virtual event were recently held. iii) RTP Implementation Grant Projects The project delivery consultant has held kickoff meetings with municipalities and sponsors of awarded projects. Summary materials will be provided at the meeting. H A T S Technical Committee Meeting Meeting #312 April 9, 2021 9:00 AM DRAFT 1. Welcome and Introductions The April 9, 2021 HATS Technical Committee meeting began at 9:00 AM. Mr. Deck welcomed everyone to the meeting and stated the attendance list would be taken from the online registration. He informed participants the meeting was being recorded and asked anyone making motions or objecting to motions to state their name before doing so. 2. Meeting Minutes a. Technical Committee – February 12, 2020 Mr. Smoker noted that the appropriation bill by congress is a 1-year, not a 4-year bill. Mr. Turner moved to approve the February meeting minutes with the noted change. Mr. Stoner seconded the motion and it was unanimously approved. b. Coordinating Committee – February 26, 2020 Mr. Deck noted the February Coordinating Committee minutes were included for informational purposes. 3. TIP Modifications (FFY 2021-2024) a. Administrative Actions Since the last HATS Technical Committee meeting, there were 11 adjustments made to the 2021 HATS TIP. There are also 3 Interstate Actions for informational purposes. Items 1: -- Adding the PE phase of the US 22/322 Resurfacing project in FFY 2021 with State highway (581) funds. The project consists of a resurfacing on US 22/322 from the Dauphin County line to Owl Hollow Road. The Highway Reserve is the funding source. The Let date is 1/13/2022. Items 7: -- Increase the PE phase of the Market Street Bridge- A in FFY 2021 with state bridge (185) funds. The project consists of a bridge replacement on PA 147 over Shippen’s Run. The HATS Bridge Reserve is the funding source. The estimated Let Date is 12/16/2021. Page 1 of 7 Items 21: -- Cashflow the CON phase of the Market Street Bridge East from FFY 2024 to FFY 2025 to better align with Let Date. The HATS Bridge Reserve and Highway Reserve are the funding sources. The estimated Let date is 3/21/2024.
