Eligibility criteria for the bidders:- a) Intending tenderers should produce credentials of a similar nature of completed work of the minimum value of 40% of the estimated amount put to tender during 5 years prior to the date of issue of the tender notice from any Govt. /Semi Govt. / Govt. undertakings/Autonomous Bodies/ Statutory Bodies and Local Bodies.or b) Intending tenderers should produce credentials of 2 similar nature of completed work, each of the minimum value of 30% of the estimated amount put to tender during 5 years prior to the date of issue of the tender notice or c) Intending tenderers should produce credentials of 1 single running work of similar nature which has been completed to the extent of 80% or more and value of which is not less than the desired value at i) above In case of running works, only those tenderers who will submit the certificate of satisfactory running work from the concerned Executive Engineer or equivalent competent authority will be eligible for the tender. In the required certificate it should be clearly stated that the work is in progress satisfactory and also that no penal action has been initiated against the executed agency i.e. the tenderer d)Scanned copy of PAN card, P. Tax, Valid G.S.T clearance certificate, Any One of Last 3 years audited balance sheet, Credentials, Work Order, Payment certificate and other supporting documents, Registration Certificate and/or trade License of the company must be submitted duly digitally signed at desired location in the website https://wbtenders.gov.in. e) Scanned Copy of one affidavit before Notary will have to be submitted mentioning the correctness of the documents and a declaration of penalty debarment etc. faced by him under any Govt./Semi- Govt./Autonomous body/Institution through on line at desired location. f) Partnership Firm should submit necessary deed at desired location through online. g) i) The intending tenderers should have to submit annual turnover report in a any one of the last five financial years not less than 40% value of the estimated amount put to tender ii) The intending tenderers should upload bank solvency certificate at least 40% value of the estimated amount put to tender and it should be work specific. h) Bidders intending to participate is more than one work shall have to furnish credential for summation of amount put to tender for those works of cumulative amount. The available turn over and bank solvency should also be cumulative for multiple works. 7. Scope of Work:- For the works in Sl No-(1) AMC for Guria Khal (3) AMC for Rashbhara Khal (4), AMC for Taldanga Staduilm Ghar Khal (5), AMC for Kushi Goli Canel & (7) AMC for Rainal Canel, the schedule items 1,2,3 & 9 laying in the tender schedule to be operated at the intervals of every fortnight for cleaning purpose of the Drains / Khal / Canal throughout the year. 8.a) List of common documents shall have to be uploaded by each tenderer at the time of submission of Tender through online:- i) Income Tax Return ( Any One of last 3 yrs) ii) Audited Balance Sheet (Any One of last 3 yrs) iii) Pan Card. iv) Professional Tax clearance certificate. v) GST certificate. vi) Trade License. vii) Technical Credential. viii) Work Order for the work in technical credential. ix) Payment certificate of the said work. x) Affidavit before Notary. xi) Declaration of penalty debarment. xii) Declaration by the Tenderer must be filled up properly and the same must be scanned and uploaded. xiii) Earnest Money:- The tenderer shall have to deposit the EMD through online mode only. Member-Secretary FEBRUARY, 2016 BIKASH BHAVAN, SALT LAKE, KOLKATA Preface The Fourth State Finance Commission of West Bengal was set up towards the end of April 2013. However, it was not until October that it got an office space and some minimal support staff to become functional. The five months lying between April and October was spent on informal discussions with academicians and government officials to gather some initial information and form preliminary ideas which helped the Commission in its later deliberations. The Commission had initially started with two members; subsequently the member secretary was appointed in June, 2013 and another member in July, 2014. Apart from commenting on the overall working of local governments in West Bengal and the condition of state finance, the Commission had to undertake three broad exercises. First, the total sum of money to be devolved to the rural and urban bodies that the Commission were to recommend had to be arrived at. Second, given the total recommended sum going to the rural bodies, the Commission had to determine the sharing rule of this sum across the three tiers of Panchayati Raj Institutions, namely the Zilla Parishad, the Panchayat Samiti and the Gram Panchayat. Third, the distribution of devolution within each tier and within the urban bodies had to be decided upon. The Commission’s recommended devolutions to the rural and urban bodies were founded on three basic considerations: (a) the actual amounts devolved in the past as a percentage of the state’s own tax revenue, especially the pattern of devolution made in the recent past; (b) the magnitude and pattern of devolution by the Fourteenth Finance Commission to the local bodies of the state; and (c) the actual requirement of the local bodies for their smooth functioning.
