    The study on sewerage system development in the Syrian Arab Republic Final Report CHAPTER 9 ESTABLISHMENT OF THE SEWERAGE DEVELOPMENT MASTER PLAN 9.1 Basic Condition for Master Plan 9.1.1 Target Year One of Japan’s most highly authoritative design guideline entitled, “Design Guidelines for Sewerage System” prescribes that the target year for a sewerage development plan shall be set approximately 20 years later than the current year. This is due to the following reasons: • The useful life of both the facilities and the construction period should extend over a long period of time; • Of special significance to sewer pipe construction is the phasing of the capacity strengthening. This should be based on the sewage volume increase although this may be quite difficult to track; • Therefore, the sewerage facility plan shall be based on long-term prospect, such as the long-term urbanization plan. In as much as this study started in November 2006, the year 2006 can be regarded as the “present” year. Though 20 years after 2006 is 2026, this was correspondingly adjusted as 2025. Hence, the year 2025 was adopted as target year for this Study. 9.1.2 Sanitation System / Facilities The abovementioned guideline describes “service area” as the area to be served by the sewerage system, as follows: • Since the service area provides the fundamental condition for the sewerage system development plan, investment-wise, the economic and O&M aspects shall be dully examined upon the delineation of the area. • The optimum area, the area where the target pollution reduction can be achieved as stipulated in theover-all development plan, shall be selected carefully.

SMITH 1 TIBET UNDER CHINESE COMMUNIST RULE A Compilation of Refugee Statements 1958-1975 Tibet Under Chinese Communist Rule is a collection of twenty-seven Tibetan refugee statements published by the Information and Publicity Office of His Holiness the Dalai Lama in 1976. At that time Tibet was closed to the outside world and Chinese propaganda was mostly unchallenged in portraying Tibet as having abolished the former system of feudal serfdom and having achieved democratic reforms and socialist transformation as well as self-rule within the Tibet Autonomous Region. Tibetans were portrayed as happy with the results of their liberation by the Chinese Communist Party and satisfied with their lives under Chinese rule. The contrary accounts of the few Tibetan refugees who managed to escape at that time were generally dismissed as most likely exaggerated due to an assumed bias and their extreme contrast with the version of reality presented by the Chinese and their Tibetan spokespersons. The publication of these very credible Tibetan refugee statements challenged the Chinese version of reality within Tibet and began the shift in international opinion away from the claims of Chinese propaganda and toward the facts as revealed by Tibetan eyewitnesses. As such, the publication of this collection of refugee accounts was an important event in the history of Tibetan exile politics and the international perception of the Tibet issue.     La couverture sanitaire de la wilaya de Djelfa Pr. Larbi ABID La wilaya de Djelfa, capitale des Ouled Nails, confédération de tribus nomades et semi-nomades descendants des arabes hilaliens, est située dans la partie centrale de l’Algérie du Nord au delà des piémonts Sud de l’Atlas Tellien, à 300 kilomètres au Sud de la capitale. Elle est limitée au Nord par les wilayas de Médéa et de Tissemsilt, à l’Est par les wilayas de M’Sila et Biskra, à l’Ouest par les wilayas de Laghouat et de Tiaret et au Sud par les wilayas de Ouargla, d’El Oued et de Ghardaïa. Point de transit reliant le nord au sud et l'est à l'ouest du pays, la wilaya de Djelfa est un carrefour ou se croisent quatre routes nationales. La route nationale no 1, la plus importante, relie la capitale au sud du pays d'où l'existence d'un trafic intense et d'un mouvement incessant de véhicules de transport de matériels et de voyageurs estimés a 4000 dont 45% constitués de poids lourds. La 46, la 40 et la 11 qui relient la wilaya à l'Est et à l'ouest du pays. Ces routes, participent au rapprochement des distances et au désenclavement de cette ville qui s'étend sur une superficie de 32280 km2 et ou vivent 797706 habitants soit 2990 habitants au km2. Le relief de la Wilaya de Djelfa est caractérisé par la succession de quatre (04) zones distinctes du Nord au Sud de son territoire. Le point culminant de la wilaya se trouve à l’Est de l’agglomération de Benyagoub dans la Daira de Charef avec une altitude de 1.613 mètres et le point le plus bas est à l’extrême Sud de la wilaya avec une altitude de 150 mètres.
