It will present the findings of the international and interdisciplinary research project on responding to the outbreak of infectious diseases on cruise ships commissioned in October 2020 by the Japanese Ministry of Foreign Affairs, and coordinated through IAFOR and the IAFOR Research Centre at the Osaka School of International Public Policy (OSIPP) at Osaka University, with the cooperation from the East-West Center (Washington DC), University College London, Clingendael - the Netherlands Institute of International Relations, and the National University of Singapore. 本シンポジウムは、外務省委託事業「観光旅客船内における感染症の拡大の予防及び感染症が拡大し た際の国際的な対応の在り方に関する調査・研究業務」の一環として開催致します。 本委託事業は、2020年10月に外務省よりIAFORに委託され、IAFOR及び大阪大学IAFOR研究センタ ーの協働により実施しております。また、国内有識者及びthe East-West Center (Washington DC), University College London, Clingendael - the Netherlands Institute of International Relations, and the National University of Singaporeの御協力を頂いております。 LETTER OF WELCOME ウェルカム・レター DR JOSEPH HALDANE Chairman & CEO, The International Academic Forum (IAFOR) ジョセフ・ハルデイン ザ・インターナショナル・アカデミック・フォーラム 会長兼 CEO Dear Symposium Delegates, It has been a long and challenging winter for many of us who have continued to be distanced from each other because of the ongoing pandemic. However, through a combination of science, innovation and education, there is a lot to give grounds for optimism. We must ensure that the lessons we are learning now encourage us to build back better, and in a way that is more responsible and responsive, and that allows for international cooperation and collaboration to be strengthened. One of the first major outbreaks of COVID-19 outside Wuhan, China was on the Diamond Princess cruise ship, which had visited Hong Kong, and was allowed to dock in Yokohama, where it was quarantined. Japan found itself at the center of huge media attention as the ship became an unwitting public health case study of the spread of the coronavirus in confined spaces, and one of diplomacy, international law and public policy in Japan’s response, and as cruise ships around the world found themselves being turned away from ports. Last year, IAFOR was commissioned by the Japanese Ministry of Foreign Affairs to undertake a major interdisciplinary research project on the outbreak of infectious diseases on cruise ships, and which is ongoing. Coordinated through the IAFOR Research Centre at the Osaka School of International Public Policy (OSIPP) at Osaka University, the research brings together Japanese and international experts working in the fields of international and maritime law, international relations, public health and the built environment, and involves the cooperation of University College London, the East-West Center (Washington DC), Clingendael - the Netherlands Institute of International Relations, and the National University of Singapore. I would like to thank the many individuals and institutions involved in bringing this research project together, and especially Professor Haruko Satoh, who coordinated the research team. This symposium will discuss the findings of the research project in an event held in hybrid form in Tokyo, and online, and will be attended by government officials, policy-makers, academics scholars, media representatives, and all those with an interest in this ongoing issue. This will be the first event that we will have been able to hold onsite since the onset of the pandemic, although the audience will be limited to those in Japan as the country is still closed, but will allow us to operate the hybrid model that we have innovated in preparation for events restarting. We are hopeful that by the autumn we will be able to travel more easily, see each other again, and breathe new life into our International Academic Forum. Monitoring the health of hotel guests At check-in, guests are asked about their general health, body temperature and whether they are required to self-isolate after recently returning from overseas, as well as other health-related questions as appropriate. 2. Masks for staff For the health and safety of guests, all staff are required to wear masks. 3. Cleaning and disinfection Guest rooms and shuttle buses as well as high-touch surfaces such as door handles, sliding doors and elevator buttons are regularly wiped down and disinfected with alcohol disinfectant. 4. Hand sanitizer Alcohol-based hand sanitizer is available to guests at multiple points throughout our hotels including lobbies, restaurants and bars. 5.   • Sport and Discrimination in Europe
    SPORTS POLICY AND PRACTICE SERIES This work presents the main contributions and considerations of young European research Sport anddiscriminationinEurope workers and journalists on the question of discrimination in sport. Taking a multidisciplinary approach to the social sciences, the authors show how the media and those working in media can act as a relay, through their coverage of sports, for initiatives on the fi ght against discrimination. They also illustrate in detail not only the reality of discrimination in sport and the controversy surrounding this issue in the member states of the Council of Europe, but also the strength of research incipient in this fi eld. The Enlarged Partial Agreement on Sport (EPAS) hopes to contribute in this way to the development of European research on education through sport involving researchers from different countries in order to better understand the phenomenon of discrimination. William Gasparini is a professor at the University of Strasbourg where he directs a research laboratory specialising in social sciences in sport. He is the author of numerous works on sport in France and in Europe and is a member of the scientifi c and technical committee of the Agency for Education through Sport (APELS). Clotilde Talleu obtained her PhD in social sciences of sport from the University of Strasbourg. Foreword: interview with Lilian Thuram. The Enlarged Partial Agreement on Sport (EPAS) is an agreement between a number of Council of Europe member states (33 as of 1 March 2010) which have decided to co-operate in the fi eld of sports policy. Picken, passed away on Friday, August 5, 2016. Stuart Picken was born in Glasgow in 1942 and enjoyed an international reputation in philosophy, comparative religious and cultural studies, but it is as a scholar of Japan and Japanese thought for which he will be best remembered, and as one of the world’s foremost experts on Shinto.
