However, through a combination of science, innovation and education, there is a lot to give grounds for optimism. We must ensure that the lessons we are learning now encourage us to build back better, and in a way that is more responsible and responsive, and that allows for international cooperation and collaboration to be strengthened. One of the first major outbreaks of COVID-19 outside Wuhan, China was on the Diamond Princess cruise ship, which had visited Hong Kong, and was allowed to dock in Yokohama, where it was quarantined. Japan found itself at the center of huge media attention as the ship became an unwitting public health case study of the spread of the coronavirus in confined spaces, and one of diplomacy, international law and public policy in Japan’s response, and as cruise ships around the world found themselves being turned away from ports. Last year, IAFOR was commissioned by the Japanese Ministry of Foreign Affairs to undertake a major interdisciplinary research project on the outbreak of infectious diseases on cruise ships, and which is ongoing. Coordinated through the IAFOR Research Centre at the Osaka School of International Public Policy (OSIPP) at Osaka University, the research brings together Japanese and international experts working in the fields of international and maritime law, international relations, public health and the built environment, and involves the cooperation of University College London, the East-West Center (Washington DC), Clingendael - the Netherlands Institute of International Relations, and the National University of Singapore. I would like to thank the many individuals and institutions involved in bringing this research project together, and especially Professor Haruko Satoh, who coordinated the research team. This symposium will discuss the findings of the research project in an event held in hybrid form in Tokyo, and online, and will be attended by government officials, policy-makers, academics scholars, media representatives, and all those with an interest in this ongoing issue. This will be the first event that we will have been able to hold onsite since the onset of the pandemic, although the audience will be limited to those in Japan as the country is still closed, but will allow us to operate the hybrid model that we have innovated in preparation for events restarting. We are hopeful that by the autumn we will be able to travel more easily, see each other again, and breathe new life into our International Academic Forum. Monitoring the health of hotel guests At check-in, guests are asked about their general health, body temperature and whether they are required to self-isolate after recently returning from overseas, as well as other health-related questions as appropriate. 2. Masks for staff For the health and safety of guests, all staff are required to wear masks. 3. Cleaning and disinfection Guest rooms and shuttle buses as well as high-touch surfaces such as door handles, sliding doors and elevator buttons are regularly wiped down and disinfected with alcohol disinfectant. 4. Hand sanitizer Alcohol-based hand sanitizer is available to guests at multiple points throughout our hotels including lobbies, restaurants and bars. 5. Ventilation of our facilities The areas of this hotel used by our guests are continuously ventilated with replenished cycles of fresh air from outside through our airconditioning system. GUEST PROTOCOLS 1. We respectfully ask that you refrain from using our facilities if you have a high temperature or are feeling unwell. 2. If you begin to feel unwell at any time during your stay, please inform a member of staff immediately. 3. Please wear a mask at all times and apply hand sanitizer regularly during your stay. STAFF PROTOCOLS 1. Staff are required to undertake regular health checks and undergo a temperature check before starting work each day. 2. Staff must wash and disinfect their hands and gargle thoroughly upon entering the building and at regular intervals during the working day, and are required to wear masks at all times. 3. Back office areas are subject to periodical deep cleaning.
