ISBN 1-58487-565-8 ii FOREWORD Egypt’s domestic scene has profoundly changed since early 2011 when a popular revolution, ultimate- ly backed by the military, forced President Mubarak to resign. New and old political players and organiza- tions are contesting Egypt’s more open political space, and public policy is likely to be more influenced by public opinion than ever before. Egypt’s transition is still incomplete, but it now has a newly-elected presi- dent from the once-banned Muslim Brotherhood who is exercising leadership in domestic politics, foreign affairs, and in the military and security spheres. In a bold move in August 2012, he replaced the leadership of the military, which had been running the country since February of 2011, with individuals drawn from a younger generation of officers. As of September 2012, with the new Constitution still unfinished and new parliamentary elections months away, we do not know the delineation of powers between the branches of government or how much power the new president will ultimately wield. It is against this backdrop that Mr. Gregory Af- tandilian, a consultant, academic, and a former State Department Egypt analyst, wrote this monograph on how the United States can best preserve its strategic relationship with Egypt given these changes. Egypt has been a strategic partner of the United States for more than 3 decades, and has been one of the largest recipients of U.S. foreign aid, most of which has been to assist the Egyptian military. Egypt has not only played a pivotal role in the Arab-Israeli peace process but has cooperated with the United States in many re- gional security matters such as providing overflight rights for U.S. military aircraft and expedited transit iii for U.S. naval ships passing through the important Suez Canal on the way to the Arabian Sea and the Per- sian Gulf, especially during times of crisis. Mr. Aftandilian cogently analyzes the develop- ments in Egypt from January 2011 to August 2012, especially the relationship between the military and the civilian authorities. He outlines several scenarios that could ensue and gives sound recommendations on how the United States can best preserve its stra- tegic interests in Egypt while supporting that coun- try’s democratic transition. He also offers specific rec- ommendations for the U.S. Army in its relationship with Egypt. The Strategic Studies Institute hopes the findings in this monograph will be of assistance to U.S. policy- makers and U.S. Army officers as they deal with a crit- ical ally during this very sensitive transition period. Director Strategic Studies Institute and U.S. Army War College Press iv ABOUT THE AUTHOR GREGORY AFTANDILIAN is an independent con- sultant, writer, and lecturer, who has spent over 21 years in government service, most recently on Capitol Hill. He was foreign policy advisor to Congressman Chris Van Hollen (2007-08), professional staff mem- ber of the Senate Foreign Relations Committee and foreign policy adviser to Senator Paul Sarbanes (2000- 04), and foreign policy fellow to Senator Edward Ken- nedy (1999). Prior to these positions, Mr. Aftandilian worked for 13 years as a Middle East analyst at the U.S. Department of State where he was a recipient of the Department’s Superior Honor Award for his analyses on Egypt. His other government experiences include analytical work for the U.S. Department of Defense and the Library of Congress. He was also a research fellow at the Kennedy School of Government at Harvard University (2006-07) and an International Affairs Fellow at the Council on Foreign Relations in New York (1991-92). In addition, Mr. Aftandilian is an adjunct faculty member at Boston University, an as- sociate of the Middle East Center at University of Mas- sachusetts-Lowell, and a Senior Fellow for the Middle East at the Center for National Policy. Mr. Aftandilian is the author of Egypt’s Bid for Arab Leadership: Impli- cations for U.S. Policy (1993); and Looking Forward: An Integrat ed Strategy for Supporting Democracy and Human Rights in Egypt (2009). Mr. Aftandilian holds a B.A. in history from Dartmouth College, an M.A. in Middle Eastern studies from the University of Chicago, and an M.S. in international relations from the London School of Economics. v SUMMARY This monograph, completed in August 2012, ana- lyzes the developments in Egypt from January 2011 to August 2012 and addresses the following questions that are pertinent to U.S. policymakers: How does the United States maintain good relations and preserve its strategic partnership with Egypt under Cairo’s new political leadership and the changing political environ- ment in the country? How does it do so while adher- ing to American values such as supporting democracy even when those coming to power do not share U.S. strategic goals? The monograph first examines Egypt’s strategic importance for the United States by exploring Egypt’s role in the Arab-Israeli peace process, its geographical role (providing air and naval access) for U.S. military assets heading to the Persian Gulf, and joint training programs. With so much at stake in the Middle East, “losing” Egypt as a strategic ally would be a signifi- cant setback for the United States. The Egyptian revolution of early 2011 was wel- comed by U.S. officials because the protestors wanted democratic government, which conformed to U.S. ide- als, and the institution that would shepherd the transi- tion, the Egyptian military, had close ties to the United States. However, the transition was marked by many difficulties, including violence by military authorities against protestors, a crackdown on American non- government organizations (NGOs), and the military’s reluctance to cede real power to civilian authorities. Nonetheless, U.S. officials continued to court the mili- tary because they believed it had equities they needed to protect, and they developed relations with the Mus- lim Brotherhood, an organization that was critical of vii many U.S. foreign policy goals, because the Brother- hood had emerged as the strongest political organi- zation in the country. In the process, many Egyptian liberals felt slighted by this “two-stop shopping” by high-ranking U.S. officials. The first round of Egypt’s presidential elections divided the polity, and the top two vote-getters were a former Mubarak prime minister and a Brotherhood official, both of whom alarmed many Egyptians.

Arab Spring has granted new found freedoms to citizens in that part of the world. Many of these nations have seen new, democratically elected governments take hold. As the West rejoices for freedom’s victories, we cannot help but wonder how the long term changes in each country will impact us. With this new hope comes a sense of uncertainty. Is a democratically elected government compatible with the cultures and traditions of the Muslim world? Is there concern that a democratically elected head of state will resort to the type of strongman politics which results in a blended, or hybrid regime that has become common to the region? Will the wide-spread animosity that many Arabs feel ii against the United States carry over into politics? My aim with this project is to apply these questions and others to a single nation, as I examine the Egyptian Arab Spring movement.

Such an idea had been approached in pessimism for a long time in academia. This is because the conditions deemed indispensable for democratic development (such as high rates of urbanization and literacy) rarely existed in those countries. Thus, the concept “Western democracy” was considered an oxymoron, since, according to earlier scholars of democracy, only Western polities could meet the conditions/prerequisites for the genesis of democracy. Nevertheless, this long-held prophecy was challenged as non-Western countries demonstrated significant progress towards establishing a democratic rule, despite having “so-called” unfavorable conditions (such as religion or poor economic performance) to democratic development. Despite this global resurgence of democratic governance, the countries in the Middle East and North Africa were never able to develop a democratic rule, a situation that has long been explained by pointing at the “exceptional” characteristics (primarily Islam) inherent in the region.

Successive Administrations have long viewed Egypt as a moderating influence in the Middle East. At the same time, in recent years, there have been increasing U.S. calls for Egypt to democratize. Congressional views of U.S.-Egyptian relations vary. Many lawmakers view Egypt as a stabilizing force in the region, but some Members would like the United States to pressure Egypt to implement political reforms, improve human rights, and take a more active role in reducing Arab-Israeli tensions. The United States has provided Egypt with an annual average of over $2 billion in economic and military foreign assistance since 1979. P.L. 111-8, the FY2009 Omnibus Appropriations Act, provides $200 million in Economic Support Fund (ESF) assistance and $1.3 billion in Foreign Military Financing (FMF) assistance to Egypt. For the first time, Congress stipulated that FMF grants to Egypt may be used for “border security programs and activities in the Sinai,” a reference to anti-smuggling initiatives on the Egypt-Gaza border.

At the same time, according to an extremely sensitive source, Morsi added that although the ongoing demonstrations against his declaration of emergency powers will continue, and, if anything, become more violent, he firmly believes that at least 60 per cent of Egyptian voters continue to support his efforts to eliminate the last vestiges of the regime of former president Hosni Mubarak. That said, Morsi admitted that the current level of violence could not continue, and might lead to more serious conflicts across the country between MB/FJP activists, and the secular/liberal anti- government demonstrators. In the opinion of these individuals MB Supreme Guide Mohammad Badie advised Morsi to moderate his immediate position on presidential authority. Badie wants Morsi to meet with anti- government leaders to see what he would have to do to calm their activities.

  • Epilogue: New Perspectives on Egypt's Democratization
    EPILOGUE: NEW PERSPECTIVES ON EGYPT’S DEMOCRATIZATION INTRODUCTION This chapter explores Egypt’s democratization from fve different inter- related perspectives. First a review of the literature on democratic transi- tion, or ‘transitology,’1 is presented which details the non-linear nature of democratization processes. Secondly, a diagnosis of Egypt’s political system after El-Sisi ascended to power is offered. It is argued here that Egypt under both Morsi and El-Sisi has taken no steps towards democ- racy and hence after two successive revolutions, Egypt can be defned as a ‘destabilized hybrid regime’. The third part explores how Egypt can move from a ‘destabilized hybrid regime’ into a democratic state. Six factors that might affect Egypt democratization have been analyzed: socioeconomic factors; political parties; civil society; external support; state-religious relations; the rule of law and constitutionalism; and fnally (explored more fully in Chap. 7) civil–military relations. The fourth part explores how Egypt can learn from failed and unconsolidated (unfn- ished) democratic models from other areas of the world. Of the suc- cessful examples—some had the support of external parties such as the EU, NATO, and the US; some had active political parties; and others had healthy civil societies. However, Egypt had none of these. Albeit his departure and the characteristic of the social movement that presented a capacity for a change towards democratization, the direction of the progression turned into the reconstitution of the authoritarian regime which was strengthened with the military coup in 2013, creating a more repressive mode of governance before the uprising. The research setting off from this repercussion, discloses the strategies deployed by the regime to reconstruct authoritarianism in Egypt at the aftermath of the popular uprising that took place in 2011, as a single case study. To deduct the path that led to authoritarian reconstruction in Egypt, the first section encompassing the methodology provides a theoretical framework that covers the literature on authoritarian survival and social movements theory. The second part of the study presents the historical background of protest activity in Egypt with a focus on the process between 2011 to 2013 by parting it to three waves; the 18 days that led to Mubarak’s fall, the reign of the military and the Morsi era.

    Egypt Page 1 of 25 Egypt Country Reports on Human Rights Practices - 2006 Released by the Bureau of Democracy, Human Rights, and Labor March 6, 2007 The Arab Republic of Egypt, with a population of approximately 79 million, has been governed by the National Democratic Party (NDP) since the party's establishment in 1978. The NDP, which continued to dominate national politics by maintaining an overriding majority in the popularly elected People's Assembly and the partially elected Shura (Consultative) Council, derives its governing authority from the 1971 constitution and subsequent amendments. Executive authority resides with the president of the republic and the cabinet. In September 2005, President Hosni Mubarak won a fifth 6-year term, with 88 percent of the vote, in the country's first multi-candidate presidential election, a landmark event that was otherwise marred by low voter turnout and charges of fraud. The civilian authorities generally maintained effective control of the security forces, which committed numerous, serious abuses of human rights. The government's respect for human rights remained poor, and serious abuses continued in many areas. These included limitations on the right of citizens to change their government; a state of emergency, in place almost continuously since 1967; torture and abuse of prisoners and detainees; poor conditions in prisons and detention centers; impunity; arbitrary arrest and detention, including prolonged pretrial detention; executive branch limits on an independent judiciary; denial of fair public trial and lack of due process; political prisoners and detainees; restrictions on civil liberties--freedoms of speech and press, including internet freedom; assembly and association; some restrictions on religious freedom; corruption and lack of transparency; some restrictions on NGOs; and discrimination and violence against women, including female genital mutilation.
