China has been adopting an ecological civilization construction strategy and has actively participated in the global movement to combat climate change and promote sustainable development. In 2016, the Chinese Academy of Fiscal Sciences (CAFS) undertook the second phase of its Climate Public Expenditure and Institutional Review (CPEIR). This project, as of CAFS’s completion of the first phase from 2014 to 2015, is also funded by the United Nations Development Program (UNDP). In the first phase, CAFS experts established a statistical methodology for China’s climate public finance, and made a statistical analysis of the climate public expenditure incurred directly by the central government.

    FEATURE ARTICLES THE EVOLUTION OF CHINESE JADE CARVING CRAFTSMANSHIP Mingying Wang and Guanghai Shi Craftsmanship is a key element in Chinese jade carving art. In recent decades, the rapid development of tools has led to numerous changes in carving technology. Scholars are increasingly focusing on the carving craft in addition to ancient designs. Five periods have previously been defined according to the evolution of tools and craftsmanship, and the representative innovations of each period are summarized in this article. Nearly 2,500 contemporary works are analyzed statistically, showing that piercing and Qiaose, a technique to take artistic advantage of jade’s naturally uneven color, are the most commonly used methods. Current mainstream tech- niques used in China’s jade carving industry include manual carving, computer numerical control engraving, and 3D replicate engraving. With a rich heritage and ongoing innovation in jade craftsmanship, as well as in- creased automation, the cultural value and creative designs are both expected to reach new heights. ade carving is one of the oldest and most impor- tools. The new species Pseudepipona (Pseudepipona) punctulata sp. nov. is described and illustrated in detail. Pseudepipona (Pseudepipona) kozhevnikovi (Kostylev, 1927) and Pseudepipona (Pseudepipona) straminea (André, 1884) are first recorded from China. Four other known species Pseudepipona (Pseudepipona) augusta (Morawitz, 1867), Pseudepipona (Pseudepipona) herrichii (de Saussure, 1856), Pseudepipona (Pseudepipona) lativentris (de Saussure, 1855) and Pseudepipona (Pseude- pipona) przewalskyi (Morawitz, 1885) are also diagnosed with some figures. In order to study the spatial structure and research the distribution characters of coastal tourism resources in Hebei Province, the paper took 151 units as study subjects to comprehensive analysis the space structure conditions of coastal tourism resources by the method of summarize. The results were shown that, except 9 units in every coastal cities, there were 151 units of coastal tourism resources in Hebei Province, and the other 142 units were in different area. 3 kind coastal physiognomies, rock coast and sand coast plain and plain muddy coast, were matched with the spatial distribution conditions of tourism resources. Meanwhile, they were matched with each other between economic development level and the spatial distribution conditions of tourism resources. The best matched-degree was Qinhuangdao City, and the second one was Tangshan City, and the last one was Cangzhou City because it was developed later than the other 2 cities.
