Sector Performance, Problems, and Opportunities 1. Air pollution problems in the PRC. Decades of unsustainable economic growth in the People’s Republic of China (PRC) have resulted in severe degradation of the air, water and soil quality throughout the country. In 2014, 74 of PRC’s prefecture-level and higher level cities recorded annual concentrations of fine particulate matter (PM2.5) exceeding the national standard of 35 micrograms per cubic meter (µg/m3) by 83%, with 7 of the 10 most polluted cities in the PRC located in the Beijing-Tianjin-Hebei (BTH) region.1 High levels of air pollution are among the first environmental problems that the PRC’s leadership has addressed with an unprecedented scale of reforms and actions which include the first “Action Plan of Pollution Prevention and Control” (hereinafter CAAP) outlining targets to be achieved in 2013–2015 in key regions, a new vision for the PRC’s urbanization which emphasizes improved ecological environment in cities, and a new environmental protection law unleashing long-needed reforms in the government performance assessment system. 2. Air quality and emissions in Hebei Province. Hebei province (Hebei) surrounds Beijing and Tianjin Municipalities, bordering Bohai bay to the east. Despite its advantageous geographical position, Hebei’s resources driven and heavy industry based economy has made the province lag behind other coastal provinces like Jiansgu and Zhejiang in terms of gross domestic product (GDP) and overall economic performance. In 2014, Hebei’s GDP totaled CNY2.94 trillion with a per capita GDP of CNY39,846. -

Final Determinations of AD/CVD Investigations of Standard Pipe
FACT SHEET Commerce Finds Unfair Dumping and Subsidization of Circular Welded Carbon Quality Steel Pipe from the People’s Republic of China • On May 30, the Commerce Department announced its affirmative final determinations in the antidumping duty (AD) and countervailing duty (CVD) investigations on imports of circular welded carbon quality steel pipe (standard pipe) from the People’s Republic of China (China). • Dumping is when a foreign company sells a product in the United States at less than normal value. Subsidies are financial assistance from foreign governments that benefit the production, manufacture, or exportation of goods. • Commerce has determined that Chinese producers/exporters sold standard pipe in the United States at 69.20 to 85.55 percent less than normal value, and received net countervailable subsidies ranging from 29.57 to 615.92 percent. • As a result of the final AD determination, Commerce will instruct U.S. Customs and Border Protection (CBP) to continue to suspend liquidation of entries of subject merchandise and to collect a cash deposit or bond based on the final rates. Suspension of liquidation will only resume for purposes of countervailing duties if the International Trade Commission (ITC) issues an affirmative injury finding and Commerce issues a CVD order. • The rate of 85.55 percent for the Shuangjie Group and Jiangsu Yulong Steel Pipe Co., Ltd. in the AD investigation and 615.92 percent for the Shuangjie Group in the CVD investigation are based on total adverse facts available because these companies withdrew their participation and did not cooperate to the best of their ability in these investigations. -

Simulating the Future Urban Growth in Xiongan New Area: a Upcoming Big City in China
Simulating the future urban growth in Xiongan New Area: a upcoming big city in China Xun Liang [email protected] Abstract China made the announcement to create the Xiongan New Area in Hebei in April 1, 2017. Thus a new megacity about 110km southwest of Beijing will emerge. Xiongan New Area is of great practical significance and historical significance for transferring Beijing’s non-capital function. Simulating the urban dynamics in Xiongan New Area can help planners to decide where to build the new urban and further manage the future urban growth. However, only a little researches focus on the future urban development in Xiongan New Area. In addition, previous models are unable to simulate the urban dynamics in Xiongan New Area. Because there are no original high density urban for these models to learn the transition rules. In this study, we proposed a C-FLUS model to solve such problems. This framework was implemented by coupling a fuzzy C-mean algorithm and a modified Cellular automata (CA). An elaborately designed random planted seeds mechanism based on local maximums is addressed in the CA model to better simulate the occurrence of the new urban. Through an analysis of the current driving forces, the C-FLUS can detect the potential start zone and simulate the urban development under different scenarios in Xiongan New Area. Our study shows that the new urban is most likely to occur in northwest of Xiongxian, and it will rapidly extend to Rongcheng and Anxin until almost cover the northern part of Xiongan New Area. -
