Bid No. 0703-1920CIC5L116 Deadline for Submission of 10 September 2020 at 8:30 hours (Beijing Time) Bids:
1. The People’s Republic of China has received financing from the Asian Development Bank (ADB) toward the cost of Hebei Elderly Care Development Project and it intends to apply part of the proceeds of this loan to payments under the Contract for Integrated Elderly care service center and community -based elderly care facilities Civil Works under the Xinji Elderly Care Service Center Subproject. Bidding is open to Bidders from eligible source countries of ADB.
2. Instrimpex International Tendering Company (CNIITC, the Procurement Agent), authorized by and on behalf of Xinji Juyouleyuan Elderly Care Service Corporation (the Employer), now invites sealed bids from all eligible and qualified bidders for the following works: Xinji elderly care service center (parent paradise) subproject covers a total construction area of 327,39.25 m2, including one elderly care integrated service center (with construction area of 30,213.59 m2) and 5 daycare centers (with construction area of 2,525.66 m2). The main construction contents include the construction of buildings, decoration and finishing, structures, indoor water supply and drainage, HVAC, lighting and power supply, fire pool, outdoor water supply and drainage pipelines, road, greening, etc., and other works of Xinji city elderly care service center (parent paradise) subproject.
The construction period is 16 months.
3. National competitive bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope bidding procedure and is open to all bidders from eligible countries as described in the Bidding Document.
4. Interested eligible Bidders may obtain further information and inspect the bidding documents from the Procurement Agent’s office at the address given below excluding weekends and holiday during working hours 8:30-11:00, 13:30-16:30.
5. The attention of prospective Bidders is drawn to the eligibility and conflict of interest provisions under ITB 4 of the Bidding Documents. All Bidders found to have a conflict of interest shall be disqualified.
6. Only eligible Bidders with the following key qualifications should participate in this bidding:
• Financial Requirement: (i) The Bidder’s net worth for the last three years (2017-2019) calculated as the difference between total assets and total liabilities should be positive; (ii) Minimum average annual turnover of CNY 196 million calculated as total certified payments received for contract in progress or completed, within the last three (3) years (2017-2019); (iii) The Bidder’s working capital at the end of 2019, lines of credit and other financial means if any, other than any contractual advance payments, must meet the cash-flow requirement of CNY 19.6 million of this contract and the overall cash flow requirements for its concurrent commitments;
• Experience Requirement: (i) General Experience: Experience under contracts in the role of contractor, subcontractor, or management contract for at least the last five (5) years prior to the applications submission deadline; (ii) Specific Experience: Participation as contractor, management contractor or subcontractor in at least two (2) contracts (main body construction of Class I public buildings) within the last five (5) years prior to the applications submission deadline, each with a value of at least CNY 84 million, that have been successfully and substantially completed and that are similar to the proposed works. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Employer’s Requirements.; (iii) Key activities: Participation as contractor, management contractor, or subcontractor, in at least one (1) contract within the last five (5) years prior to the applications submission deadline, which contained the main body construction of a medical building or a pension institution building, with a total construction area of not less than 26,000 m2
• Qualification Certificate: Domestic bidder should have the following certificate at the same time: (i) Grade 1 of construction engineering, construction general contracting or equivalent/higher; (ii) Grade 1 of building decoration engineering professional contracting oar equivalent/higher; (iii) Grade 1 of professional contracting of construction mechanical and electrical installation engineering or Grade 1 of general contracting of mechanical and electrical engineering construction or equivalent/higher, and has quality management system certification ISO 9001: 2015; provide a commitment to no major safety accidents in the last 3 years. Additional details are provided in the Bidding Documents.
7. A complete set of Bidding Documents in Chinese may be purchased by interested bidders on the submission of a written application to the office of Procurement Agent whose address is given below and upon payment of a nonrefundable fee of CNY1,500. The method of payment will be on cash, cashier check or direct deposit (Name of Account: Instrimpex International Tendering Company, Account: Fuwai sub-branch, Bank of Communication Beijing Branch A/C: 110060239018002343611). The Bidding Documents will be sent by courier. If courier service is required, an extra fee of CNY200 will be needed for domestic delivery
8. Bids must be delivered to the address below in para 11 (iii), at or before 08:30 a.m. on 10 September 2020. Late bids will be rejected. Bids will be opened at the address below in para 11 (iv) at 09:30 a.m. (Beijing Time) on 10 September 2020. All bids must be accompanied by a bid security as specified in the bidding documents
9. According to the “Announcement on the Full Implementation of Public Resources Trading during Epidemic Prevention and Control” issued by Hebei Public Resources Trading Center on February 21, 2020. The submission and collection of bidding documents cannot be carried out in the trading center, and bidders’ representatives are not allowed to participate in the bid opening in person physically. The Employer, PMO, the Supervision and the Procurement Agent will collect the bidding documents at the place and the time specified in the Bidding Document, and then all the parties above will seal up the bidding documents and transport them to the trading center (address of bid opening) together with the representatives of the bidders. The Employer, PMO, the Supervision and the Procurement Agent will hold the bid opening at the place and the time specified in the Bidding Document. The above-mentioned process will start at the deadline for bid submission. We will use "Tencent Meeting" software to carry out live online video conference (all bidders can visit https://meeting.tencent.com/, download and use "Tencent Meeting" software, opening the software, click "Join Conference" and enter the video conference number to enter live video conference), which will continue until the end of bid opening. All bidders who have submitted their bidding documents can watch through the "Tencent Meeting" software, and the video conference number will be announced to all the bidders two (2) working days before the deadline for bid submission through the email
10. Any questions or complaints regarding the bidding process or contract award should be sent in writing to the Employer at e-mail account [email protected]. Bidders are free to send copies of their communications on issues and questions to the institution named in the BDS at e-mail account [email protected]. When the Employer does not respond promptly, or the communication is a complaint against the Employer, the bidders can also write to such institution directly
