FLASH REPORT - TROPICAL STORM CHALANE IOM/INGC Rapid assessment Damages to resettlement sites - Sofala and Manica Provinces IOM MOZAMBIQUE / SOFALA AND MANICA PROVINCES 3 JANUARY 2021 4,938 5 2 2,509 2,429 Families affected Health centers Schools Tents Shelters Tropical Storm Chalane made landfall in Sofala on the 30th December 2020, bringing heavy rains and strong winds that affected some parts of the Province. The districts of Buzi, Dondo and Nhamatanda were the most affected and reported important damages, whilst Chibabava only reported minor damages to temporary structures. Caia district didn’t report any damages in resettlement sites. The Province of Manica, more specifically the Sussundenga district, also reported some damages after the tropical storm. RAPID ASSESSMENT Following these events, a rapid assessment was conducted by the International Organization for Migration (IOM) in collaboration with the National Institute for Disaster Management (INGC), between the 31st of December 2020 and the 2nd of January 2021. The assessment focuses on understanding the extent of damages to shelters and facilities across all 65* existing resettlement sites in Sofala and Manica Provinces, which were established in the aftermath of Tropical Cyclone Idai in 2019. These resettlement sites are particularly exposed and vulnerable to damages as a result of environmental factors, since durable solutions and build back better initiatives are not yet comprehensively supported and implemented at this point in time. Therefore, damages were reported in resettlement sites where people displaced by Cyclone Idai live, with hundreds of tents and temporary shelters destroyed, as well as permanent structures such as schools and hospitals. As a result of Tropical Storm Chalane, 4,938 families had their tents and shelters destroyed/partially destroyed. Of these, 4,393 are located in Sofala, and 545 in Manica province. The most affected districts are Dondo (1,793 households), Buzi (1,629), Nhamatanda (802) and Sussundenga (471). Out of the 65* sites assessed in Sofala and Manica, 52 were affected by the tropical storm, and for 13 resettlements no incidents were registered. In total, 1,213 upgraded shelters, 1,216 emergency shelters and 2,509 tents were completely or partially destroyed due to the rain and strong winds. Additionally, IOM/INGC identified 2,552 latrines and 18 water points damaged. Moreover, 2 schools near the sites were damaged. Both are located in Sofala, in the resettlement sites of Mutua (Dondo district), and Ndedja 1 (Nhamatanda district). Five health centers near sites were also damaged, in the localities of Maxiquiri alto/Maxiquiri 1 (Buzi), Macarate and Mutindiri sede (Chibabava), Mutua (Dondo) and Ndedja 1 (Nhamatanda). The rapid assessment did not reveal any cases of children separated in the process of leaving at-risk areas to temporary accommodation sites, nor elderly or persons with disabilities who had been left behind without care. A more detailed multi-sector location assessments (MSLA) and protection assessments will be conducted to give more detailed information on protection risks and needs. *5 sites are spontaneous sites which emerged in 2020 due to the situation of insecurity (fear of attacks) in central Mozambique.
