    Chapter 7: Police Deviance

    CHAPTER SEVEN POLICE DEVIANCE olice officers are human beings, and, as with all human beings, there are good ones P and bad ones, honest ones and corrupt ones. But the power and authority that the police have over the rest of us makes police misconduct unique and uniquely danger- ous. Sometimes they misbehave for what they believe are good reasons, anddistribute sometimes they misbehave for selfish reasons. Often it’s somewhere in between the two. Sometimes they are responding to pressure from other officers, sometimes they are acting on their own initiative, and sometimes they are simply caught up in much bigger social forces that are beyond everyone’s control. But because they have power overor us and because most Americans place a great deal of trust in the police, the misconduct of officers can be a very big problem—if a society is rotten, it is often the police that are the core of the problem. In this chapter, we will discuss police deviance. We will look at all forms of police misbehavior or police misconduct that are committed by officers in their professional capacity. If a police officer steps out of line in her private life, this is certainly a form of deviance, but it is not police deviance—the abuse of the unique powers of an officer are what we will discuss here. This report is based on the lessons gleaned from a review of public commissions of inquiry into police misconduct worldwide and their possible application in stability operations, such as those Police Corruption in Iraq and Afghanistan. The study attempts to determine whether past scandals can help us deal more effectively with the contemporary problems of nation building and police reform. He was a member of the International Summary Oversight Commission for police reform in Northern Ireland. FERGUSON 2014: THE SHOOTING OF MICHAEL BROWN Michael Brown, an 18-year-old African American man, was shot and killed by a white police officercopy, in Ferguson, Missouri, on August 9, 2014. Brown was unarmed, and officials left his body in the middle of the street for four hours. Local residents quickly gathered to protest the shooting. Around noon that day, Officer Darren Wilson had received a dispatcher report of a “stealing in prog- ress” atnot a local store. Wilson then saw Brown jaywalking in the street and stopped him. A physical encounter ensued, and Wilson’s gun discharged while he was still in his patrol car. Brown then fled and was about 30 feet away from Wilson when he began approaching again. Wilson fired six shots, killing Brown.1 Do As protesters continued to gather, the police sent multiple police cars and canine units to the scene. The following day, peaceful memorials were held at the scene, but in the evening some people at the scene became disorderly. The police responded with about 150 officers in riot gear.
