This year is now approaching its end. Despite the rapid end of the purely military phase of the Palestinian Conflict, the conflict is still raging, claiming too many lives. In Israel, the signing of the Roadmap has not yet generated the hoped for peace. We wish the Middle-East an active 2008 year focused on peace and development, where hatred dissolves and harmony blooms. To our readers, as always we would like to offer our best wishes for 2008: may your health be obvious (and need no discussion) may your family relations be warm may your friends be loyal may your enemies become your friends (and those who don’t, get lost) may your spam be filtered may your Emails be answered may your papers get published may your wisdom deserve the approval of Confucius, and your folly the praise of Erasmus may your power get shared, your wealth be free from greed and your poverty from envy may we communicate fruitfully across cultures so that our horizons widen and reason replaces violence The Diplomatic Club Magazine requests the pleasure to publish opinions, discussions and articles written by Ambassadors. The Conference’s deliberations reflected the major issues and dilemmas on Israel’s national agenda in the fields of foreign policy, defense, economics, social policy, governance and Jewish peoplehood. The Conference took place during the period prior to the general elections. The traditional Herzliya Address was delivered by Acting Prime Minister Ehud Olmert, and he, like the other prime ministerial candidates, highlighted the principles that would govern his policy. The Conference also took place on the eve of the Palestinian elections that won Hamas the majority needed to establish a Hamas government. This development, along with others, led to the assessment that arose from the sessions on national security and foreign policy that 2006 would be a year of significant developments and critical decisions regarding the strategic threats facing Israel – the strengthening of Hamas and the looming confrontation with Iran over its nuclearization. Much of the rest of the Conference was devoted to the key domestic issues in Israel, particularly the maintenance of economic growth, welfare policy and the rule of law in the present political system.

    INFRASTRUCTURE IN ISRAEL FLANDERS INVESTMENT & TRADE MARKET SURVEY Infrastructure in Israel An overview July 2015 FIT Tel Aviv 1 Introduction Israel is still in the process of building and improving its infrastructure. For many projects, Israel looks for outside help, soliciting international tenders and partnerships. The coming years will see many opportunities, specifically relating to seaports, airports, highways, railways, energy, and water. Certain projects relating to public-private partnerships are published by The Israel Ministry of Finance, and there is plenty more occurring in Israel, as discussed in this report. Note that the information below cannot cover all planned projects. It is aimed at illuminating some of the bigger ones as well as underlining the potential of the Israeli market for Flemish companies. Government & Funding Generally speaking, the Israeli government has opted for PPP (Public Private Partnership) or BOT (Build Operate Transfer) projects when it comes to big scale infrastructure projects. In 2010, the Israeli government introduced the Netivei Israel plan, allocating 27.5 billion NIS (approximately 6.5 billion euro) to transport infrastructure for 2010-2020. There have been issues with the proposed plans from 2010 including misjudgments of cost and time. This has caused delay in many projects, both directly related to infrastructure, and indirect business plans related to infrastructure changes. There is also concern among local contractors that too much of the work in infrastructure is being offered to international companies. The pushback from the Israeli Builders Association has the potential to alter the nature of a tender process some believe is overly favorable to foreign companies.

Een geopolitiek conflict heeft een negatief effect op een investeringsklimaat van een land (Araya et al., 2013). Om deze reden is het aannemelijk dat de succes- en faalfactoren van een PPS in een geopolitiek conflict anders in elkaar zitten dan een land zonder conflict. Voor dit onderzoek zijn twee case studies in de Israëlische watersector bestudeerd. Om de twee casussen te onderzoeken is gebruik gemaakt van een documentenanalyse en semigestructureerde interviews. In de casus is er gekeken naar welke dertien succes- en faalfactoren worden waargenomen en welke andere succes- en faalfactoren naar voren komen. Opmerkelijk is dat in de analyse alle succesfactoren worden waargenomen, terwijl de faalfactoren nauwelijks tot niet terugkeren. Deze bevinding kan verklaard worden door het feit dat de overheid de sector niet in een negatief daglicht wil zetten. Naast de deductieve factoren zijn er nog een aantal factoren die werden benadrukt in de interviews. Het gaat hierbij om de aspecten vertrouwen, professionaliteit, samenwerking, transparantie en het nemen van de tijd om de juiste analyses uit te voeren.
