Ecos del Constitucionalismo gaditano en la Banda Oriental del Uruguay 11 ECOS DEL CONSTITUCIONALISMO GADITANO EN LA BANDA ORIENTAL DEL URUGUAY AN A FREG A NOV A LES UNIVERSID A D DE L A REPÚBLIC A (UR U G ua Y ) RESUMEN El artículo explora las influencias de los debates y el texto constitucional aprobado en Cádiz en 1812 en los territorios de la Banda Oriental del Uruguay, durante dos dé- cadas que incluyen la resistencia de los “leales españoles” en Montevideo, el proyecto confederal de José Artigas, la incorporación a las monarquías constitucionales de Por- tugal y Brasil y la formación de un Estado independiente. Plantea cómo las discusiones doctrinarias sobre monarquía constitucional o república representativa, soberanía de la nación o soberanía de los pueblos, y centralismo o federalismo reflejaban antiguos con- flictos jurisdiccionales y diferentes posturas frente a la convulsión del orden social. ABSTRACT This article explores the influences of the debates and constitutional text approved in Cadiz in 1812 on Banda Oriental del Uruguay territories, during two decades that include the resistance of the “loyal Spaniards” in Montevideo, the confederate project of José Artigas, the incorporation to the constitutional monarchies of Portugal and Brazil and the creation of an independent State. Italy and the Sanusiyya: Negotiating Authority in Colonial Libya, 1911-1931 Eileen Ryan Submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy in the Graduate School of Arts and Sciences COLUMBIA UNIVERSITY 2012 ©2012 Eileen Ryan All rights reserved ABSTRACT Italy and the Sanusiyya: Negotiating Authority in Colonial Libya, 1911-1931 By Eileen Ryan In the first decade of their occupation of the former Ottoman territories of Tripolitania and Cyrenaica in current-day Libya, the Italian colonial administration established a system of indirect rule in the Cyrenaican town of Ajedabiya under the leadership of Idris al-Sanusi, a leading member of the Sufi order of the Sanusiyya and later the first monarch of the independent Kingdom of Libya after the Second World War. Post-colonial historiography of modern Libya depicted the Sanusiyya as nationalist leaders of an anti-colonial rebellion as a source of legitimacy for the Sanusi monarchy. Since Qaddafi’s revolutionary coup in 1969, the Sanusiyya all but disappeared from Libyan historiography as a generation of scholars, eager to fill in the gaps left by the previous myopic focus on Sanusi elites, looked for alternative narratives of resistance to the Italian occupation and alternative origins for the Libyan nation in its colonial and pre-colonial past. Their work contributed to a wider variety of perspectives in our understanding of Libya’s modern history, but the persistent focus on histories of resistance to the Italian occupation has missed an opportunity to explore the ways in which the Italian colonial framework shaped the development of a religious and political authority in Cyrenaica with lasting implications for the Libyan nation. -

Antonucci © 2013 iii ABSTRACT Scholars of Italian-American history have traditionally asserted that the ethnic community’s media during the 1920s and 1930s was pro-Fascist leaning. This thesis challenges that narrative by proving that moderate, and often ambivalent, opinions existed at one time, and the shift to a philo-Fascist position was an active process. Using a survey of six Italian-language sources from diverse cities during the inauguration of Benito Mussolini’s regime, research shows that interpretations varied significantly. One of the newspapers, Il Cittadino Italo-Americano (Youngstown, Ohio) is then used as a case study to better understand why events in Italy were interpreted in certain ways. -

The history of Fascist corporatism, however, is not only an unsuccessful story. Despite the failure of the “corporatist revolution” and “Fascist third way”, Fascist corporatism since the mid- Twenties helped the progressive development of a new political system to regulate relationship between State and private interests. The paper examines not only the institutional framework (the systems of formal laws, regulations, and procedures, and informal norms) but also their acts and real activities. It dwells upon internal debates, political and institutional importance acquired by corporative institutions in Fascist regime and behaviours of entrepreneurial organizations and labour unions. In this way, the paper aims to point out the “real” consequences of Fascist corporatism, different from the ideological ones. A história do corporativismo fascista, no entanto, não é totalmente sem sucessos. Fascist Italy's Aerial Defenses in the Second World War CLAUDIA BALDOLI ABSTRACT This article focuses on Fascist Italy's active air defenses during the Second World War. It analyzes a number of crucial factors: mass production of anti- aircraft weapons and fighters; detection of enemy aircraft by deploying radar; coordination between the Air Ministry and the other ministries involved, as well as between the Air Force and the other armed services. The relationship between the government and industrialists, as well as that between the regime and its German ally, are also crucial elements of the story. The article argues that the history of Italian air defenses reflected many of the failures of the Fascist regime itself. Mussolini's strategy forced Italy to assume military responsibilities and economic commitments which it could not hope to meet. Moreover, industrial self-interest and inter-service rivalry combined to inhibit even more the efforts of the regime to protect its population, maintain adequate armaments output, and compete in technical terms with the Allies.
