1. Introduction and participants’ registration

The meeting was called to order at 10.30am. Members introduced themselves and the agencies they were representing. The chairperson officially welcomed the seated members and reminded them (the members) to observe time so that the meeting is completed on time, and the ‘early birds’ are not held longer than the planned 2 hours. He added that, to be fair, the future meetings will start on time. He also informed the participants that refreshment (Coffee, Tea and Water) has been and will henceforth be provided.

2. Review of previous minutes

Previous minutes were reviewed and endorsed a true record of the proceedings of the meeting. 3. Security updates and partner contribution A member reported a clan dispute at Rako Village which led to the death of three people. . However, this report could not be verified

A local NGO staff was killed at an IDP camp in Galkayo. Police arrested the killer and put him in custody. An unconfirmed source alleged that the killer was not mentally sound.

There were demonstrations in support of the SFG Prime Minister, Mr. Abdiwali Bossaso. There were no negative incidents or reports associated with the demonstration.

A member noted that an ‘official statement’ reported that Puntland forces recovered the Galgala Mountains from the AS.

A member also reported tension between Galmudug and Puntland authorities within the new SAHO district. Three persons had reportedly been killed.

Partners Contribution:

NCA

 A 5 month Cash for Work project in 3 districts (rehabilitation of water catchments) supported by FAO was ongoing. The project targets 2,150 persons (Garowe 1,300 Dangoronyo 380 450, respectively). Upon completion of work norms, beneficiaries are paid $ 5/day.  Other Food Security projects included Un-conditional cash grants to 2,992 IDPs. The project involved working with line Ministry/Department of the Local government.  A 3 month project in Alternative Livelihood to Pirates. It involves trainings on fishery and providing appropriate equipments in order to change the pirates’ attitude.  NCA also plans to implement a Women Empowerment project in the coastal communities of Puntland.

FAO  FAO and Ministry of Livestock started a 2 months vaccination campaign in Puntland on 20/10. 20 teams were used to carry out this campaign which targets to distribute 4 million veterinary vaccinations against main killer diseases.  Livestock trade – there are one million treatments to prevent/treat viral diseases in camels, donkeys, Cows etc.  Other FAO projects include; Restocking of goats to 500 families; each issued with 25 goats. A total of 12,500 goats were distributed, Resilience project in Bari region, Fishery projects (cooling facilities and small Port at Bosasso main port excluding fisheries’ boats), extension of consumer fish market to Jijiga, Ethiopia and Central Somalia region; Beledweyn - Hiran region.  As a challenge, FAO reported that despite their advice to the pastoralists to temporarily stop consumption of the milk and meat from the treated animals, they still do. Others claim that they do not consume it themselves but they sell them in the market to be consumed by other people. They therefore proposed that the concerned organs of the government should consider restricted sale of this milk and meat in the market so as to protect the public health.

SAMOFAL

 They supported 120 women through provision of basic business support, land for farming and bee keeping projects.

VSF Germany

 VSF Germany implemented a livelihood project (Cash for Work) targeting 380 households and other GBV survivors in Galkayo.  Another Water Catchment Rehabilitation project (CfW) was implemented in district, region, targeting 1271 beneficiaries. Each beneficiary will receive $5 per day for 45 days.

FAWESOM

 FAWESOM in collaboration with Diakonia Sweden supported 30 girls with the payment of 4-year University tuition fees. They also supported 1,250 students with the completion of their school fees for a period of 9 years.

CARE INTERNATIONAL

 CARE had selected new partners as implementing partners for various projects including; Cash for Work, micro financing of 4720 women, Environmental cleaning, WASH, 30 Water Management Committees in Puntland, aligned to PAWEYN (Water Agency).  Vocational training of 600 unskilled youth is underway.  MAP Project/ Multi-Sectoral population Crises Assistance (Cash for work); targeting 450 IDPs and Host community families, to be permanent settlers in Bosasso and Garowe. This is done together with Local government, UNHCR and ILO.

4. Presentation of summary district level information by response objective and review of gaps per district – September 2014 The slide presentation was conducted. The questions that arose were satisfactorily addressed.

5. Any Other Business There was no any other business, and the meeting ended at 12.10pm.

NB: Action Points  The Cluster to notify the concerned local government ministry to take necessary/appropriate action e.g. public health campaign in all targeted districts. That is prevention and awareness of the Zoonoses disease, meat inspection control
