1.1 What’s an Emergency?

An emergency, which can also be referred to as an incident, is anything that affects you, your family and your community. Wiltshire Country Council defines its highest risks in terms of possible emergencies as including snow, flooding and power cuts.

1.2 Why have an Emergency Plan?

1.3 Legalities

The question of what we’re allowed to do and what we’re insured to do are often asked when considering emergency planning. The essential information is as follows:

Health and Safety

It is recognised that those named or recognised in this plan are not trained or resourced to carry out any functions of the emergency services. The response will be confined to supporting the welfare of the people in the community and helping them to maintain a normal community life. No-one is obliged to carry out any function and all duties are done solely on a voluntary basis.

Data Protection1

As we recognise the legal requirements of protecting personal data, and respect the privacy of our residents, we’ve produced the following versions of this plan:

(1) Full Plan. The full plan containing all personal data that might be needed in an emergency is only held by those Hankerton Parish Councillors who require the information. Personal data will be held securely and will not be shared with any other party unless the individual has given their permission in writing.

(2) Full Plan (Personal Details Removed). The full plan with personal details redacted has been provided to the Emergency Planning Team for their reference.

(3) Public Plan (Important Information Only). A reduced plan with elements of Parts 2, 3 and 4 removed is available on the Hankerton Village website for all Hankerton Residents.

The Volunteer Coordinator retains the title of data controller. He will ensure that only people who have given written permission have their details shared beyond the required Parish Councillors.

Wiltshire Council does not cover volunteers with any insurance unless specifically tasked by the emergency planning team to carry out a function in a set incident.

However, volunteers acting on behalf of Hankerton Parish Council are insured to carrying out what is classed as ‘normal’ activities. In the context of this plan, this insurance covers all activities volunteers are requested to do by the Parish Council. It does not included activities not considered to be ‘normal’. These include, but are not exhaustively, gritting of roads (only gritting of pavements is covered), any activity under ‘self-help’ or any activities using equipment (i.e., chainsaws). All such activities are undertaken at the individuals own risk, are not insured and will not be requested of volunteers by the Hankerton Parish Council.

Further guidance on this area can be sought through the Volunteer Coordinator.

1.4 Exercises

All plans should be exercised annually.

Where this is not possible, the telephone tree (Part 3.3) must be tested in full annually.

Part 4: Planning, Identifying and Responding to an Emergency

4.1 Scope

The Hankerton Emergency Plan provides the Parish with a level of resilience to ensure all residents feel and are safe in the event of any emergency. This includes an ability to support those who feel at risk, respond independently to minor emergencies and assist the Emergency Services in response to major emergencies.

Part 6 - Roles and Responsibilities

6.1 Roles in the Community

• Community plans are reviewed and approved Parish by the Parish Council. This enables oversight, Council ensures the whole community is covered and gives a good link with Wiltshire Council.
