Katok Monastery was founded in 1159 and is one of the most influential monasteries of the Nyingma sect. The dissertation explores a crisis in the continuity of tradition and administration at Katok as impelled by volatile changes in regional politics and religion during the seventeenth and eighteenth centuries. For the first several hundred years of Katok's distinctive history, its primary self-identification was as a bastion of Nyingma esoteric scriptural traditions translated into the Tibetan language during the imperial period called the Kama. Katok was also a celibate community – at least in terms of its ideals and reputation – for its first several hundred years. The historical analysis of this study begins with a profound transformation of its original administration and religious programs during the mid- seventeenth century rise of the new Degé kingdom in Kham. This new polity injected itself directly into the life of the monastery by imposing on it a new head lama, Longsel Nyingpo (1625-1692). This lama was not a proponent of the Kama but instead a discoverer of revealed scriptures (Terma). Moreover, he was a non-celibate lama whose successor was his biological son. The dissertation thus begins with a rupture with the past and traces the reverberations that rippled through the monastery as the changes introduced by this lama were variously challenged, altered, and codified. Broader developments within the Nyingma School and the Degé kingdom also impacted the cultural and administrative life of the monastery, such that the vicissitudes of Katok provide important glimpses into the religious history of the region overall. By the early nineteenth century the monastery's administration and curricula had been thoroughly reformulated in such a way that both the Kama and the revelations of Longsel Nyingpo were integrated into the core liturgical and scholastic programs at the monastery, and celibate monasticism was revived. Additionally, new institutional and educational practices originating outside the monastery – especially the recognition of reincarnated lamas, the revival of monasticism, and the study of the literary arts – were also firmly incorporated into the monastery. iii! Coleman, IV This dissertation analyzes the process of state building by Qing imperial representatives and Republican state officials in Batang, a predominantly ethnic Tibetan region located in southwestern Sichuan Province. Utilizing Chinese provincial and national level archival materials and Tibetan language works, as well as French and American missionary records and publications, it explores how Chinese state expansion evolved in response to local power and has three primary arguments. First, by the mid-nineteenth century, Batang had developed an identifiable structure of local governance in which native chieftains, monastic leaders, and imperial officials shared power and successfully fostered peace in the region for over a century. Second, the arrival of French missionaries in Batang precipitated a gradual expansion of imperial authority in the region, culminating in radical Qing military intervention that permanently altered local understandings of power. The earth's highest mountains, a vast arid plateau and great river valleys make up the physical homeland of 6 million Tibetans. It has an average altitude of 13,000 feet above sea level. Capital: Lhasa Population: 6 million Tibetans and an estimated 7.5 million Chinese, most of whom are in Kham and Amdo. Language: Tibetan (of the Tibeto-Burmese language family). The official language is Chinese. Tibet is comprised of the three provinces of Amdo (now split by China into the provinces of Qinghai, Gansu & Sichuan), Kham (largely incorporated into the Chinese provinces of Sichuan, Yunnan and Qinghai), and U-Tsang (which, together with western Kham, is today referred to by China as the Tibet Autonomous Region). The Tibet Autonomous Region (TAR) comprises less than half of historic Tibet and was created by China in 1965 for administrative reasons. It is important to note that when Chinese officials and publications use the term "Tibet" they mean only the TAR. Tibetans use the term Tibet to mean the three provinces described above, i.e., the area traditionally known as Tibet before the 1949-50 invasion. Today Tibetans are outnumbered by Han Chinese population in their own homeland, there are est. 6 million Tibetans and an estimated 7.5 million Chinese, most of whom are in Kham and Amdo. The official language is Chinese. But those Tibetans living in exile still speak, read and write in Tibetan (of the Tibeto-Burmese language family).

    CHINA (INCLUDES TIBET, XINJIANG, HONG KONG, AND MACAU) 2019 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary Reports on Hong Kong, Macau, Tibet, and Xinjiang are appended at the end of this report. The constitution, which cites the leadership of the Chinese Communist Party and the guidance of Marxism-Leninism and Mao Zedong Thought, states that citizens have freedom of religious belief but limits protections for religious practice to “normal religious activities” and does not define “normal.” Despite Chairman Xi Jinping’s decree that all members of the Chinese Communist Party (CCP) must be “unyielding Marxist atheists,” the government continued to exercise control over religion and restrict the activities and personal freedom of religious adherents that it perceived as threatening state or CCP interests, according to religious groups, nongovernmental organizations (NGOs), and international media reports. The government recognizes five official religions – Buddhism, Taoism, Islam, Protestantism, and Catholicism. Only religious groups belonging to the five state- sanctioned “patriotic religious associations” representing these religions are permitted to register with the government and officially permitted to hold worship services. There continued to be reports of deaths in custody and that the government tortured, physically abused, arrested, detained, sentenced to prison, subjected to forced indoctrination in CCP ideology, or harassed adherents of both registered and unregistered religious groups for activities related to their religious beliefs and practices. There were several reports of individuals committing suicide in detention, or, according to sources, as a result of being threatened and surveilled. In December Pastor Wang Yi was tried in secret and sentenced to nine years in prison by a court in Chengdu, Sichuan Province, in connection to his peaceful advocacy for religious freedom.

It is one of few hagiographies written about a Tibetan woman before the modern era, and offers insight into the lives of eighteenth century Central Tibetan religious women. The work considers the relationship between members of the Mindröling community and the governing leadership in Lhasa, and offers an example of how hagiographic narrative can be interpreted historically. The questions driving the project are: Who was Mingyur Peldrön, and why did she warrant a 200-folio hagiography? What was her role in her religious community, and the wider Tibetan world? What do her hagiographer's literary decisions tell us about his own time and place, his goals in writing the hagiography, and the developing literary styles of the time? What do they tell us about religious practice during this period of Tibetan history, and the role of women within that history? How was Mingyur Peldrön remembered in terms of her engagement with the wider religious community, how was she perceived by her followers, and what impact did she have on religious practice for the next generation? Finally, how and where is it possible to "hear" Mingyur Peldrön's voice in this work? This project engages several types of research methodology, including historiography, semiology, and methods for reading hagiography as history.

In the history of this relationship, a cyclical pattern of Chinese attempts, both violently assimilative and subtly corrosive, to control Tibetan Buddhism and a multifaceted Tibetan resistance to defend their religious heritage, will be revealed. This article will develop a security-based logic for that cyclical dynamic. For these purposes, a two-level analytical framework will be applied. First, the framework of the insecurity dilemma will be used to draw the broad outlines of the historical cycles of repression and resistance. However, the insecurity dilemma does not look inside the concept of security and it is not helpful to establish how Tibetan Buddhism became a security issue in the first place and continues to retain that status. The theory of securitisation is best suited to perform this analytical task. As such, the cycles of Chinese repression and Tibetan resistance fundamentally originate from the incessant securitisation of Tibetan Buddhism by the Chinese state and its apparatchiks. The paper also considers the why, how, and who of this securitisation, setting the stage for a future research project taking up the analytical effort to study the why, how and who of a potential desecuritisation of all things Tibetan, including Tibetan Buddhism, and its benefits for resolving the protracted Sino- Tibetan conflict.

It is important therefore to consider the appropriateness of the training and qualifications of their teachers. Here we consider two approaches. The NKT’s system and the Gelug system. The Gelug is where Kelsang Gyatso, Spiritual Director and guru of the NKT, studied Buddhism.     NY DOS# 4757403 Reuters Desperate Attempt to Repair the Dalai Lama’s Image A Response to Reuters Article – “Special Report: China co-opts Buddhist sect in drive to discredit Dalai Lama” by Sonam Rinchen The recent article written by David Lague published in Reuters, “Special Report: China co-opts Buddhist sect in drive to discredit Dalai Lama” was disappointing and disheartening. When I was contacted by Mr. Lague to provide an interview and insight into the plight of Shugden followers in Tibet and around the world, I was elated. I thought a respected news outlet would provide the world with an unbiased report on the abuses and discrimination being perpetrated on Shugden followers throughout Tibetan communities. Sadly that is not what David Lague provided. Mr. Lague’s supposed unbiased investigation is immediately shown to be biased early in the article by his dim view of the Shugden followers’ plight. He has described the protesters, including myself, in the third paragraph of his “Special Report” merely as “noisy” and causing a “cacophony”. He goes on to say that we, the protesters, follow the Dalai Lama, using abusive, harsh and insulting language in our protests against him. This negative tone shines an unwelcome light on all Shugden followers. It is an attempt to discredit our cause and repair the Dalai Lama’s tarnishing public image. If Mr. Lague had listened to us and had spoken with us, he would have discovered that we are a peaceful group, wanting only to be heard. Many attempts to begin a peaceful dialogue with the Dalai Lama have been ignored by the Dalai Lama and his organization.

Severe restric- tions on expression accompanied by a relentless disinformation campaign engenders facts, knowledge and truth to become priceless. This has long been the case with Tibet. At the time of the publication of this report, Tibet has been fully oc- cupied by the People’s Republic of China (PRC) for just five months shy of sixty years. As China has sought to develop Tibet in certain ways, largely economically and in Chinese regions, its obsessive re- strictions on the flow of information have only grown more intense. Meanwhile, the PRC has ready answers to fill the gaps created by its information constraints, whether on medieval history or current growth trends. These government versions of the facts are backed ever more fiercely as the nation’s economic and military power grows.
